Abstract

ABSTRACT: This study aims to analyze the knowledge, preparedness, and perceptions of the community regarding appropriate and effective disaster mitigation strategies in the urban development planning of Sabang City, a tourist destination vulnerable to natural disasters such as earthquakes, tsunamis, and floods. The research employs a qualitative approach. Data were collected through in-depth interviews with various stakeholders, including government officials, community leaders, and tourists. The results indicate that the level of knowledge and preparedness for disasters among the population in Sabang City varies significantly, with the majority of respondents displaying low awareness and preparedness levels. Factors such as education level and previous disaster experience were found to have a significant influence on community preparedness. Furthermore, the existing mitigation strategies in Sabang City have not been fully effective, particularly in terms of public awareness, education, disaster-resilient infrastructure development, and inter-agency coordination. Abstract

This Community Service Program (PKM) aims to provide early disaster education to kindergarten children in disaster-prone areas. Utilizing an interactive approach through play and singing, this program imparts foundational knowledge about earthquakes and volcanic eruptions, along with essential self-rescue steps. The program also benefits teachers by enhancing their skills in delivering disaster education to young children, and it supports schools in incorporating educational disaster-related games into annual activities. The results indicate that this enjoyable and participative learning approach effectively improves children’s understanding and preparedness for potential disasters. Additionally, the program fosters a disaster-aware culture within the school environment, with the hope that it can be replicated in other schools located in high-risk areas.

Abstract

Penelitian ini mengkaji efektivitas strategi penguatan kapasitas Sekolah Dasar dalam mitigasi bencana gempa di Kota Banda Aceh melalui pendekatan In-Service Learning dan On-The-Job Learning berbasis Kurikulum Merdeka. Tiga tahapan utama dilaksanakan, yaitu In-Service Learning 1 (IN1), On-The-Job Learning (OJL), dan In-Service Learning 2 (IN2). Pada tahap IN1, pelatihan intensif berhasil meningkatkan pemahaman guru dan pengembangan perangkat pembelajaran yang mengintegrasikan prinsip sekolah aman bencana. Tahap OJL menandai implementasi langsung strategi mitigasi di sekolah, termasuk pelaksanaan simulasi evakuasi dan sosialisasi kesiapsiagaan, serta pembentukan Tim Pengembang Sekolah (TPS) Kebencanaan yang memperkokoh kesiapsiagaan. Evaluasi komprehensif tahap IN2 dengan Model Kirkpatrick menunjukkan peningkatan signifikan pada tingkat reaksi, pembelajaran, perubahan perilaku guru, serta hasil nyata kesiapsiagaan sekolah. Hasil ini membuktikan bahwa pelatihan berkelanjutan yang sistematis dan partisipatif efektif memperkuat kesiapsiagaan bencana berkelanjutan, mendukung integrasi Kurikulum Merdeka dan pengembangan karakter siswa di wilayah rawan gempa seperti Banda Aceh.Kata kunci: Hasil Belajar Matematika, Model Pembelajaran Kooperatif Tipe Scramble dengan pendekatan Contextual Teaching and Learning (CTL).

Abstract

This study explores public perceptions regarding the integration of disaster mitigation into urban planning in Sabang, a coastal city in Indonesia highly vulnerable to natural hazards such as tsunamis and earthquakes. Employing a structured survey administered to 26 stakeholders including local officials, community leaders, and tourists. The research identifies strong consensus on the importance of embedding disaster risk reduction (DRR) into development strategies. Findings show that all respondents agreed, with 80.8% strongly agreeing, that disaster mitigation should be a key component of Sabang’s planning processes. The most critical elements identified were development location, urban spatial planning, support infrastructure, building design, and regulatory frameworks. Despite this broad support, only 38.5% of participants believed that current tourism management adequately incorporates disaster risk analysis, revealing a significant gap between perceived necessity and actual implementation. These results highlight the need for coordinated, cross-sectoral planning efforts that align policy with public expectations. The study contributes to resilience discourse by emphasizing the role of stakeholder perspectives in advancing inclusive, risk informed urban development in disaster-prone tourist destinations.

Abstract

The expansion of built-up areas in Bireuen Regency has shown a significant trend in recent years, in line with the growth of settlements and regional infrastructure. This trend indicates increasing pressure on open spaces, particularly in areas highly vulnerable to disasters. This study aims to analyz the changes in built-up land between 2019 and 2023 and to identify its relationship with flood-prone zones. The method employed is spatial analysis using a Geographic Information System (GIS) based overlay approach, combining built-up land maps derived from land cover data with flood hazard index maps issued by BNPB. The data used include administrative boundaries, built-up land data for 2019 and 2023, and flood hazard maps. The analysis reveals that northern areas of Bireuen Regency, such as Kota Juang, Peusangan, and Samalanga Subdistricts, experienced notable expansion in built-up areas, most of which are located within moderate to high flood hazard zones. This development reflects a pattern of land use that has not adequately considered disaster risk aspects. On the other hand, central and southern regions such as Peudada, Peusangan Selatan, and Peulimbang show lower levels of vulnerability and offer safer spatial development opportunities. These findings indicate a mismatch between actual land use and spatial allocation outlined in spatial planning documents (RTRW), as well as weak enforcement in controlling development in high-risk zones. Therefore, there is a need to integrate spatial planning policies with disaster risk maps in every planning process. Furthermore, it is essential to strengthen settlement governance through adaptive, risk-based approaches, continuous use of spatial data, and strict enforcement of zoning regulations. This study not only provides empirical insights into regional vulnerability but also serves as a crucial reference in formulating disaster mitigation strategies, controlling land conversion, and promoting the development of resilient and sustainable human settlements.
