Abstract

Kutaraja Ocean Fishing Port (OFP) is the center of capture fisheries activities that supplies the largest sea fish in Aceh Province. However, the burden of discarded residual components and waste that was formed tends to increase to disrupt port operations. The study aimed to 1. determine critical activities of waste formation, and 2. develop clean production techniques for handling residual components and waste from fisheries activities at Kutaraja OFP. The research method consisted of a descriptive method, a pollution prevention approach model, and a weighted portion analysis. The critical points for the formation of residual components and waste were fish unloading at pier 1 (old pier), fish auction places 1-3, supply kiosks, and food stalls. Clean production techniques for handling residual components and waste in fish handling were 1. Refine, using freezer cooling technology on ships, and 2. Reduce, reducing rinsing by providing hygienic containers or places for fish. For handling the remaining components and waste scattered in the port were 1. Refine, repair the channels and waste water reservoirs, and 2. Recycle, recycle organic waste into fertilizer that can be used for greening in the Kutaraja OFP area. Abstract

Salah satu komoditas utama yang didaratkan di Pelabuhan Perikanan Samudra (PPS) Kutaraja adalah ikan cakalang (Katsuwonus pelamis), yang memiliki nilai ekonomis tinggi serta potensi ekspor yang besar. Namun, kualitas ikan cakalang yang didaratkan sering menurun akibat penanganan pasca-tangkap yang kurang optimal, seperti suhu penyimpanan yang tidak terkontrol dan minimnya penerapan rantai dingin. Penelitian ini bertujuan merumuskan model strategi pengendalian mutu hasil tangkapan cakalang dari kapal pukat lingkar di PPS Kutaraja. Metode yang digunakan adalah deskriptif dan analisis SWOT dengan mengidentifikasi faktor internal dan eksternal secara sistematis. Data dikumpulkan melalui wawancara terhadap 14 orang nahkoda kapal dan dua orang ahli yang memahami kondisi pelabuhan. Responden nahkoda dipilih menggunakan metode accidental sampling. Hasil penelitian menunjukkan adanya peluang besar untuk meningkatkan mutu ikan cakalang di PPS Kutaraja. Strategi yang diusulkan meliputi: (1) perbaikan pengendalian mutu sejak proses penangkapan hingga Tempat Pelelangan Ikan (TPI), (2) penyuluhan dan pelatihan penanganan ikan yang baik kepada nelayan, (3) pengendalian suhu penyimpanan pada 0°C hingga proses pendaratan, (4) pendanaan untuk modernisasi armada penangkapan berpendingin, (5) fasilitasi sertifikasi penangkapan dan penanganan ikan, (6) kerja sama antara pengelola pelabuhan dan nelayan dalam menetapkan standar mutu, (7) peningkatan kapasitas SDM melalui sertifikasi, dan (8) kerja sama desain kapal berpendingin antara pengelola pelabuhan dan pengusaha kapal.

Abstract

Narrow-barred Spanish mackerel (Scomberomorus commerson) is one of the high-value commercial fish species exported from the Riau Archipelago. To meet export standards, this species must fulfill specific quality criteria to be considered suitable for export. This study aims to analyze the fishing season pattern and size structure of catchable Spanish mackerel (Scomberomorus commerson) in the waters of the Riau Archipelago. Data were collected through field surveys, direct observation of catches, and analysis of gillnet vessel logbook records from 2018 to 2022. Fishing productivity was calculated using catch per unit effort (CPUE), and the seasonal pattern was identified using the Simple Moving Average (SMA) method and monthly fishing season index (Mt,b). The results showed that the fishing season for Spanish mackerel occurs from January to May, with the peak season in February. The size structure analysis revealed that 87.6% of the sampled fish were larger than 61 cm, indicating that they had reached first maturity (catchable size). Nevertheless, a portion of smaller fish was still caught, highlighting the need for improved management of fishing gear and fishing grounds to support resource sustainability. These findings, once implemented, are expected to significantly improve the sustainability of Spanish mackerel populations, offering hope for the future of this species. These findings are expected to contribute to the implementation of precision fisheries management in Fisheries Management Area (FMA) 711.
