Abstract

Shipping agency services PT Pelayaran Semesta Sejahtera Lestari Belawan Medan is one of the shipping companies operating in the agency sector (Shipping Agency) in Indonesia. This company deals in quite a lot of ships, both Indonesian flag ships and foreign flag ships. Crew change is an important part of shipping operations that affects the safety, efficiency and performance of the ship. This research aims to analyze procedures and challenges in handling crew changes on ships, as well as identifying best practices to ensure crew changes run smoothly. The research methodology uses qualitative methods such as interviews with crew managers and analysis of crew change documentation data. The research results show that the main challenges in crew change include administrative obstacles, logistics and strict regulations. In addition, it was found that good implementation of Standard Operating Procedures (SOP), use of communication technology, and cross-departmental coordination are key factors for success in managing crew change. This research concludes the importance of collaboration between stakeholders, regulatory adjustments, and technological innovation to increase efficiency and safety in crew changes on ships.

Abstract

Belawan Port, as one of the largest and busiest ports in Indonesia, has a strategic role in supporting economic activities, especially in terms of sending and receiving goods. As cargo volumes increase, efficiency and safety in the berthing process of cargo ships become crucial factors. This paper discusses the docking procedure for cargo ships at Belawan Port, which includes technical, administrative stages and safety aspects that must be complied with by every ship that will dock. This research uses qualitative methods with a descriptive approach. Data was collected through literature study, interviews with related parties at Belawan Port, and field observations. The research results show that limited ship draft at Belawan Port is a significant challenge that affects the port's ability to serve large ships. In addition, several operational obstacles were found such as limited facilities, congestion, and coordination between institutions. This paper also explores these various challenges and provides recommendations for increasing operational efficiency through optimizing backup procedures and adopting technology. By understanding berthing procedures in depth and adopting best practices, Belawan Port is expected to increase its competitiveness and support regional economic growth.

Abstract

The dry bulk loading and unloading process at the port presents various challenges and significant risks, ranging from work safety to operational efficiency. This study aims to identify, analyze, and formulate risk management strategies in dry bulk loading and unloading activities to minimize potential losses and improve port operational performance. The methods used in this study include a qualitative approach through interviews and risk analysis as well as library studies. The results of the study indicate that the main risks in dry bulk loading and unloading include dust hazards, equipment damage, and worker safety risks. The proposed mitigation strategy involves improving the security system, regular safety training, and routine maintenance of loading and unloading equipment. It is expected that with this risk management strategy, the port can optimize the dry bulk loading and unloading process with a higher level of safety and more efficient operational costs.

Abstract

To find out more about how the shipping company PT. Pelayaran Karana Line Belawan carries out activities in the procedure for managing dangerous goods permits, especially the Medan Belawan Branch, starting from marketing providing information according to data that there is a dangerous goods load that will be loaded on the ship, then the operational party or external service makes a letter of application that will be given to the relevant agency, namely the Belawan Main Harbor Master's Office. Every permit management requires costs. The costs incurred will go into the State Treasury, namely Non Tax State Revenue (PNBP).

Abstract

PT Pelindo Petikemas Belawan. is a container service company. This paper aims to determine the role of the Planner in container loading and unloading activities in the operational division engaged in container loading and unloading. To support the smooth running of loading and unloading work is greatly influenced by the role of the planner in it as well as the loading and unloading equipment facilities and procedures related to the loading and unloading. The role of the planner in operational activities is to receive emails from the shipping company (agent) then the planner immediately makes a loading list that has been sent by the shipping company to the planner with that the planner also determines the place to stack containers on the ship and regulates the equipment that operates for loading and unloading containers. In the role of the planner in loading and unloading activities, better accuracy and supervision are required, because without supervision and accuracy in loading and unloading activities, it can result in errors in exporting/importing containers and damage to the cargo to be loaded/unloaded. In writing this paper, the method used by the author in obtaining data is based on direct observation in the field related to the object, literature analysis and direct interviews.

Abstract

This research aims to analyze the impact of implementing the International Safety Management (ISM) Code internal audit on the operational smoothness of the vessel MV. Martha Golden, managed by PT. Multi Jaya Samudera Belawan. The implementation of the ISM Code is a mandatory requirement regulated by Law No. 17 of 2008 concerning Shipping, designed to ensure safe ship operation and the prevention of marine pollution. The research methodology employed is field research (field research) through observation and the collection of direct operational data, complemented by a literature review (library research) to examine related regulations and theory. The findings demonstrate that the consistent execution of the ISM Code internal audit has a significant positive influence on improving the vessel's safety and operational integrity. This audit, carried out by the Designated Person Ashore (DPA), encompasses scheduling, conducting thorough inspections onboard, and reporting findings. Consistent auditing minimizes the risk of accidents at sea, enhances the compliance of all crew members with the applicable Safety Management Sistem (SMS), and ensures that the vessel operates safely and efficiently according to international standards. The study concludes that discipline in performing internal audits and the crew's adherence to SMS procedures are the primary keys to maintaining operational integrity. It is recommended that the company increase the frequency and quality of internal audits and crew training to ensure the vessel's safety and operational efficiency are consistently maintained.
