Abstract

ABSTRAK  Penelitian ini akan mengkaji mengenai interaksi sosial yang terdapat di wilayah Kampung Adat Kuta Ciamis yang berfokus mengenai bagaimana kontak sosial dan komunikasi yang terdapat pada masyarakat setempat. Metode penelitian ini secara kualitatif dengan teknik Survei Deksriptif untuk melihat langsung proses interaksi yang terjadi dalam masyarakat. Teknik pengumpulan data menggunakan wawancara mendalam secara tidak struktural, observasi partisipasi dan dokumentasi penelitian. Teknik analisis data penelitian ini kondensasi data, penyajian data, dan penarikan kesimpulan. Pada penelitian ini menggunakan teori Konstruksi Sosial Peter L Berger. Hasil penelitian ini berupa gambaran mengenai daerah dan juga bagaimana proses interaksi yang terdapat pada masyarakat adat di Kampung Adat Kuta dalam sehari-hari. Interaksi yang terjadi pada masyarakat adat disini terjalin dengan baik dan bersifat dinamis karena adanya sebuah kontak sosial dan komunikasi antar masyarakat yang masih terjaga. Faktor nilai dan tradisi yang sudah ada serta kesamaan bahasa dalam masyarakat adat menjadikan proses interaksi antar penduduk tetap berjalan sesuai dengan norma adat.Kata Kunci: Interaksi Sosial, Konstruksi Sosial, Masyarakat Kampung AdatABSTRACT  This research will examine social interactions in the Kuta Ciamis Traditional Village area, focusing on how social contact and communication exist in the local community. This research method is qualitative with a descriptive survey technique to see directly the interaction processes that occur in society. Data collection techniques use non-structural in-depth interviews, participant observation and research documentation. This research data analysis technique is data condensation, data presentation, and drawing conclusions. This research uses Peter L Berger's Social Construction theory. The results of this research are in the form of an overview of the area and also the daily interaction processes of the traditional community in the Kuta Traditional Village. The interactions that occur in indigenous communities here are well established and dynamic because there is social contact and communication between communities that is still maintained. The factors of existing values and traditions as well as the common language in indigenous communities mean that the interaction process between residents continues to run in accordance with customary norms.Keywords: Social Interaction, Social Construction, Traditional Village Community

Abstract

This study investigates the role of SAPA 129 as a government-initiated service in safeguarding women who have experienced violence in Aceh Province. Employing a qualitative case study approach, data were collected through in-depth interviews, participant observation, and document analysis. The findings demonstrate that SAPA 129 facilitates access to legal, psychological, and social assistance while offering an accessible digital reporting system. It has also contributed to raising community awareness of gender-based violence. Nonetheless, its implementation remains challenged by limited digital literacy, inadequate infrastructure, and deeply rooted patriarchal norms. Drawing on structural-functional theory, the service performs both manifest and latent functions within the broader social protection framework. Manifest functions include formal assistance and structured support, while latent functions involve increasing social solidarity and empowering survivors to report abuse. However, the presence of dysfunctions, such as service gaps in remote areas and insufficient human resources, continues to hinder its effectiveness. The study recommends expanding outreach efforts, strengthening interagency coordination, and promoting value transformation through community-based education. These insights are intended to inform more inclusive and responsive gender protection policies while advancing sociological understanding of violence prevention in localized contexts.

Abstract

This study aims to analyze the function of the Sahabat Perempuan dan Anak (SAPA) 129 service in addressing violence against women in Aceh. The research method used is qualitative with a case study approach. Data collection involved focus group discussions (FGD) with the Aceh Womens Empowerment and Child Protection Agency (DPPA) and in-depth interviews with female victims of violence. The FGDs and interviews were conducted over two weeks, from June 10, 2024, to June 23, 2024. Data analysis was performed using Robert K. Mertons Structural Functional Theory. The results indicate that the SAPA 129 service has not yet functioned optimally in addressing violence against women in Aceh. The identified barriers include low digital literacy, strong patriarchal culture, limited understanding of womens rights, environmental influences, and biased interpretations of religious provisions. According to Mertons theory, the function of this service should be to address social problems and maintain societal stability. However, there is dysfunction due to the stigma and discrimination against female victims of violence, and the services inability to address the root causes of violence related to cultural, normative, and patriarchal social structures.AbstrakPenelitian ini bertujuan untuk menganalisis fungsi Layanan Sahabat Perempuan dan Anak (SAPA) 129 dalam penanganan kekerasan terhadap perempuan di Aceh. Metode penelitian yang digunakan adalah kualitatif dengan teknik studi kasus. Pengumpulan data dilakukan melalui FGD dengan DPPA Aceh dan wawancara mendalam dengan perempuan korban kekerasan. FGD dan wawancara dilakukan selama dua minggu, dari 10 Juni 2024 hingga 23 Juni 2024. Analisis data menggunakan teori Struktural Fungsional Robert K. Merton. Hasil penelitian menunjukkan bahwa Layanan SAPA 129 belum berfungsi optimal dalam mengatasi kekerasan terhadap perempuan di Aceh. Hambatan yang diidentifikasi meliputi minimnya literasi digital, kuatnya budaya patriarki, kurangnya pemahaman tentang hak-hak perempuan, pengaruh lingkungan, dan tafsiran bias terhadap ketentuan agama. Berdasarkan teori Merton, fungsi layanan ini seharusnya mengatasi masalah sosial dan menjaga stabilitas masyarakat. Namun, terdapat disfungsi karena stigma dan diskriminasi terhadap perempuan korban kekerasan, serta ketidakmampuan layanan untuk mengatasi akar penyebab kekerasan yang terkait dengan budaya, norma, dan struktur sosial patriarkal.

Abstract

This research examines the role of the DPPPA (Department of Women's Empowerment and Child Protection) in gender-based development in Aceh Province, particularly in addressing violence against women. The novelty of this study lies in the DPPPA's involvement in managing cases of violence against women as part of gender-based development efforts, an area that has not been extensively researched previously. The research employs a qualitative case study methodology, utilizing case study techniques. Data collection is conducted through interviews and literature reviews. The findings indicate that the protection provided by the DPPPA through the UPTD PPA (Technical Implementation Unit for the Protection of Women and Children) for women victims of violence includes counseling to help victims overcome trauma, emotional support, and guidance on steps to obtain protection by directing victims to appropriate health services, shelters, and rehabilitation programs. The objective is to ensure that victims receive adequate support and protection while fostering socio-cultural changes that can prevent future violence and promote gender-based development in Aceh.
