Abstract

The study aims to analyze the implementation of assistance service policies at the Partnership Empowerment Center (Pusdamitra) of PPATK using Edward III’s framework, which includes communication, resources, disposition and bureaucratic structure. A qualitative approach involving interviews, document analysis, and observations was employed to explore the supporting and hindering factors in implementation. The finding reveal solid internal communication but highlight gaps in information delivery to external stakeholders. Key challenges include limitations in expertise and cross-unit coordination, while complex bureaucracy reduces efficiency. Recommendations include improving accessibility and communication formats, providing formal training and strengthening human resources, optimizing technology and digital services, developing formal SOPs and strengthening evaluation, and improving coordination and supervision.

Abstract

Pendidikan diselenggarakan melalui jalur formal, informal, dan non-formal, salah satunya program kesetaraan yang dilaksanakan di Pusat Kegiatan Belajar Masyarakat Negeri 23 Jakarta Pusat. Permasalahan yang muncul dalam penyelenggaraan program tersebut adalah masih adanya keterbatasan sumber daya serta tantangan dalam komunikasi antara pihak terkait. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan program kesetaraan paket C dengan meninjau aspek komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Penelitian menggunakan metode kualitatif deskriptif dengan teknik pemilihan informan secara purposive. Data diperoleh melalui observasi, wawancara, dan dokumentasi, kemudian dianalisis melalui tahapan pengumpulan, penyajian, pengkodean, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikasi antara pemerintah, pengelola, dan peserta didik sudah berjalan cukup baik meskipun penyampaian informasi belum sepenuhnya merata dan tepat waktu. Dari sisi sumber daya, masih terdapat kekurangan jumlah dan kualifikasi tenaga pendidik serta keterbatasan sarana pendukung pembelajaran. Disposisi pelaksana menunjukkan adanya kepedulian dan komitmen tinggi yang berdampak positif terhadap keberlangsungan program. Struktur birokrasi yang sederhana mendukung fleksibilitas pelaksanaan, namun masih diperlukan peningkatan kapasitas manajerial. Kesimpulan dari penelitian ini adalah implementasi kebijakan program kesetaraan paket C di Pusat Kegiatan Belajar Masyarakat Negeri 23 Jakarta Pusat berjalan cukup baik meskipun masih terdapat kendala pada aspek sumber daya dan manajerial. Kata kunci: Implementasi kebijakan, Kejar Paket C, Pusat Kegiatan Belajar Masyarakat

Abstract

This research evaluates the effectiveness of the clearing system and digital reservation applications in public administration within the banking sector. These applications enhance service efficiency, allowing customers to schedule their visits and reducing waiting times. A qualitative research method with triangulation was employed, including interviews, observations, and documentation. The findings indicate that the application can improve operational efficiency, although usability and data security challenges exist. Some customers faced difficulties, highlighting the need for interface improvements and additional training. The conclusion emphasizes the importance of enhancing information access and IT security systems for broader digital adoption.
