Abstract

Abstract

This study analyzes the implementation of digital election policy by the General Elections Commission (KPU) of South Sumatra Province during the 2024 Simultaneous Elections, focusing on the SIPOL, SILON, SIDALIH, and SIREKAP systems. Using a qualitative descriptive approach with a case study design, data were gathered through in-depth interviews with KPU officials, system developers, and election observers, as well as from official documents, media, and academic sources. Data analysis employed the Miles and Huberman interactive model, supported by triangulation and member checking for validity. Findings show that SIPOL and SILON have successfully improved efficiency and transparency in political party and legislative candidate registration. However, SIREKAP faces challenges in accuracy, limited human resources, and unequal infrastructure. Additional obstacles include organizational resistance to change, weak inter-agency coordination, and low grassroots digital literacy. Internal support from KPU structures and external backing from local governments, Bawaslu, political parties, civil society, and media are vital for sustaining digital policy. The study concludes that digital transformation in elections depends not only on technological innovation but also on stakeholder collaboration, human resource readiness, and adaptive institutional governance. South Sumatra’s experience illustrates broader national challenges in advancing digital democracy, emphasizing the need for comprehensive reform and strengthened institutional capacity.

Abstract

This study examines the institutional governance of occupational health within high-risk law enforcement institutions through a case study of the Indonesian National Police (INP), focusing on the misalignment between formal policy design and reactive implementation practices. Despite regulatory mandates such as the Chief of Police Regulation No. 7/2013 requiring periodic health screenings, participation remains low (24–26%), while high-risk classifications have tripled within a year. Using a qualitative case study approach, institutional screening data and medical records from the Jakarta Metropolitan Police (Polda Metro Jaya) were analyzed through documentary and thematic content analysis guided by Matland’s ambiguity–conflict model and policy implementation theory. The findings reveal that bureaucratic quota systems, weak digital infrastructure, and the absence of leadership accountability mechanisms undermine preventive health outcomes, leading to rising chronic diseases, preventable deaths, and declining institutional resilience. The study identifies systemic governance failures driven by compliance-oriented routines and proposes four reforms: risk-adaptive screening protocols, centralized digital health integration, leadership accountability metrics, and cross-sectoral preventive care partnerships. The novelty of this research lies in exposing institutional misalignment in police health governance, an underexplored area in Indonesian bureaucratic sociology, while extending the New Public Service paradigm to occupational health governance. Conceptually, it contributes to institutional sociology by linking policy rationality with frontline implementation behavior in high-risk public sectors.

Abstract

The creative economy has emerged as a dynamic engine of economic resilience and social innovation, especially in the aftermath of the COVID-19 pandemic. This article explores the interaction between co-creation and creative economic ecosystems, emphasizing how participatory governance models can enhance public service delivery and foster inclusive development. Drawing on mixed-methods research involving 450 creative enterprises and over 100 stakeholder interviews across Indonesia, Portugal, and Spain, the study investigates the enabling conditions for co-creation, namely digital literacy, institutional flexibility, and stakeholder engagement. Quantitative analysis using structural equation modeling highlights the mediating role of digital skills in enhancing business sustainability, while qualitative insights reveal barriers such as bureaucratic inertia and algorithmic governance. Case studies of creative kampongs in Bandung, innovation labs in Gipuzkoa, and hybrid tourism platforms in Lisbon demonstrate the transformative potential of collaborative service design. However, the research also cautions against superficial participation, showing that power asymmetries can undermine co-creation outcomes without institutional safeguards. The findings demonstrate the need for adaptive governance structures, integrated cultural impact indicators, and platform reforms to ensure equitable participation. This study promotes a paradigm shift towards relational and iterative governance that values local knowledge, encourages experimentation, and propels sustainable growth by integrating creative economy principles into public policy frameworks. This article contributes to contemporary debates on public innovation by proposing a co-creation framework grounded in cultural vitality, digital empowerment, and democratic inclusivity. Abstract

This study examines protest dynamics in Indonesia from 2014 to 2024, analyzing patterns of collective action across five distinct actor categories: political parties, societal groups, labor unions, civil society organizations, and students. Drawing on comprehensive protest data from the Indonesian National Police, we identify key temporal patterns, triggering events, and actor-specific mobilization trends. Our findings reveal three significant protest waves (2014, 2016-2017, and 2020) corresponding to electoral cycles, economic reforms, and contentious legislation. Analysis demonstrates that different actor groups respond to distinct mobilizing factors: political parties to electoral opportunities, labor unions to economic reforms, students to democratic concerns, and civil society to governance issues. The study contributes to social movement theory by providing empirical evidence of how political opportunity structures, resource mobilization, and frame alignment manifest in an emerging democratic context. These findings enhance understanding of contentious politics in Indonesia and offer insights into the evolving nature of democratic participation in Southeast Asia.
