Abstract

Stunting is a serious health problem that has a direct impact on the quality of human resources. Sukabumi City is one of the areas that has not been free from the problem of stunting. With a fairly high prevalence rate, the Sukabumi City Government is committed to reducing the prevalence of stunting through various policies and programs that have been and are being implemented. This article aims to analyze the implementation of policies to reduce the prevalence of stunting in Sukabumi City. The results show that the Sukabumi City Government has collaborated with various institutions from the health, education and social sectors that are integrated in reducing the prevalence of stunting. This collaboration has created synergy between SKPD and the pentahelix elements within it, resulting in several program innovations both at the city and regional levels. In addition, it is supported by the availability of resources including human resources, budget resources, health facilities, and information systems that can support the implementation of the program optimally. From the various programs that have been rolled out, it has shown a good commitment from the policy implementers, but efforts to motivate and increase active participation from the community continue to be made. The Regional Government through the Sukabumi City Health Office in implementing the stunting prevalence reduction program, continues to be committed and motivated to reduce the stunting prevalence rate with the hope of achieving the specified prevalence reduction target.

Abstract

Salah satu isu di permukiman kumuh dan kepadatan penduduk, yang mempengaruhi kualitas lingkungan dan kehidupan di Kota Bandung, upaya pemerintah untuk membangun hunian layak melalui proyek Rumah Deret di Tamansari telah memicu konflik sosial. Masyarakat setempat menolak penggusuran dengan klaim bahwa tanah yang digunakan telah mereka huni selama puluhan tahun. Konflik ini melibatkan berbagai stakeholder, termasuk pemerintah, masyarakat, dan organisasi non-pemerintah, yang masing-masing memiliki kepentingan dan perspektif yang berbeda. Penelitian ini bertujuan untuk menganalisis stakeholder dalam konflik kepentingan pembangunan rumah deret di Tamansari Kota Bandung. Hasil penelitian ini menunjukkan bahwa dalam konflik kepentingan pembangunan Rumah Deret di Taman Sari, Kota Bandung, terdapat beberapa kelompok stakeholder dengan peran yang berbeda-beda. Stakeholder utama (primer) dalam konflik ini adalah DPKP3 dan BKM, sementara stakeholder sekunder meliputi PUPR, Polresta/Polsek, Satpol PP, serta berbagai organisasi masyarakat (Ormas) dan komunitas. Stakeholder kunci adalah masyarakat yang menentang proyek ini. Begitupun dalam penelitian ini ada temuan baru yaitu Srategi Stakeholder dalam mengatasi konflik kepentingan pembangunan Rumah deret Taman Sari Kota Bandung. Yaitu dengan strategi kolaborasi, Kolaborasi Stakeholder disini lebih mengarah kepada interelasi atau bekerjasama dalam menyelesaikan suatau problem yang terjadi yang dilakukan oleh Stakeholder Primer, Stakeholder Skunder Maupun Stalholder Kunci. Interaksi antara stakeholder yang pro dan kontra menunjukkan adanya kolaborasi di antara pihak yang mendukung proyek (DPKP3, BKM, PUPR), sementara kelompok yang menentang membentuk koalisi (masyarakat yang kontra, Ormas, komunitas). Temuan baru dari penelitian ini adalah pentingnya strategi kolaborasi antar stakeholder, baik primer, sekunder, maupun kunci, dalam mengatasi konflik kepentingan yang muncul selama pembangunan Rumah Deret di Taman Sari.

Abstract

This paper explores the role of Muhammadiyah ideology in the implementation of public administration, especially in facing the challenges of a complex and slow bureaucracy. As one of the largest religious organizations in Indonesia, Muhammadiyah has the potential to encourage social reform based on Islamic values. This research uses a qualitative approach with literature analysis and case studies to evaluate the implementation of public policies involving Muhammadiyah. The findings show that Muhammadiyah faces obstacles such as public policy dynamics, limited resources, and complexity of administrative procedures. However, bureaucratic reform efforts through simplifying procedures, utilizing information technology, strengthening human resource capacity, and collaborating with various parties provide opportunities for significant improvement. Such strategies not only increase the efficiency of public services but also strengthen Muhammadiyah's role in supporting administrative reform in Indonesia. Muhammadiyah can contribute significantly to public administration by adopting innovative and responsive approaches to changing times, making Islamic values the foundation for sustainable reform.
