This study aims to evaluate the implementation of the KOKUI (Collaboration, Creativity, Performance, and Innovation) learning community in improving teacher professional competence in Pekalongan Regency. KOKUI, initiated by the driving teachers of Pekalongan Regency, provides a collaborative space for teachers to share good practices, develop innovations, and improve skills in accordance with the demands of the Merdeka Curriculum. This study uses a qualitative descriptive method with a policy analysis approach to evaluate the effectiveness of the learning community in the context of the Merdeka Belajar policy. The results of the study indicate that KOKUI is effective in encouraging active teacher participation through online and offline activities, such as webinars, discussions, and workshops. The local government provides support for KOKUI community activities, although it is still limited to non-financial aspects. However, challenges such as lack of funding and the need for further evaluation still need to be addressed so that this program can continue to have a positive impact on teacher competence. ABSTRAKPenelitian ini bertujuan untuk mengevaluasi implementasi komunitas belajar KOKUI (Kolaborasi, Kreativitas, Unjuk Kerja, dan Inovasi) dalam meningkatkan kompetensi profesional guru di Kabupaten Pekalongan. KOKUI, yang diprakarsai oleh guru penggerak Kabupaten Pekalongan, menyediakan ruang kolaboratif bagi para guru untuk berbagi praktik baik, mengembangkan inovasi, serta meningkatkan keterampilan sesuai dengan tuntutan Kurikulum Merdeka. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan analisis kebijakan untuk mengevaluasi efektivitas komunitas belajar dalam konteks kebijakan Merdeka Belajar. Hasil penelitian menunjukkan bahwa KOKUI efektif dalam mendorong partisipasi aktif guru melalui kegiatan daring dan luring, seperti webinar, diskusi, dan workshop. Pemerintah daerah memberikan dukungan terhadap kegiatan kombel KOKUI meskipun masih terbatas pada aspek non-finansial. Namun, tantangan seperti kurangnya pendanaan dan kebutuhan akan evaluasi lebih lanjut tetap perlu diatasi agar program ini dapat terus memberikan dampak positif bagi kompetensi guru.
