Abstract

This study aims to evaluate the implementation of the regional regulation on smoke-free areas at MAS Darul Qalam Bulukumba and to identify the challenges in creating a smoke-free school environment. The research adopts a qualitative approach using a case study method to capture the complex phenomena related to the enforcement of smoke-free policies in an Islamic educational setting. Data was collected through in-depth interviews, observations, and document analysis with key informants such as the principal, teachers, staff, and students. The findings reveal that despite the school's awareness and efforts to enforce the policy, the lack of a clear bureaucratic structure, effective communication, and adequate resources are the main barriers to optimal implementation. In addition, the attitudes and commitment of the implementers do not fully support the achievement of the policy's objectives. The theoretical implications of these findings emphasize the importance of the dynamic interaction between bureaucratic structure, communication, resources, and attitudes in the successful implementation of public policy. Practically, this study recommends forming a dedicated team, increasing socialization efforts, and providing sufficient resource support to strengthen the enforcement of smoke-free school policies. The study also highlights the potential for engaging students as agents of change to improve policy compliance. However, the study is limited by its focus on a single educational institution, which may limit the generalizability of the findings. Further research using different methods, such as quantitative surveys or comparative studies between schools, is recommended to gain a broader understanding.

Abstract

Pengabdian masyarakat di kawasan wisata Panrita Hill telah berhasil melaksanakan pembenahan fasilitas dan sarana prasarana, memberikan dampak positif pada pengembangan ekonomi masyarakat, dan mendapat respon baik dari warga dan pengelola wisata. Selain hal tersebut tentunya dengan kegiatan pelatihan yang dikemas dalam kegiatan sharing session telah dilakukan dengan harapan masyarakat sekitar lokasi wisata dapat pengetahuan dan pengalaman dalam hal mengembangkan jiwa entrepreneurship atau jiwa usahanya. Kegiatan ini kami sadari belum maksimal olehnya itu Saran tindak lanjut melibatkan pengabdian terkait keterlibatan warga dalam investasi wisata Panrita Hill, dengan fokus pada pelaksanaan sharing session terkait pengembangan entrepreneur pada kegiatan berikutnya. Dukungan pengelola Panrita Hill diperlukan agar senantiasa berinovasi sesuai dengan visi utama, meningkatkan daya tarik dan kualitas tempat wisata, sehingga keberlanjutan pengembangan dapat tercapai

Abstract

Public services are a basic right of every citizen that must be fulfilled optimally by the government. The Sinjai Regency Government develops innovation through the implementation of the Innovative Management Service System (SIMPELMI) application. This study aims to analyze the implementation of SIMPELMI as a digital tool in public services. The research method employed is qualitative, utilizing data collection techniques that include observation, interviews, and documentation. The informants of this research are the Head of the Office of Investment and One-Stop Integrated Services, the Secretary of the Office of Investment and One-Stop Integrated Services, and four staff of the Office of Investment and One-Stop Integrated Services in Sinjai Regency. The data analysis techniques employed include data reduction, data presentation, and concluding. The results of the study show that SIMPELMI has had a significant impact on the effectiveness of licensing services in terms of five indicators: information quality, transaction quality, service responsiveness, application design, and navigation, and data security and privacy. However, the implementation of SIMPELMI still faces challenges, such as regulatory changes that shift some functions to national applications (OSS RBA and SIMBG), limited human resources in socialization and training, and internet network obstacles in certain areas. In general, the SIMPELMI application can encourage the transformation of public services in Sinjai Regency towards efficient and responsive digitalization. This research is expected to serve as a reference for developing a more inclusive and adaptive digital service system in the future, as well as contributing to the improvement of local governance quality.

Abstract

This study aims to evaluate the performance of the Village Consultative Body (BPD) in implementing village democracy in Barambang Village, Sinjai Borong Subdistrict, Sinjai Regency. The BPD has a strategic role in village administration, namely legislative, supervisory, and community aspiration absorption functions. However, in its implementation, there are still various obstacles, such as low community participation, suboptimal oversight functions, and weak coordination with the village government. This study uses a qualitative approach with a participatory method. Data collection techniques include in-depth interviews, observation, and documentation. The main informants include BPD members, the village head, community leaders, and villagers. The evaluation is based on input, process, output, and outcome performance indicators. The results of the study show that the Barambang Village Council has performed its functions quite well. In its legislative function, the Village Council has consistently established five village regulations during the 2022-2023 period, covering the Village Budget (APBDesa), Village Work Plan (RKPDesa), and amendments to the Village Budget, with an increase in productivity from two regulations (2022) to three regulations (2023). The function of absorbing aspirations was carried out through a structured mechanism with a good documentation and follow-up system, supported by 16 coordination meetings during the 2022-2024 period. The supervisory function was carried out comprehensively, from planning to the realization of village government activities with coordination.

Abstract

Tujuan dari penelitian ini adalah untuk menegtahui efektifitas kebijakan relokasi pedagang kaki lima dan faktor apa yang menghambat untuk mendukung relokasi pedagang kaki lima di pasar sentral Palakka Kabupaten Bone. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Prosedur penelitian kualitatif menghasilkan data-data yang bersumber dari portal berita online lokal, yang terpercaya dan kredibel seperti Bone.go.id, Detikk.Com, dan artikel jurnal yang relevan. Hasil penelitian menunjukan bahwa evektifitas relokasi perdagangan yang dilakukan oleh aparat pemerintah Kabupaten Bone yang bekerja sama dengan satpol PP, Dinas Perhubungan, dan Dinas Perdagangan yang memiliki tujuan untuk melakukan relokasi pedagang kaki lima di Kelurahan Pasar Sentral Palakka Kabupaten Bone. Relokasi yang dilakukan oleh aparat pemerintah kabupaten Bone kepada para pelaku pedagang kaki lima Kelurahan Lappa Kabupaten Bone bisa dibilang sudah cukup efektif karena tujuan kebijakan sudah tercapai meskipun belum sepenuhnya terwujud seperti beberapa kawasan di Pasar Sentral Palakka Kabupaten Bone sudah ada yang bebas dari pedagang kaki lima seperi di Kawasan Terminal

Abstract

This study investigates the impact of the Student Exchange Program on students of the Government Science Study Program at Muhammadiyah University of Sinjai in the context of implementing the Independent Campus Learning Policy (MBKM). Research methods involve observations of students' direct participation in the program, as well as interviews to gain an in-depth understanding of their experiences. Observation results show that this program has had a significant impact on the development of academic Government Studies, analysis of political and government issues, as well as students' ability to formulate solutions and analyze community resources. Interviews revealed that students also experienced improved social skills, such as adaptability, cross-cultural communication, and leadership, as well as gaining broader career opportunities and international collaboration in the future. In conclusion, this student exchange program not only provides great academic benefits, but also helps students in holistic self-development, thereby making a significant contribution in forming a generation of students who are ready to compete globally.

Abstract

Penelitian ini bertujuan untuk menganalisis kinerja Badan Penelitian dan Pengembangan Daerah (Balitbangda) Kabupaten Sinjai dalam penguatan kajian inovasi daerah. Pendekatan kualitatif deskriptif digunakan untuk menggambarkan kondisi aktual lembaga di lapangan. Data primer dikumpulkan melalui wawancara dengan pimpinan dan staf Balitbangda, sedangkan data sekunder diperoleh dari dokumen dan literatur terkait. Hasil penelitian menunjukkan bahwa kinerja Balitbangda dalam mendukung penguatan kajian inovasi masih menghadapi kendala dalam implementasinya. Kendala tersebut meliputi keterbatasan sumber daya manusia, keterbatasan anggaran penelitian, dan terbatasnya pemanfaatan hasil kajian dalam perumusan kebijakan daerah. Meskipun demikian, Balitbangda terus berupaya mengidentifikasi isu-isu strategis, berkoordinasi dengan berbagai pihak, dan menyusun rekomendasi kebijakan. Beberapa hasil penelitian telah digunakan oleh Organisasi Perangkat Daerah (OPD) sebagai dasar pengembangan program, meskipun belum ada sistem pemantauan untuk mengukur dampak inovasi tersebut. Penelitian ini menekankan perlunya peningkatan kapasitas aparatur, dukungan anggaran yang lebih memadai, dan mekanisme evaluasi yang terstruktur untuk mengoptimalkan peran Balitbangda dalam mendukung pembangunan daerah.

Abstract

The digitalization of public services is a strategic step by the government to improve efficiency and service quality for society. This study aims to analyze the implementation of digital-based public services at the Department of Population and Civil Registration (Disdukcapil) of Sinjai Regency, identify supporting and inhibiting factors, and formulate optimization strategies based on empirical data. This research employed a descriptive qualitative approach through in-depth interviews, participatory observation, and document review. The findings indicate that the adoption of digital systems such as the Population Administration Information System (SIAK), Online Dukcapil, and Dukcapil Self-Service Kiosk (ADM) has facilitated easier access for the public. However, limited technological infrastructure, human resource competencies, and digital literacy remain major challenges. Supporting factors include regulatory frameworks, leadership commitment, and growing public demand. Optimization strategies include capacity building for human resources, strengthening IT infrastructure, digital literacy education, and developing more adaptive and integrated service systems.

Abstract

The division of the zone system in student admissions gets various responses from the community. The community thinks that the zone system can limit students' creativity in choosing schools that are of interest to students. The research method used is descriptive qualitative by conducting in-depth interviews with students, school principals and parents of students. The research findings are (1). The zone system carried out by the school is in accordance with the procedures and mechanisms implemented. (2). Lack of socialization from the Office of Occupation and Culture or the school so that parents can find out the division of school zones in each region.
