Abstract

This research is to analyze the application of e-government in improving public services. The research method used is systematic literature review (SLR) using the Scopus data base. A total of 271 articles sourced from scopus accounts. The results showed that the application of e-government has had a significant impact on the quality of public services, although there are variations in success in various countries. It can be seen that the UK is the highest country in discussing E-Goverment in improving public services. with 39 articles from 2020 to 2024. The main supporting factors include government commitment, adequate technology infrastructure, digital innovation, and employee competence. However, challenges such as lack of socialization, limited infrastructure, and low synergy between institutions still need to be addressed. The optimization strategies include strengthening technological infrastructure, improving public education, developing responsive policies, and service innovation to ensure the sustainability and effectiveness of e-government across countries. lanjutan dan efektivitas e-government di seluruh negara

Abstract

The purpose of this study was to determine the implementation of stunting prevention policies in Sinjai Regency. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Data analysis techniques include data collection, data reduction, data presentation, and drawing conclusions. This study found that the implementation of Sinjai Regent Regulation Number 40 of 2021 concerning the prevention and handling of stunting in Sinjai Regency has been carried out according to the established indicators. The main difference with previous studies is the focus on data collection related to the implementation of this policy, while previous studies had a different focus. The results of the study indicate that policy implementation can be seen in general from several key indicators. Communication is carried out through socialization and transmission of information to all parties involved, with an explanation of stunting accompanied by props to improve understanding. Clarity of information is important so that the community understands the issue of stunting well. Consistency among all parties involved is needed in implementing activities, supported by adequate resources and active participation from all stakeholders, including health center staff and other parties. Information must be disseminated widely, and the enthusiastic attitude of the implementers plays an important role in accelerating the reduction of stunting. The appointment of bureaucrats is accompanied by cooperation and periodic performance evaluation. The focus on preventing and handling stunting is carried out intensively with a bureaucratic structure that involves all parties as implementers of activities. All parties follow the established Standard Operating Procedure (SOP), and each party is fully responsible for implementation.

Abstract

This study aims to evaluate the performance of the Village Consultative Body (BPD) in implementing village democracy in Barambang Village, Sinjai Borong Subdistrict, Sinjai Regency. The BPD has a strategic role in village administration, namely legislative, supervisory, and community aspiration absorption functions. However, in its implementation, there are still various obstacles, such as low community participation, suboptimal oversight functions, and weak coordination with the village government. This study uses a qualitative approach with a participatory method. Data collection techniques include in-depth interviews, observation, and documentation. The main informants include BPD members, the village head, community leaders, and villagers. The evaluation is based on input, process, output, and outcome performance indicators. The results of the study show that the Barambang Village Council has performed its functions quite well. In its legislative function, the Village Council has consistently established five village regulations during the 2022-2023 period, covering the Village Budget (APBDesa), Village Work Plan (RKPDesa), and amendments to the Village Budget, with an increase in productivity from two regulations (2022) to three regulations (2023). The function of absorbing aspirations was carried out through a structured mechanism with a good documentation and follow-up system, supported by 16 coordination meetings during the 2022-2024 period. The supervisory function was carried out comprehensively, from planning to the realization of village government activities with coordination.

Abstract

The problem of stunting is still a serious challenge in public health development in Indonesia, especially in areas with high prevalence such as Sinjai Regency. This study aims to evaluate the implementation of stunting prevention and handling programs comprehensively, including the effectiveness of regional policies, inter-sector coordination, community participation, and the impact of the COVID-19 pandemic on the sustainability of the program. This study uses a qualitative approach with a case study design, supported by descriptive quantitative data through surveys and hypothesis tests on 5 key variables of the program. The results of the study show that the implementation of the program still faces various challenges. Qualitative findings show weak cross-sector coordination, low understanding of Regent Regulation No. 40 of 2021 regulations at the implementing level, limited training for posyandu cadres, and suboptimal child growth monitoring system. In addition, the survey results showed that public perception of program effectiveness was highest in the aspects of community participation (82%) and OPD coordination (78%), while cadre training (58%) and regulatory understanding (60%) obtained lower effectiveness scores. This shows the inequality between policy design and the reality of implementation on the ground. The impact of the COVID-19 pandemic has also been proven to worsen access to basic services, reduce exclusive breastfeeding coverage, and increase the risk of stunting in vulnerable groups. This study concludes that the optimization of stunting programs must be carried out through strengthening coordination across OPDs, integrating information systems, revitalizing cadre training, and active involvement of community leaders. A participatory approach based on local socio-cultural has proven to be effective in increasing public acceptance of government programs. The novelty of this research lies in an integrative approach that brings together policy evaluation, technical implementation, and social dynamics of the community in one analysis framework based on local context. These results are expected to be a reference in the formulation of stunting policies that are more adaptive and sustainable at the regional level.
