Abstract

Reformasi birokrasi merupakan sebuah upaya untuk meningkatkan efektivitas dan efisiensi penyelenggaraan urusan pemerintah. Salah satu bentuk reformasi birokrasi adalah pembagian kerja yang didasarkan dengan hasil analisis beban kerja. Analisis beban kerja menjadi salah satu dasar dalam menentukan jumlah pegawai di suatu instansi pemerintah. Sehingga pada penelitian ini akan menjelaskan proses implementasi hasil nilai analisis beban kerja dalam menentukan jumlah pegawai yang dibutuhkan di Bapenda Kota Surabaya. Metode penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teori teknik analisa milik Creswell. Hasil penelitian menunjukkan bahwa nilai analisis beban kerja di Bapenda Kota Surabaya lebih besar dari jumlah pegawai yang ada saat ini. Kemudian dalam proses implementasinya didukung oleh tiga variabel dari Weimer dan Vining yang meliputi logika kebijakan, lingkungan kebijakan dan kemampuan implementator kebijakan. Untuk bisa mengoptimalkan kinerja Bapenda Kota Surabaya, diperlukan tenaga kerja lebih banyak lagi agar seimbang dengan beban kerja yang dimiliki.

Abstract

Public transportation is an alternative to overcoming traffic problems, ranging from reducing congestion, accidents, pollution, and gas emissions. Trans Jatim is a Dinas Perhubungan Provinsi Jawa Timur program with a buy the service system in the Gerbangkertosusila region. This research aims to describe the pattern of collaboration in realizing the service in the Trans Jatim program, to increase the load factor of Trans Jatim Corridor III. The research method used is descriptive qualitative with observation, interviews, and documentation, which is analyzed using Creswell's data analysis technique. Interview activities were conducted with three informants from the East Java Provincial Transportation Office, three informants from PT Yukida Multi Sinergy, and seven informants from Trans Jatim Corridor III service users. The research results show that the collaborative governance process has been implemented to realize the service in the Trans Jatim program by increasing the load factor of Trans Jatim Corridor III. The collaborative governance process has three stages: dynamics, action, impact, and adaptation. In the dynamics of collaboration, there is an operational evaluation forum for Trans Jatim, which presents the government and operators with the results of the policy decision to transfer six bus units from the third corridor to the first corridor. Collaborative action on the policy was implemented since January 1, 2025, with adjustments to bus units and operators assigned to corridors I and III. The impact of the action realizes Trans Jatim services that are right on target, with no bus units operating empty, and the load factor of corridor III is more than 70% which means it has met the target. However, the policy led to public complaints about bus waiting times becoming increasingly long, so adaptation is needed from service stakeholders to evaluate the new policy.

Abstract

Accountability for bureaucratic performance is a desired condition in state administration in accordance with Presidential Decree no. 81 of 2010. Bappeda Sidoarjo Regency as a regional government agency has an obligation to realize accountability for bureaucratic performance. Apart from that, accountability for bureaucratic performance in the Sidoarjo Regency Bappeda also encourages the realization of good governance in accordance with the main principles of good governance. One form of realizing the main principles of good governance in the Sidoarjo Regency Bappeda is the annual Government Agency Performance Report (LKjIP). The aim of this research is to find out how the main principles of good governance are implemented in the performance report of the Sidoarjo Regency Bappeda. The descriptive qualitative research method is the research method used in this research with research results through analysis of LKjIP documents, interviews and observations of employees who have authority in that section. The research results show that the Sidoarjo Regency Bappeda has implemented the main principles of good governance in administering regional government affairs. The four main principles of good governance that exist really support the Sidoarjo Regency Bappeda, especially in transparency to the public. However, there are still several main principles of good governance that need to be further optimized to increase the level of public trust in the Sidoarjo Regency Bappeda as a regional government agency that carries out regional government affairs, especially in regional planning and development.   Keywords: Good Governance; LKjIP; Bureaucracy Performance
