Abstract

This study aims to evaluate the implementation of the KOKUI (Collaboration, Creativity, Performance, and Innovation) learning community in improving teacher professional competence in Pekalongan Regency. KOKUI, initiated by the driving teachers of Pekalongan Regency, provides a collaborative space for teachers to share good practices, develop innovations, and improve skills in accordance with the demands of the Merdeka Curriculum. This study uses a qualitative descriptive method with a policy analysis approach to evaluate the effectiveness of the learning community in the context of the Merdeka Belajar policy. The results of the study indicate that KOKUI is effective in encouraging active teacher participation through online and offline activities, such as webinars, discussions, and workshops. The local government provides support for KOKUI community activities, although it is still limited to non-financial aspects. However, challenges such as lack of funding and the need for further evaluation still need to be addressed so that this program can continue to have a positive impact on teacher competence. ABSTRAKPenelitian ini bertujuan untuk mengevaluasi implementasi komunitas belajar KOKUI (Kolaborasi, Kreativitas, Unjuk Kerja, dan Inovasi) dalam meningkatkan kompetensi profesional guru di Kabupaten Pekalongan. KOKUI, yang diprakarsai oleh guru penggerak Kabupaten Pekalongan, menyediakan ruang kolaboratif bagi para guru untuk berbagi praktik baik, mengembangkan inovasi, serta meningkatkan keterampilan sesuai dengan tuntutan Kurikulum Merdeka. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan analisis kebijakan untuk mengevaluasi efektivitas komunitas belajar dalam konteks kebijakan Merdeka Belajar. Hasil penelitian menunjukkan bahwa KOKUI efektif dalam mendorong partisipasi aktif guru melalui kegiatan daring dan luring, seperti webinar, diskusi, dan workshop. Pemerintah daerah memberikan dukungan terhadap kegiatan kombel KOKUI meskipun masih terbatas pada aspek non-finansial. Namun, tantangan seperti kurangnya pendanaan dan kebutuhan akan evaluasi lebih lanjut tetap perlu diatasi agar program ini dapat terus memberikan dampak positif bagi kompetensi guru.

Abstract

This study aims to analyze how the planning of the Education strategy management system to improve quality at SMP Negeri 1 Rowosari, Kendal Regency. The research method used by the researcher is qualitative descriptive data analysis with a case study approach through interviews, documentation, observation with the principal and one of the teachers at SMP Negeri 1 Rowosari, Kendal Regency. The purpose of this study is to determine how the strategy for planning the management system at SMP Negeri 1 Rowosari to improve quality at the school. This study will focus on the definition of management, implementation of management, definition of educational quality, preparation of strategic planning and implementation of strategic planning in an effort to improve school quality. The results of this study indicate that planning as a tool to improve the quality of education in schools and can help improve the effectiveness and efficiency of management of educational units. With good management system planning, the principal and team can implement policies and programs based on the right needs analysis to achieve the expected vision, so that it can improve school quality. ABSTRAKPenelitian ini bertujuan untuk menganalisis bagaimana perencanaan sistem manajemen strategi Pendidikan untuk meningkatkan mutu di sekolah SMP Negeri 1 Rowosari Kabupaten Kendal. Metode penelitian yang digunakan peneliti adalah analisis data deskriptif kualitiatif dengan pendekatan studi kasus melalui wawancara, dokumentasi, obeservasi dengan kepala sekolah dan salah satu guru di SMP Negeri 1 Rowosari Kabupaten Kendal. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi perencanaan sistem manajemen di SMP Negeri 1 Rowosari untuk meningkatkan mutu di sekolah tersebut. Penelitian ini akan fokus pada definisi manajemen, implementasi manajemen, definisi mutu pendidikan,  penyusunan perencanaan strategi dan implementasi perencanaan strategi dalam upaya meningkatkan mutu sekolah. Hasil dari penelitian ini menunjukkan bahwa perencanaan sebagai alat peningkatan mutu pendidikan di sekolah serta dapat membantu meningkatkan efektifitas dan efisiensi pengelolaan satuan pendidikan. Dengan perencanaan sistem manajemen yang baik, kepala sekolah dan tim dapat mengimplementasikan kebijakan serta program berdasarkan analisis kebutuhan yang tepat untuk mencapai visi yang diharapkan, sehingga dapat meningkatkan mutu sekolah.

Abstract

Digital transformation in education demands not only technological adaptation but also strategic and visionary leadership. This study examines how the principal of SMP Negeri 1 Kajen implements key managerial functions planning, organizing, resource mobilization, and supervision in advancing school digitalization. Framed by transformational leadership theory and Kotter’s change management model, the analysis highlights leadership practices across stages of change. Using a qualitative phenomenological approach, data were collected through interviews, observations, and document analysis with triangulation to ensure credibility. Digitalization, defined as the integration of LMS, CBT, and the SIDIK application, was aligned with institutional goals through proactive planning. Organizational adjustments included team-based coordination and task delegation, while digital tools were supported by continuous teacher training. Although monitoring relied on reflective observation, it lacked systematic data use. Despite challenges such as limited digital competence and resistance to change, the principal employed inclusive strategies mentoring, collaboration, and phased implementation to build trust and capacity. The study concludes that effective digital leadership requires adaptive, inclusive, and reflective management to sustain and scale transformation.
