Abstract

Digital transformation has become a key driver of economic change in the digital era, opening up new opportunities for growth and empowerment of communities. Leveraging technologies such as artificial intelligence (AI), the Internet of Things (IoT), big data, and cloud -based platforms , this transformation enables broader access to global markets, increases business efficiency, and creates new economic models. This article discusses how digital technologies support community empowerment, particularly through the development of MSMEs, financial inclusiveness, and providing access to technology-based education. Digital platforms such as e-commerce and fintech play a critical role in empowering communities previously isolated from the formal economic system. In addition, this transformation also drives innovation in traditional sectors such as agriculture and fisheries through smart technology. However, the adoption of digital transformation faces significant challenges, including gaps in internet access, low digital literacy, and resistance to change. Therefore, collaboration between the government, private sector, and communities is important to ensure inclusivity in the implementation of this technology. Through an integrated approach, digital transformation can not only increase economic competitiveness, but also create a more empowered and equitable society amidst the challenges of the digital era. This article provides an in-depth look at the opportunities, challenges, and strategies to maximize the positive impact of digital transformation on the people's economy.

Abstract

This study investigates policy advocacy for the management of the Sunan Gunung Jati religious tourism area in Cirebon, focusing on the critical role of participatory communication and local actor engagement. Utilizing a descriptive qualitative approach through library research, the study analyzes scholarly literature and policy documents to understand how inclusive communication fosters community co-creation in policy planning, decision-making, and implementation. The findings reveal that participatory communication, rooted in Islamic community development principles, cultivates collective ownership and shared responsibility, essential for sustainable social transformation. The research highlights the indispensable function of diverse local actors—including religious leaders, youth groups, and NGOs—in mediating social dynamics such as conflicts of interest and resistance to change. Effective advocacy in this context demands context-sensitive communication strategies that balance cultural values, community aspirations, and policy objectives. This study concludes that strengthening community social capacity and clearly defining local actors' roles through holistic communication approaches are paramount for achieving efficient, equitable, and sustainable policy outcomes in culturally intricate environments. The insights offer valuable contributions for developing participatory policy advocacy theories and practices in Indonesia, particularly for religious tourism sites.

Abstract

This research discusses the urgency of establishing a Social Welfare Center (Puskesos) in Cirebon City as a response to the ineffectiveness of the social welfare service system faced by the community, even though a Community Social Worker (PSM) unit has been formed which functions as a partner of the Cirebon City Social Service (Dinsos). The research method uses a qualitative approach, namely collecting data through observation, Focus Group Discussion (FGD), and literature review. The informants in this research were PSM and Social Service officers in the field of social protection and security services. The research results show that in Cirebon City, there has not been a Social Health Center that functions as a center for information and data, providing services and an integrated referral system to the community. So PSM, whose function is to help implement social welfare services, cannot play their role effectively. This shows the urgency of establishing a Community Health Center as a forum for social welfare services at the sub-district level. Implementation of services in the Social Health Center uses an Integrated Service and Referral System, namely providing social welfare services collaboratively with the community in dealing with problems and developing existing social welfare potential. So that shared responsibility is created, not only involving the government but the private sector and society.
