Abstract

As the one of populist economy institute in Indonesia, cooperatives have been grown and developed almost inthe most of territory in Indonesia. No exception, probability there are also many cooperatives within the disasterprone territories or region. So that the existence of cooperatives in disaster prone area will be the pedestaland hope of local society to come into play and help quickly to give stimulant recovery and society economyempowerment, in the moment when the societies get disaster.Cooperative is one of institute that can participate together with society in the disaster risk management. As theinstitute that is established together and based on kinship, cooperatives are hoped be the nearest institute withcitizen so that can result best solutions to overcome disaster problem.There are various manners that can be done cooperatives to help the society to decrease the disaster impact; oneof them is to prepare reserve stock for emergency needs. Because of still in the region that is prone of disaster,the stocks should be stored in the save place. These reserve stocks can be taken from SHU (effort remainingresults) appropriated to the agreement, so that it can be given freely while wait the help from outsiders. So onthe other word cooperatives have the function as the provider of emergency needs after disaster so the needs ofvictims (the societies around cooperative) can be fulfilled quickly.Keywords: Cooperative, Economy Empowerment, Disaster Prone Region

Abstract

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government

Abstract

Housing and settlements are one of the basic human needs that are important factors in improving human dignity and the quality of a prosperous life in a just and prosperous society. . The problem of slums which is mostly inhabited by the poor is a complex and intertwined phenomenon, because it has long been a social problem in the community. One of the efforts of the Surabaya City Government to reduce uninhabitable housing is through the Slum Areas Social Rehabilitation Program (RSDK).               Research on the Evaluation of the Slum Region Social Rehabilitation Program for Improving the Quality of Life of Residents was carried out to describe the extent of the Evaluation and Impact of the Implementation of the RSDK Program, using descriptive qualitative research methods based on the criteria of Effectiveness, Efficiency, Adequacy, Equality, Responsiveness and Accuracy.               The results of this evaluation indicate that in general the Program Implementation was sufficient to meet the criteria targeted at the implementation program. In terms of efficiency, program implementation still has shortcomings due to the minimum timeframe specified and also the implementation process that is appropriate to the cost per stage. Adequacy is judged by the success of the development is still low due to complaints from some program beneficiaries. The similarity is seen based on the costs incurred for the Construction of Home Improvements have been carried out fairly. The level of community responsiveness related to program implementation is quite good because of the role of the local community in helping the program implementation process. The accuracy of the program implementation related to the results or program objectives are in accordance with what is desired. The physical impact that occurs with the construction of uninhabitable housing improvement programs can help the development of environmental conditions in the communities living in slums. Meanwhile, the social impact that occurs is to bring up value that is useful and useful for the needs of people's lives.

Abstract

Home industry Kue Basah Kelompok Dasawisma KRI Nanggala Medokan Semampir Surabaya bergerak di jenis usaha kue basah (sosis solo, risoles, pastel, lemper, dan martabak mini) sebagai mitra pengabdian, juga perlu meningkatkan daya saingnya. Mitra tersebut sudah memiliki pelanggan tetap, hanya saja masih perlu menggaet pelanggan atau agen baru. Permasalahan yang dihadapi adalah (1) belum maksimalnya manajemen wirausaha yang dilakukan, (2) belum diberikan kemasan yang baik pada produk kue basah yang dipasarkan, dan (3) belum diberikan labeling untuk mengenalkan produknya. Tahapan pelaksanaan pengabdian yang sudah dilakukan sampai saat ini adalah pada tahapan: pertama, membantu dalam hal kemasan dengan memberikan bantuan berupa alat untuk merekatkan kemasan yang siap dipasarkan agar terlihat rapi, yakni berupa 2 unit impulse sealer (Ukuran besar dan Ukuran Kecil); kedua, membantu membuatkan label yang menarik pada kemasan dengan mengganti label yang lama; ketiga, membantu melakukan promosi dengan memasang banner kecil di depan rumah Mitra. Hasil yang diharapkan pada tahap ini adalah meningkatnya jumlah pembeli/customer dari mitra kami yakni Home industry Kue Basah Kelompok Dasawisma KRI Nanggala Medokan Semampir Surabaya.

Abstract

Community empowerment through the management of dairy cattle is one of the flagship programs of the Magetan Regency Government which aims to improving the economy of the people of Kampung Susu Lawu who incidentally are dairy farmers so that farmers can spread their wings in marketing the livestock products they have managed through this empowerment after that.This paper means to reveal and analyze data: 1) the process of community empowerment through the management of dairy farms in the Susu Lawu village, Sarangan sub-district, Plaosan sub-district, Magetan district, and 2) community empowerment evaluation through the management of dairy farms in the Susu Lawu village, Sarangan sub-district, Plaosan sub-district. magnet district. This paper was conducted using a qualitative case study approach. Data collection techniques used are: (1) observation, (2) interviews, and (3) documentation.This paper had result that indicate if: (1) The process of Community Empowerment through the management of dairy farms in the Susu Lawu Village, Sarangan Sub-district, Plaosan District, Magetan Regency is generally quite mature in terms of planning by selecting activities based on the priority needs of community groups. In general, its implementation can support the success of the Empowerment Program through the management of dairy farms and improve the community's economy. (2) Evaluation through the management of dairy farms in the Susu Lawu Village, Sarangan Sub-district, Plaosan District, Magetan Regency is quite successful in developing skills and increasing the income of community groups.

Abstract

Di era globalisasi yang penuh dengan tantangan dan kemungkinan, aparatur negara dalam perannya sebagai pelayan publik menginginkan pelayanan publik yang prima dari birokrat yang dilakukan secara transparan dan bertanggung jawab dari birokrat setiap saat. Setiap organisasi sekarang harus berevolusi untuk mengikuti lanskap teknologi yang selalu berubah, terutama di bidang-bidang seperti menyediakan layanan publik berkualitas tinggi dan mengikuti perkembangan terbaru di bidang-bidang seperti teknologi informasi. Kemajuan teknologi tinggi tidak ada gunanya tanpa sumber daya manusia (SDM) yang memadai. Penerapan Electronic Government merupakan salah satu teknik untuk meningkatkan kualitas pelayanan publik. SIRKEL (Sistem Informasi Tanggapan Pengaduan Jalan dan Jembatan) merupakan salah satu contoh penerapan E-Government di Dinas Pekerjaan Umum Bina Marga Kabupaten Lamongan. SIRKEL diimplementasikan sebagai jawaban atas tuntutan penyelenggaraan layanan yang lebih fleksibel, cepat tanggap, terbuka, dan akuntabel. Tujuan dari SIRKEL adalah untuk memudahkan warga masyarakat dalam menyampaikan keluhan terhadap jalan raya dan jembatan yang semakin rusak. Tujuan dari penelitian ini adalah untuk mengidentifikasi permasalahan yang membatasi keterlibatan masyarakat pada layanan SIRKEL (sistem informasi tanggap keluhan jalan dan jembatan) Dinas Pekerjaan Umum Bina Marga Kabupaten Lamongan. Hasil penelitian ini merujuk pada teori Parasuraman, Zeithml dan Berry dengan 5 dimensi kualitas pelayanan publik yaitu: Tangibles, Reliability, Responsiveness, Assurance, Emphaty.

Abstract

The "Padat Karya" program is a labor-intensive development activity that relies more on human resources compared to machinery. The main goal of the program is to create employment opportunities for the community, especially those who have lost their income or regular jobs. This research employs a qualitative approach with a descriptive research type. It describes the Implementation of the "Padat Karya" Program for Low-Income Communities from the perspective of Collaborative Governance, referring to the theory of Van Metter & Van Horn. The results of this study indicate that the implementation of the "Padat Karya" Program has not been fully optimized. Factors such as supervision patterns, strengthening of resources, especially for low-income communities, and legal framework related to the technical guidelines of the "Padat Karya" Program within Collaborative Governance are criteria for success and failure. With the "Padat Karya" Program, the community, especially in Manyar Sabrangan Village, has increased their participation and are not solely reliant on government assistance. They can independently utilize the program that has been established to manage their own affairs in the long run, reducing their dependency on the government

Abstract

Pemberdayaan masyarakat adalah komponen penting dalam mewujudkan pembangunan berkelanjutan, terutama di kawasan urban seperti Kelurahan Gundih, Kota Surabaya. Kampung Batik Tin menjadi contoh inisiatif lokal yang berhasil dalam mempertahankan serta mengembangkan industri batik tradisional melalui pendekatan komunitas. Penelitian ini bertujuan untuk mengkaji bagaimana upaya pemberdayaan masyarakat berkontribusi terhadap keberlanjutan ekonomi dan pelestarian budaya di Kampung Batik Tin. Dengan menggunakan metode penelitian kualitatif melalui studi kasus, data dikumpulkan melalui observasi, wawancara mendalam dengan tokoh masyarakat, pengrajin batik, serta analisis dokumentasi. Temuan penelitian menunjukkan bahwa program pemberdayaan, seperti pelatihan keterampilan, penguatan kapasitas ekonomi, dan kolaborasi antara pemerintah, sektor swasta, dan masyarakat, telah meningkatkan kemandirian ekonomi warga, memperkuat identitas budaya lokal, dan membuka peluang pasar yang lebih luas. Meski demikian, beberapa tantangan masih dihadapi, termasuk keterbatasan akses terhadap pasar yang lebih luas dan dukungan keuangan yang berkelanjutan. Oleh karena itu, penelitian ini merekomendasikan peningkatan sinergi antar pemangku kepentingan untuk memperkuat keberlanjutan program ini dalam jangka panjang dan memastikan dampak yang lebih luas.

Abstract

Pelayanan pengajuan surat rekomendasi izin penelitian/survey/riset/KKN/PKL berbasis web SEPEKAN merupakan pelayanan yang memfasilitasi pegajuan permohonan surat rekomendasi secara 24 jam dan dilengkapi dengan digital signature. Tujuan dari penciptaan web SEPEKAN adalah untuk melayani pengajuan surat rekomendasi izin penelitian/survey/riset/KKN/PKL yang dapat dilakukan kapanpun dan dimanapun. Penelitian ini bertujuan untuk mendiskripsikan kualitas pelayanan SEPEKAN serta apa saja yang menjadi faktor penghambat dan pendukung dalam melakukan pelayanan SEPEKAN di Bappeda Kabupaten Gresik. Dalam mengetahui kualitas pelayanan SEPEKAN menggunakan lima dimensi menurut Parasuraman, Zeithaml, dan Berry meliputi: Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Adapun penelitian ini menggunakan metode penelitian pendekatan deskriptif kualitatif. Pengumpulan data yang dilakukan dengan teknik observasi, wawancara, dan dokumentasi. Sumber data yang digunakan adalah sumber data primer dan sekunder dengan teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa kualitas pelayanan SEPEKAN berbasis web terbilang sudah menerapkan dimensi Tangibles, Reliability, Responsiveness, Assurance, dan Empathy. Adanya web SEPEKAN ini sangat membantu masyarakat yang akan melakukan pengajuan karena dapat dilakukan secara online tanpa harus berkunjung ke kantor. Namun ada yang menjadi penghambat yaitu bagi masyarakat yang belum mengenali pelayanan SEPEKAN melaui website, masyarakat yang gaptek (gagap teknologi) kurang mengetahui teknologi informasi sehingga masyarakat menjadi awam dengan website ini. Hal ini diperlukan adanya sosialisasi dari pihak Bappeda guna menginformasikan terkait tata cara pengajuan surat izin rekomendasi melalui web SEPEKAN supaya masyarakat lebih mudah menggunakan website tersebut tanpa mendatangi kantor terlebih dahulu.

Abstract

This study discusses the implementation of the Excise Services Information System (ExSIS) application at the Sidoarjo Customs and Excise Office as an innovation in public services. The objective is to evaluate the effectiveness of ExSIS in improving operational performance and provide recommendations for its development. This research employs a qualitative method with interviews conducted with Customs and Excise officers and service users, analyzed using Everett M. Rogers' diffusion of innovation theory. The results indicate that ExSIS improves time efficiency by up to 80% and reduces administrative errors by 70%. However, challenges such as user adaptation and the need for adequate infrastructure remain. In conclusion, ExSIS has enhanced efficiency and transparency in Customs and Excise administration. The study recommends continuous training, infrastructure upgrades, and internal policy revisions to maximize the application’s potential in supporting faster and more accurate public services.
