Abstract

Pelayanan pengajuan surat rekomendasi izin penelitian/survey/riset/KKN/PKL berbasis web SEPEKAN merupakan pelayanan yang memfasilitasi pegajuan permohonan surat rekomendasi secara 24 jam dan dilengkapi dengan digital signature. Tujuan dari penciptaan web SEPEKAN adalah untuk melayani pengajuan surat rekomendasi izin penelitian/survey/riset/KKN/PKL yang dapat dilakukan kapanpun dan dimanapun. Penelitian ini bertujuan untuk mendiskripsikan kualitas pelayanan SEPEKAN serta apa saja yang menjadi faktor penghambat dan pendukung dalam melakukan pelayanan SEPEKAN di Bappeda Kabupaten Gresik. Dalam mengetahui kualitas pelayanan SEPEKAN menggunakan lima dimensi menurut Parasuraman, Zeithaml, dan Berry meliputi: Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Adapun penelitian ini menggunakan metode penelitian pendekatan deskriptif kualitatif. Pengumpulan data yang dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Sumber data yang digunakan adalah sumber data primer dan sekunder dengan teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa kualitas pelayanan SEPEKAN berbasis web terbilang sudah menerapkan dimensi Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Adanya web SEPEKAN ini sangat membantu masyarakat yang akan melakukan pengajuan karena dapat dilakukan secara online tanpa harus berkunjung ke kantor. Namun ada yang menjadi penghambat yaitu bagi masyarakat yang belum mengenali pelayanan SEPEKAN melaui website, masyarakat yang gaptek (gagap teknologi) kurang mengetahui teknologi informasi sehingga masyarakat menjadi awam dengan website ini. Hal ini diperlukan adanya sosialisasi dari pihak Bappeda guna menginformasikan terkait tata cara pengajuan surat izin rekomendasi melalui web SEPEKAN supaya masyarakat lebih mudah menggunakan website tersebut tanpa mendatangi kantor terlebih dahulu.

Abstract

This study aims to analyze the budget management of the Coordinating Ministry for Human Development and Culture of the Republic of Indonesia (Kemenko PMK RI) in the implementation of social assistance programs during the years 2019-2020. The primary focus of this research is the evaluation of effectiveness, efficiency, and transparency in budget management based on the theory of public financial management. The results of the study indicate that although there have been improvements in several aspects, such as the efficient use of funds and inter-agency coordination, there remains room for improvement in terms of transparency and evaluation mechanisms. Better and more transparent budget management is necessary to ensure that social assistance can be targeted accurately and meet the needs of communities affected by the pandemic. The research recommendations include strengthening budget planning and allocation, optimizing the use of information technology for real-time monitoring, and enhancing evaluation mechanisms and feedback from beneficiaries. By implementing these recommendations, it is expected that the budget management by Kemenko PMK RI can become more effective, efficient, and transparent, thereby supporting the goal of developing a high-quality and competitive human resource as outlined in the RPJMN 2020- 2024.

Abstract

The Surabaya Family Learning Center (PUSPAGA) Program policy is under the auspices of the Office of Women's Empowerment and Child Protection as well as Population Control and Family Planning (DP3APPKB). This program aims to be a special place for Surabaya residents who want to overcome problems, both related to child delinquency and family problems. This research aims to describe and analyze the data as follows: 1) Assess the evaluation of the Family Learning Center (PUSPAGA) program in handling school dropouts in Wiyung Sub-district, Surabaya City; and 2) Assess the factors that support and hinder the Family Learning Center program in handling school dropouts in Wiyung Sub-district, Surabaya City. The research method used is descriptive qualitative, with evaluation indicators including effectiveness, efficiency, adequacy, equity, responsiveness, and fixity according to William N. Dunn. This research uses a qualitative approach with data collection techniques through interviews, documentation, and observation. The results showed that the policy evaluation of the PUSPAGA program in handling out-of-school children has been running well, but there are several aspects in the evaluation indicators that need to be improved which include several inhibiting factors such as: 1) The agency and the city government do not provide enough socialization to the community so that they are still unfamiliar with the presence of PUSPAGA itself; and 2) Parents' views on education, some of the education of parents whose children have dropped out of school are classified as low-educated parents.

Abstract

Background: In the ever changing world of digital politics, women in politics often have to cope with the double challenge of preserving their institutional authority while also meeting gendered expectations of being relevant. Empathy is frequently seen as an inherent personality trait; nonetheless, its use as a strategic tool in digital political strategy remains inadequately explored, particularly within the framework of the Indonesian legislature. Purpose: This study aims to investigate how empathic political communication is strategically managed and configured as a form of symbolic capital by female members of the Indonesian House of Representatives on social media. Methods: Employing qualitative multimodal content analysis, this study examines the textual, visual, and interactional elements of posts published between July and October 2025. Results: The findings show the empathy functions not only as an emotional expression but also as a strategic communication resource. This in configured through four main patterns: building moral legitimacy, gender-based political branding, crisis responsive communication, and grassroot relation engagement. These patterns produce political identities such as moral advocates, caring mothers leaders, institutional guardians, and grassroots allies. Thus, empathy operates as a symbolic political capital used to strengthen legitimacy, maintain public trust, and negotiate gender expectations in digital politics. Conclusion: The study concludes that empathetic social media communication is a political strategy deliberately cultivated by female legislators to navigate authority, legitimacy, and gender-specific public expectations, rather than being merely spontaneous emotional expressions. In the Indonesian legislature, empathy is an important symbolic instrument for building a genuine digital political identity while maintaining in touch with the people. Implications: This research contributes to the literature by conceptualizing empathy as a communication management resource rather than a purely emotional trait.
