Abstract

Kualitas layanan publik tidak terlepas dari kualitas aparatur yang memberikan layanan. Keterbatasan sumberdaya manusia dalam memberikan layanan publik di tingkat desa sangat ditentukan oleh berbagai. Penelitian ini bertujuan untuk mengetahui bagaimana Pemerintah Desa Condongcatur dalam meningkatkan kualitas sumber daya manusia yang menjadi pamong untuk memberikan layanan public secara optimal. Dengan menggunakan jenis penelitian kualitatif model Fenomonologi didukung oleh informan yang berkualitas mulai dari Lurah, Carik, Jogoboyo, Tatalaksana, Staf Kalurahan dan juga Pendamping Kalurahan. Selain informan yang berkualitas, peneliti juga menggunakan hasil observasi dan dokumentasi untuk mendukung analisis. Hasil penelitian menunjukkan bahwa strategi yang dilakukan oleh Pemerintah Kalurahan Condongcatur dilakukan melalui 4 tahap utama. Pertama melalui rekrutmen yang transparan dan akuntabel, kedua melalui Bimbingan Teknis penguatan tugas dan fungsi, ketiga melalui studi lanjut dan keempat melalui pola koordinasi yang intensif.

Abstract

Bibliometric analysis is the mapping of research research trends by processing metadata from Google Scolar. The goal is to find out research trends on political behavior through searching the Google Scholar database with the keywords political behavior. Retrieval of metadata using the Publish or Perish application. The resulting data is then analyzed descriptively based on the year of publication publication, publisher name, researcher productivity, and journal ranking. For get an accurate research development map, PoP data is exported to the Excel CSV and Result as RIS file formats. CSV data is made into a pivot table and RIS data is analyzed using the VOSViewer (VV) application. The research results show that the number of research publications has increased in 2020-2022. In 2021, the number of publications was the highest, namely 46 articles, while in 2022 there were 33 articles, and in 2020 there were only 23 articles. The results of the analysis on the VOSViewer application show 4 clusters with 19 items in them. Cluster 1 (red) discusses Analysis, Indonesia, politics, study. Cluster 2 (green) on political behavior, case study. Cluster 3 (blue) includes research results that lead to politics. Cluster 4 (yellow) focuses on political trust through elections. Meanwhile the results of the analysis occupy a discussion on politics, political behavior, elections, studies in Indonesia which have a lot of research results while research that is not related to political beliefs and case studies related to politics

Abstract

This research​ aims to explain the draft from Service Empowerment Public And Village Regency Sinjai regarding the frame increase capacity apparatus village. Technique study is a method qualitative, study This in the data collection process includes observation, interviews, and documentation. As for the informant on the study the head of the Sinjai Regency Community and Village Empowerment Service, Head of Field Government Village, Governance Section​ Village, Sexy Development Capacity Apparatus Village, Apparatus Villages in the Regency Sinjai. The technique developed data analysis that is Data Reduction, Presentation Data, and Data Verification. The draft from Service Empowerment Public And Village increases the capacity of the government village with mentoring, training, and most importantly, building coordination between government villages in support of the governance process of managing government villages. Village build Indonesia into beginning resurrection village with supported with its publication Law about The expected village as material guidelines in maintenance government village. On maintenance government in the village Still becomes a task together in an independent village especially with various innovations of course the more improved for progress village. PMD Department is an institution of government villages that have tasks to accommodate government villages.

Abstract

This study aims to analyze the role of the New Era Village Government in increasing plantation productivity and identifying the obstacles faced in its implementation. New Era Village, Tellulimpoe District, is an area with considerable plantation potential, with main commodities such as cocoa, cloves, rubber, and coconut. Although there has been an increase in commodity prices from 2022 to 2024, the increase in productivity has not been proportional to this increase. This study uses a qualitative approach with a descriptive method. Data were obtained through in-depth interviews, field observations, and documentation, involving key informants such as village government officials, farmer groups, agricultural extension workers, and community leaders. This research was conducted in Era Baru Village, Tellulimpoe District, Sinjai Regency. The results of this study show that the role of the village government in increasing plantation yields, based on the following indicators, is as follows: (1) The role of the village government as a policy implementer has been carried out by providing fertilizer and seeds to farmer groups. (2) The role of the village government as a program implementer has been carried out by increasing the capacity of farmers through training on Biological Control Agents and the Production of Bokashi Compost. (3) The role of the village government as a mentor has been carried out by mentoring 29 Farmer Groups and 1 Joint Farmer Group. Thus, it can be concluded that the village government and farmer groups must

Abstract

This study aims to evaluate the performance of the Village Consultative Body (BPD) in implementing village democracy in Barambang Village, Sinjai Borong Subdistrict, Sinjai Regency. The BPD has a strategic role in village administration, namely legislative, supervisory, and community aspiration absorption functions. However, in its implementation, there are still various obstacles, such as low community participation, suboptimal oversight functions, and weak coordination with the village government. This study uses a qualitative approach with a participatory method. Data collection techniques include in-depth interviews, observation, and documentation. The main informants include BPD members, the village head, community leaders, and villagers. The evaluation is based on input, process, output, and outcome performance indicators. The results of the study show that the Barambang Village Council has performed its functions quite well. In its legislative function, the Village Council has consistently established five village regulations during the 2022-2023 period, covering the Village Budget (APBDesa), Village Work Plan (RKPDesa), and amendments to the Village Budget, with an increase in productivity from two regulations (2022) to three regulations (2023). The function of absorbing aspirations was carried out through a structured mechanism with a good documentation and follow-up system, supported by 16 coordination meetings during the 2022-2024 period. The supervisory function was carried out comprehensively, from planning to the realization of village government activities with coordination.

Abstract

The quality of public services cannot be separated from the quality of the apparatus providing the services. The limitations of human resources providing public services at the village level are determined by various factors. This research aims to find out the strategy of the Condongcatur Village Government in improving the quality of human resources who serve as officers to provide optimal public services. By using a qualitative research model, the Phenomonology model is supported by qualified informants starting from the Village Head, Carik, Jogoboyo, Management, Village Staff and also Village Assistants. Apart from qualified informants, researchers also use observation results and documentation to support the analysis. The research results show that the strategy carried out by the Condong Catur District Government is carried out through 4 main stages. Firstly through transparent and accountable recruitment, secondly through Technical Guidance to strengthen tasks and functions, thirdly through further studies and fourthly through intensive coordination patterns.

Abstract

The transition toward renewable energy, promoted as a global response to the climate crisis, has generated a new paradox in Indonesia. On the one hand, green energy policies aim to reduce carbon emissions; on the other, they have accelerated the extraction of mineral resources such as nickel, leading to ecological degradation and social inequality. This study examines how the paradox of energy transition materializes in nickel exploitation practices in Southeast Sulawesi and to what extent this reflects the phenomenon of the resource curse. Using a descriptive qualitative approach within a socio-legal framework, the research integrates environmental law analysis with empirical data from interviews, observations, and policy documents. The findings reveal that weak law enforcement, overlapping institutional authority, and the dominance of economic interests have deepened ecological inequality. The green paradox and resource curse are evident in the imbalance between sustainability objectives and extractive realities. Addressing this issue requires environmental law reform based on ecological justice, strengthened multi-level governance, and meaningful community participation in decision-making processes.

Abstract

This study aims to analyze how the Village Law has changed from Law Number 6 of 2014 to its amendment through Law Number 3 of 2024, as well as the objectives behind this alteration. The Village Law introduces a new dimension to village governance by positioning villages as strategic actors in regional development. This regulation provides broader space for the involvement of all stakeholders in village advancement and offers opportunities for villages to demonstrate their capacity and transform towards independence. Furthermore, the authority to establish and manage village institutions and to acquire sources of revenue enhances village autonomy in determining development directions. This research employs a qualitative approach. Data were collected through library research methods. In addition, data were obtained by reviewing relevant literature such as articles, books, and documents. The results indicate that the changes to the Village Law are expected to guide village governance towards prioritizing development, community building, and community empowerment based on Pancasila, the Constitution of the Republic of Indonesia, the Unitary State of the Republic of Indonesia, and Bhinneka Tunggal Ika in accordance with statutory regulations. The transformation of the policy from Village Law No. 6 of 2014 to Law No. 3 of 2024 is not merely an administrative adjustment, but rather an effort to reorient the paradigm of village development. This change illustrates that villages are no longer viewed as development objects dependent on the central government, but as political entities with greater authority, capacity, and flexibility in determining their own development pathways.
