Abstract

Abstrak. Penelitian ini menganalisis ketersediaan dan keterjangkauan fasilitas kesehatan di Kecamatan Kuta, Bali, untuk mendukung kesehatan wisata. Kecamatan Kuta merupakan destinasi wisata utama di Bali dengan jumlah kunjungan wisatawan mancanegara yang tinggi. Penelitian ini menggunakan pendekatan kuantitatif untuk menganalisis jarak dan waktu tempuh antara fasilitas kesehatan dengan area wisata dan permukiman. Analisis spasial menggunakan Sistem Informasi Geografis (GIS) dalam penentuan lokasi optimal fasilitas kesehatan. Hasil penelitian menunjukkan bahwa fasilitas kesehatan umumnya dapat diakses dalam radius 3000 meter, namun beberapa area wisata, terutama di sepanjang pantai, membutuhkan akses yang lebih dekat. Analisis juga menunjukkan bahwa sebagian besar wilayah di Kecamatan Kuta dapat dijangkau dalam waktu 5 menit menuju fasilitas kesehatan. Namun, penelitian ini merekomendasikan peningkatan fasilitas kesehatan di Seminyak, area wisata utama, dan peningkatan kualitas layanan di Puskesmas Pembantu Seminyak yang melayani sebagian besar penduduk setempat. Temuan ini menyoroti pentingnya integrasi kesehatan dan pariwisata untuk menjamin keberlanjutan pariwisata di Kecamatan Kuta.  Abstract. This research examines the spatial availability and affordability of healthcare facilities in Kuta District, Bali, to support tourism health. Kuta District is a major tourist destination in Bali, with a high influx of international tourists. This study utilizes a quantitative approach to analyze the distance and travel time between healthcare facilities and tourist areas and residential areas. Spatial analysis using Geographic Information System (GIS) in determining the optimal location of health facilities.  The research found that while healthcare facilities are generally accessible within a 3000-meter radius, some tourist areas, particularly along the coast, require closer access. The analysis also revealed that most areas in Kuta District can be reached within a 5-minute travel time to healthcare facilities. However, the study recommends improving healthcare facilities in Seminyak, a major tourist area, and enhancing the quality of services at the Seminyak Public Health Center, which serves a significant portion of the local population. Abstract

This study investigates the development of Sumberklampok Village in its struggle related to the conflict to obtain land rights. This study describes the chronology of the existence of Sumberklampok Village among various entities, as well as the role of the agreement between the Bali Provincial Government and the community in granting rights to part of the ex-HGU land. Using a case study approach in obtaining field data, the author's findings show that the community has been fighting for land rights that have been controlled for decades. The community has implemented land redistribution activities, leading to the designation of Sumberklampok Village as the National Agrarian Reform Master Project. The implications of the agreement include active community participation in land management, improved community welfare, transparent management and supervision, necessary counselling and assistance for the community, and attention to environmental aspects in land management. The conclusion is that the implementation of the ex-HGU land redistribution agreement is important to ensure fair use of natural resources for the community and sustainable improvement of community welfare. This study presents a series of policy recommendations, including monitoring the impact of land redistribution on community welfare, increasing transparency and efficiency of land management, strengthening education and counselling for the community, and environmental protection in land management.
