Abstract

This study aims to analyze the role of decentralization in promoting regional development and reducing interregional inequality. The research employs a qualitative descriptive approach by analyzing secondary data and reviewing relevant literature to identify factors affecting the effectiveness of decentralization. The results reveal that although decentralization has enhanced regional autonomy and development capacity, its impact on reducing inequality remains limited. Findings indicate that discrepancies in fiscal capacity, uneven infrastructure distribution, and varying quality of human resources are major obstacles to balanced development. In brief, while decentralization contributes positively to regional development, integrated efforts such as capacity building, infrastructure improvement, and targeted fiscal policies are necessary to significantly reduce inequality.

Abstract

This study aims to explore the implementation of the 2024 “Elderly Friendly Hajj” program initiated by the Ministry of Religious Affairs of the Republic of Indonesia. The program is designed to meet the specific needs of elderly pilgrims, who make up 21% of Indonesia's total pilgrims. Using a case study approach, this research collected data through semi-structured interviews, field observations, and analysis of official documents. Data analysis was conducted thematically using NVivo software based on the New Public Management (NPM) theoretical framework. The results showed that the integration of digital technologies, such as the Hajj companion application and health information system, significantly improved service quality. Segmentation of pilgrims based on the level of independence proved effective in optimizing resources and improving efficiency. However, the main challenges faced are limited trained labor as well as logistical constraints, including pilgrim density and extreme temperatures. The conclusions of this study emphasize the importance of technological innovation, workforce training, and multi-actor collaboration to ensure program sustainability. The “Elderly Friendly Hajj” program can be a relevant model of inclusive public services at the global level by applying NPM principles of efficiency and responsiveness.

Abstract

Pengedaran dan penyalahgunaan narkotika dan obat-obatan terlarang di Provinsi DKI Jakarta adalah penyakit masyarakat yang belum dapat dituntaskan secara optimal. Namun demikian, upaya pemerintah terus dilakukan dalam program Pelaksanaan Pencegahan Penyalahgunaan Narkotika (P4GN). Pemerintah Provinsi DKI Jakarta bersama Badan Narkotika Nasional Provinsi DKI Jakarta, aparat penegak hukum, DPRD Provinsi DKI Jakarta, pihak swasta, dan kelompok masyarakat berkolaborasi dalam melaksanakan amanat Instruksi Presiden Nomor 2 Tahun 2020 tentang Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika Tahun 2020-2024. Penelitian ini berfokus pada penerapan collaborative governance pada P4GN di Provinsi DKI Jakarta serta faktor-faktor penghambatnya. Penelitian ini menggunakan studi literatur dengan bersumber pada data sekunder yang dikeluarkan pihak terkait. Berdasarkan teori Ansell dan Gash, kolaborasi pemerintahan berdasarkan dimensi Face to Face Dialogue, trust building, commitment to process, shared understanding, dan intermediate outcome, telah diterapkan meskipun belum optimal karena faktor penghambat yaitu terkait lemahnya akuntabilitas vertikal, dasar hukum pelaksanaan yang belum kuat, serta belum adanya sistem atau tata kerja yang jelas terutama dalam kolaborasi dengan pihak non pemerintah.

Abstract

Food security is not only an agricultural issue, but also closely related to adaptive governance. In the digital era, SPBE is present as a strategic innovation for local governments in ensuring access, distribution and availability of sustainable food. This research uses a descriptive qualitative method with case studies in several regions that have implemented SPBE. The results show that SPBE is able to integrate food data, improve the efficiency of public services, and support national programmes such as Free Nutritious Meals through the involvement of local farmers. The main obstacles include limited digital human resources, infrastructure, and cross-sector coordination. The research recommends strengthening digital institutions, developing regional food dashboards, and increasing digital literacy as strategies to support SPBE-based food security.
