Abstract

This research aims to explain Indonesian sub-state diplomacy as a style of contemporary Indonesian diplomacy to achieve national interests. Currently, national interests are not only carried out in a monopolistic manner by the state. However, sub-state actors are also involved as actors who support Indonesian diplomacy in the contemporary era. This article uses a qualitative methodology based on case studies. This research uses data collection techniques of observation, interviews and literature. This research shows that cooperation between regions, namely Australia represented by New South Wales and Indonesia represented by DKI Jakarta, has the potential for good cooperation. This is based on the excellent relations between the two countries plus sister city cooperation between the two capital regions to support the implementation of cooperation. The cooperation carried out in the tourism sector is a collaboration between two regions which is very profitable in the tourism economic sector. Because both regions are areas that have the same character, namely maritime areas. This cooperation must be based on collaboration at the country level using the joint comparative foreign policy method. This means that the regional government supports national cooperation which is implemented in the form of sister city cooperation.

Abstract

This paper examines the role of women in addressing the spread of COVID-19 in Indonesia, employing a qualitative methodology through a case study approach. Data were collected using literature review techniques, serving as a source of secondary data. The findings indicate that key female figures—specifically the Minister of Women’s Empowerment and Child Protection (PPPA), the Minister of Social Affairs, and the Governor of East Java—played critical roles as regulators, implementers, and evaluators. As regulators, they contributed to the formulation of laws and policies; as implementers, they monitored policy enforcement and actions in the field; and as evaluators, they assessed the operational effectiveness of these policies to ensure targeted and efficient outcomes. Theoretically, these women exemplify the application of feminist values in governance, using their legitimate authority to advocate for inclusive and gender-sensitive responses to the pandemic. Their dual identities as state officials and women—who often bear the brunt of health crises—position them uniquely to understand the lived experiences of women and children. Moreover, women, particularly in the domestic sphere, serve as primary managers in preventing their households from becoming new clusters of COVID-19 transmission. When women are involved in policy-making and implementation, they are better positioned to shape interventions that directly address the needs of vulnerable populations.

Abstract

This study aims to explore the meanings and strategies underlying the management of interreligious relations, with the goal of fostering collective awareness and harmony within multicultural communities in West Muna Regency, Southeast Sulawesi, Indonesia. Employing an exploratory qualitative approach, data were collected through observation, literature review, and interviews. The findings reveal that the people of West Muna live in a highly multicultural setting, shaped largely by government migration programs that brought Balinese, Javanese, and Bugis communities into the region. This process of assimilation has produced a society characterized by diverse religious, ethnic, and cultural affiliations. Rather than generating division, however, this diversity has fostered harmony and kinship across groups. The community’s shared sense of collective social construction and collective identity strengthens solidarity and pluralist awareness, ultimately shaping West Muna into a cosmopolitan society. Empirical evidence shows that West Muna has experienced no significant social or political conflicts, even during politically sensitive periods. This resilience is rooted in the strong cultural awareness and identity of the Muna people, which serve as guiding principles for intergroup relations and the preservation of social cohesion. AbstrakPenelitian ini bertujuan untuk menjelaskan makna dan strategi dalam pengelolaan hubungan antarumat beragama guna membangun kesadaran kolektif dan harmoni di masyarakat multikultural Kabupaten Muna Barat, Sulawesi Tenggara. Dengan menggunakan pendekatan kualitatif eksploratif, data dikumpulkan melalui observasi, kajian literatur dan wawancara. Hasil penelitian menunjukkan bahwa masyarakat Muna Barat hidup dalam konfigurasi sosial yang sangat multikultural, yang terbentuk terutama melalui program migrasi pemerintah yang menghadirkan komunitas Bali, Jawa, dan Bugis ke wilayah tersebut. Proses asimilasi ini menghasilkan masyarakat dengan keragaman agama, etnis, dan budaya yang luas. Menariknya, keragaman tersebut tidak memicu konflik, tetapi justru memperkuat harmoni, solidaritas, dan ikatan kekerabatan lintas kelompok. Temuan ini menegaskan bahwa konstruksi sosial kolektif dan identitas kolektif masyarakat Muna menjadi fondasi penting dalam menciptakan kesadaran pluralis dan membentuk Muna Barat sebagai masyarakat kosmopolitan. Bukti empiris juga memperlihatkan bahwa hingga kini Muna Barat tidak pernah mengalami konflik sosial maupun politik yang signifikan, bahkan pada periode politik yang sensitif. Ketahanan ini bersumber dari kesadaran budaya dan identitas masyarakat yang kuat, yang berperan sebagai pedoman dalam membangun relasi antar kelompok sekaligus menjaga kohesi sosial. Dengan demikian, studi ini memberikan kontribusi terhadap kajian hubungan antaragama dan praktik moderasi beragama di Indonesia.

Abstract

This research analyzes Indonesia's commitment to dealing with terrorist crimes through communication diplomacy and global development cooperation, with a main focus on the case of Kelompok Kriminal Bersenjata (KKB) in Papua. This research uses a qualitative approach using Internet based research methods which use the Internet as a source of data and information search to explore the role of the Indonesian government in responding to the threat of terrorism aimed at the KKB in Papua. The results of this research highlight various policies that have been implemented, such as the determination of KKB actions as criminal acts of terrorism based on the Law No. 5 of 2018, the implementation of international diplomacy, and also multilateral cooperation efforts, such as ASEAN Convention on Counter-Terrorism (ACCT). Increasing the status of the KKB as an act of terrorism encourages the government to be more able to act without being limited to handling ordinary criminal acts so that a more intensive approach to counter-terrorism measures can be taken. Even though the Government has taken many significant actions, challenges such as the geographic conditions of Papua, the ownership of automatic weapons by the KKB, as well as pressure from the international community, especially Pacific countries, are challenges that make efforts to resolve this conflict even more complex. This research recommends improving development communication strategies that can be more inclusive and humane as well as increasing international cooperation to maintain the stability and security of Papua. Diplomatic communication plays an important role in building dialogue channels between countries, international organizations and non-state parties. In this way, a long-term, sustainable resolution can be achieved, not only using a military approach but also political dialogue and socio-economic development.

Abstract

This research aims to explain the meanings and strategies for managing interreligious relationship in order to create collective awareness and harmony in multicultural religious communities. The research used an exploratory qualitative method. Data collection techniques are observation, empirical review and interviews. The results obtained are that the community in West Muna is very multicultural. This happened as a result of a government program which made the area a migration area for Balinese, Javanese and Bugis residents. This assimilation makes West Muna multicultural, consisting of multiple religions, tribes and ethnicities. However, what happened there actually created harmony and kinship between religious, ethical and cultural communities. This happens because they have the idea of collective social construction or collective identity. This love creates solidarity and pluralist awareness so that it becomes a cosmopolitan form in West Muna. Empirically, there has never been any social and political conflict in West Muna even though we entered the political year. This cannot be separated from the cultural awareness and cultural identity of the Muna people. This identity becomes a guide for relationships between them and can maintain harmony and harmony
