Abstract

Abstract: This study aims to examine the state of food sufficiency and gender equality in Purwabakti Village and the relevance of community land empowerment programs in achieving food sufficiency and gender equality. The research follows a qualitative case study approach, collecting data through interviews, observations, and document analysis. Data were analyzed qualitatively using the fishbone diagram method, focusing on four primary variables: human resources, machinery, methods, and materials. Data on malnutrition and stunting indicate that issues of food vulnerability compromise food sufficiency in Purwabakti Village. Furthermore, gender equality remains a challenge within this predominantly patriarchal society. Women tend to fulfill traditional gender roles with domestic responsibilities, while men assume public roles. This patriarchal rural society generally accepts the predominant land ownership by men (as heads of households), reflecting gender inequality. The fishbone diagram analysis indicates that, despite some progress, community land empowerment programs still exhibit limitations in addressing the SDGs, particularly the goals of “zero hunger” and gender equality. Abstract

Community Land Empowerment (PTM) and the role of the Agrarian Reform Task Force (GTRA) are important to overcome inequality in land access in Indonesia. However, improving coordination between sectors is necessary to enhance the effectiveness of PTM implementation. This research aims to determine the role of GTRA in implementing PTM and various developments in access arrangements in Central Bangka Regency, as well as the problems and solutions faced. The research uses qualitative methods by collecting data through document reviews, interviews, and literature studies, as well as qualitative descriptive analysis. This research produces findings about the role of GTRA in implementing PTM to support SDGs goals through partnerships. GTRA develops access with infrastructure and non-infrastructure assistance from various agencies, such as the Department of Fisheries, Maritime Affairs, and Agriculture, as well as the Department of Housing, Settlement Areas, and Transportation, as well as capital and infrastructure assistance from the Department of Industry, Trade, Cooperatives, and UMKM. The PTM model implemented includes integrated agriculture, cross-sector collaboration, and UMKM development. GTRA faces a variety of obstacles, including a lack of community participation, changes in officials, difficulties collecting initial data, unsynchronized spatial data, time constraints, and passive village officials.   Pemberdayaan Tanah Masyarakat (PTM) dan peran Gugus Tugas Reforma Agraria (GTRA) penting untuk mengatasi ketidaksetaraan akses tanah di Indonesia. Namun, koordinasi antar sektor perlu ditingkatkan untuk meningkatkan efektivitas pelaksanaan PTM. Penelitian ini bertujuan untuk mengetahui peran GTRA dalam pelaksanaan PTM dan ragam pengembangan penataan akses di Kabupaten Bangka Tengah serta permasalahan dan solusi yang dihadapi. Penelitian menggunakan metode kualitatif dengan pengumpulan data melalui telaah dokumen, wawancara, dan studi pustaka, serta analisis deskriptif kualitatif. Penelitian ini menghasilkan temuan tentang peran GTRA dalam implementasi PTM untuk mendukung tujuan SDGs melalui kemitraan. GTRA mengembangkan akses dengan bantuan infrastruktur dan non-infrastruktur dari berbagai instansi seperti Dinas Perikanan, Kelautan, Pertanian, serta Dinas Perumahan, Kawasan Permukiman, dan Perhubungan, serta bantuan permodalan dan infrastruktur dari Dinas Perindustrian, Perdagangan, Koperasi, dan UMKM. Model PTM yang diterapkan mencakup pertanian terintegrasi, kolaborasi lintas sektor, dan pengembangan UMKM. Kendala yang dihadapi oleh GTRA meliputi kurangnya partisipasi masyarakat, pergantian pejabat, kesulitan dalam pengumpulan data awal, ketidaksinkronan data spasial, keterbatasan waktu, dan perangkat desa yang pasif.

Abstract

The Geospatial Information Agency developed the PetaKita Application to accelerate the implementation of participatory geospatial information. In line with this, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency has spatial data and information in the Computerized Land Office Application. The purpose of this study is to explain the use of spatial data in the Computerized Land Office Application to assist in accelerating and improving geospatial information in the PetaKita Application. The research was conducted using a descriptive qualitative method to analyze the utilization of KKP spatial data in planning a geospatial information survey. Identification of the characteristics of the attributes of the land parcels in the KKP Application can provide an overview of spatial information on locations carried out by participatory mapping through the PetaKita Application. The results of this study are that KKP spatial data can assist in filling in geospatial information data before conducting field surveys through the characteristics of each available field. Communities can play an active role through participatory mapping activities in the PetaKita Application. Land parcel base information can be downloaded through the Bhumi ATR/BPN portal as a base map for providing geospatial information in the PetaKita Application. This shows that the use of spatial data from the KKP Application can also be used externally outside the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency. Keywords: PetaKita Application, Spatial Data, Computerized Land Office Application, Participatory Mapping   INTISARI Badan Informasi Geospasial (BIG) mengembangkan Aplikasi PetaKita untuk mempercepat penyelenggaraan informasi geospasial secara partisipatif. Selaras dengan hal tersebut, Kementerian Agraria dan Tata Ruang/Badan Pertanahan Nasional (ATR/BPN) memiliki data dan informasi spasial dalam Aplikasi Komputerisasi Kantor Pertanahan (KKP). Tujuan dari penelitian ini adalah menjelaskan pemanfaatan data spasial pada Aplikasi KKP untuk membantu dalam percepatan dan peningkatan informasi geospasial pada Aplikasi PetaKita. Penelitian dilakukan dengan metode kualitatif deskriptif untuk menganalisa pemanfaatan data spasial KKP dalam merencanakan survei informasi geospasial. Identifikasi dari karakteristik atribut-atribut bidang tanah pada Aplikasi KKP dapat memberi gambaran informasi spasial pada lokasi yang dilakukan pemetaan partisipatif melalui Aplikasi PetaKita. Hasil dari penelitian ini bahwa data spasial pada Aplikasi KKP dapat membantu dalam pengisian data informasi geospasial sebelum dilakukannya survei lapangan melalui karakteristik dari setiap bidang yang tersedia. Masyarakat dapat berperan aktif melalui kegiatan pemetaan partisipatif Aplikasi PetaKita. Informasi basis bidang tanah dapat diunduh melalui portal Bhumi ATR/BPN sebagai peta dasar untuk pemberian informasi geospasial dalam Aplikasi PetaKita. Hal ini menunjukkan bahwa pemanfaatan data spasial dari Aplikasi KKP dapat pula digunakan secara eksternal di luar Kementerian ATR/BPN.
