Abstract

This study aims to analyze public service accountability at the Namlea Subdistrict Office, Buru Regency. The research method used is qualitative, with an in-depth interview approach to gather information regarding the ongoing service processes at the subdistrict office. The research findings indicate that although some aspects of public service at the Namlea Subdistrict Office are running well, there are still areas that require improvement. The reporting process is relatively transparent, but it is hindered by a limited number of staff, which affects the timeliness of report resolutions. Information retrieval also relies heavily on direct visits to the office, suggesting the need for the implementation of information technology to make public access easier and more efficient. Service performance evaluations are conducted regularly, but they are constrained by staff capacity, which is insufficient to handle the volume of reports. Staff control and guidance are carried out routinely, but some members of the public seek increased transparency in this process. Overall, despite several challenges such as limited human resources and facilities, the Namlea Subdistrict Office has shown commitment to improving service quality. However, to enhance accountability, improvements are needed in transparency, information access, as well as strengthening staff capacity and the use of more advanced technology.

Abstract

This research is a qualitative descriptive research that aims to determine the Effectiveness of Supervision of Village Fund (DD) Use in Development in Ohoi Mataholat, Kei Besar District, Southeast Maluku Regency and What are the Supporting and Inhibiting Factors. This research was conducted in Ohoi Mataholat, Kei Besa District, Southeast Maluku Regency. Primary data collection was carried out using data collection techniques through interviews, observations, and documentation of a number of informants involved in the Supervision and Use of Village Funds for Development in Ohoi Mataholat, Kei Besar District, Southeast Maluku Regency. The results of the study indicate that although there is supervision carried out by the village government and the community, there are still obstacles in terms of transparency, accountability, and supervisory capacity. Factors such as lack of community understanding, low human resources in supervision, and minimal facilities and infrastructure for implementing supervision are the main obstacles in achieving effective supervision. Therefore, this study recommends the need to increase the capacity of supervisors, more intensive socialization to the community, and increase transparency in reporting the use of village funds. Thus, it is hoped that the use of village funds can be more optimal and provide maximum benefits for village development..

Abstract

Public service quality is one of the fundamental indicators in assessing the performance of government institutions, especially at the district level where direct interactions with citizens take place. This study aims to analyze the influence of employee motivation on the quality of administrative services at the Leihitu Sub-district Office, Central Maluku Regency. The research employs a quantitative approach with an explanatory design to identify causal relationships between variables. The population in this study consists of all employees involved in administrative services, and total sampling was used due to the manageable number of staff. Data were collected through a structured questionnaire using a Likert scale to measure motivation and service quality indicators. The data were analyzed using descriptive statistics and linear regression to determine the effect of motivation on service quality. The results show that employee motivation significantly and positively influences administrative service quality. Employees with higher intrinsic and extrinsic motivation tend to demonstrate better responsiveness, discipline, communication, and consistency in carrying out public service functions. The study concludes that strengthening motivation is essential to improve public service performance. Therefore, organizational leaders are encouraged to enhance work motivation through recognition, supportive leadership, fair reward systems, and professional development opportunities to ensure services meet community expectations.

Abstract

This study examines the role of the negeri government in preserving the Pukul Sapu Lidi tradition in Mamala, Leihitu District, Central Maluku Regency. The research is grounded in the urgency of local cultural preservation amid modernization, digital entertainment, and declining youth involvement in traditional practices. Pukul Sapu Lidi, also known locally as Baku Pukul Manyapu, is not merely a cultural attraction but a symbolic expression of solidarity, courage, historical memory, and the healing tradition associated with Minyak Mamala. This study employed a descriptive qualitative approach through observation, interviews, and documentation. The informants consisted of the head of Mamala negeri, negeri apparatus, customary leaders, and community members who understand the implementation of the tradition. The findings show that the negeri government plays several important roles, namely as facilitator, dynamizer, regulator, innovator, motivator, and communicator. These roles are reflected in support for annual cultural activities, coordination with customary and religious actors, moral encouragement to the community, and efforts to introduce the tradition to wider audiences. However, preservation still faces obstacles such as limited budgeting, weak formal regulation, inadequate documentation, and limited involvement of younger generations. The study implies that cultural preservation requires stronger local policy, systematic documentation, intergenerational education, and collaboration between the negeri government, customary institutions, schools, and tourism stakeholders.

Abstract

This study analyzes the digitalization of the motor vehicle tax payment system at the Regional Revenue Agency of Maluku Province. The research is motivated by the need to improve regional tax services in an archipelagic province where geographical distance, manual administrative procedures, uneven internet access, and limited service points often increase the compliance cost of taxpayers. This study employed a descriptive qualitative method with data collected through passive participant observation, in-depth interviews, and documentation. Nine informants were selected purposively from the Regional Revenue Agency, related service units, and taxpayers. The analysis used an interactive qualitative model and was guided by program effectiveness dimensions, namely target accuracy, program socialization, goal achievement, and monitoring and evaluation, as well as implementation factors consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the digitalization of motor vehicle tax payments has generally operated effectively by expanding service access, reducing waiting time, improving administrative transparency, and strengthening monitoring through coordinated institutional mechanisms. Nevertheless, the effectiveness of the system is still constrained by uneven internet infrastructure, limited budget capacity, and the persistence of hybrid service practices in several areas. The study implies that digital tax services in archipelagic regions require not only technological platforms, but also sustained socialization, human resource development, inter-agency coordination, and equitable digital infrastructure.
