Abstract

Pengedaran dan penyalahgunaan narkotika dan obat-obatan terlarang di Provinsi DKI Jakarta adalah penyakit masyarakat yang belum dapat dituntaskan secara optimal. Namun demikian, upaya pemerintah terus dilakukan dalam program Pelaksanaan Pencegahan Penyalahgunaan Narkotika (P4GN). Pemerintah Provinsi DKI Jakarta bersama Badan Narkotika Nasional Provinsi DKI Jakarta, aparat penegak hukum, DPRD Provinsi DKI Jakarta, pihak swasta, dan kelompok masyarakat berkolaborasi dalam melaksanakan amanat Instruksi Presiden Nomor 2 Tahun 2020 tentang Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika Tahun 2020-2024. Penelitian ini berfokus pada penerapan collaborative governance pada P4GN di Provinsi DKI Jakarta serta faktor-faktor penghambatnya. Penelitian ini menggunakan studi literatur dengan bersumber pada data sekunder yang dikeluarkan pihak terkait. Berdasarkan teori Ansell dan Gash, kolaborasi pemerintahan berdasarkan dimensi Face to Face Dialogue, trust building, commitment to process, shared understanding, dan intermediate outcome, telah diterapkan meskipun belum optimal karena faktor penghambat yaitu terkait lemahnya akuntabilitas vertikal, dasar hukum pelaksanaan yang belum kuat, serta belum adanya sistem atau tata kerja yang jelas terutama dalam kolaborasi dengan pihak non pemerintah.

Abstract

Purpose: This study proposes a theoretical model to analyse water resilience as part of Jakarta's adaptation strategy towards becoming a resilient and sustainable global city, focusing on three aspects: water governance vulnerability, city resilience status, and adaptation strategy as the main policy response. Study Design/Methodology/Approach: This study uses a qualitative conceptual approach based on literature review and document analysis. The model was developed by integrating global city theory, social-ecological interaction theory, adaptation strategy, and national resilience. Relevant academic studies and policy documents on Jakarta’s water governance, PAM Jaya, piped water service expansion, and urban resilience were reviewed to identify the main dimensions and indicators of the proposed model. Findings: The proposed model connects three elements: water governance vulnerability as the independent variable, city resilience status as the mediator variable, and adaptation strategy as the dependent variable. The model suggests that higher water governance vulnerability may weaken city resilience, while stronger city resilience may support more effective adaptation strategies through infrastructure improvement, institutional strengthening, stakeholder collaboration, and community participation. Originality/Value: This theoretical model represents both the concept of water security and global city theory, which is embedded in its strategic framework with the Asta Gatra idea. It is also conceptually and policy relevant for other large cities in developing countries facing similar challenges in water governance, urban resilience, and urbanisation pressure.

Abstract

Background: Singapore faces pressures from rapid urbanization, climate change, and digital economic transformation amid limited land and resources. As both a city-state and global economic hub, Singapore develops adaptive strategies that balance growth, sustainability, and competitiveness through technology-driven governance and long-term planning. Aims: This study analyzes Singapore’s adaptation strategies in addressing urban, environmental, and digital economic challenges while evaluating policy effectiveness and limitations within the frameworks of the global city, state capitalism, and sustainability governance. Methods: A qualitative literature review and SWOT analysis were conducted using secondary data from academic journals and policy reports. The analysis focuses on the integration of spatial, environmental, and economic policies as instruments of global city adaptation. Results: Findings reveal three main pillars: environmental resilience through innovation, smart urbanization via smart city and transit-oriented development, and economic resilience through high-tech industrial diversification and nationwide digitalization. Policies such as carbon taxation, adaptive drainage, NEWater, and the Smart Nation Initiative have enhanced national competitiveness and resilience. Challenges remain—foreign labor dependence, high living costs, digital energy consumption, and social inequality due to automation. Conclusion: Singapore’s adaptive strategy positions it as a model smart sustainable global city in Asia. Through state control, technological innovation, and sustainability-oriented governance, Singapore expands the global city paradigm under state capitalism. The study implies that urban sustainability depends not only on technological and market efficiency but also on the capacity of state and society to foster adaptive, collaborative, and equitable governance.
