Abstract

Research on Administrative Governance at the Kludan Village Hall, Tanggulangin District, Sidoarjo Regency, the author used descriptive research with qualitative research methods. By focusing on narrative explanations, qualitative research seeks to reveal and describe the activities carried out by research subjects, as well as the impact of these actions on their lives [9]. This research is located at the Kludan Tanggulangin Sidoarjo Village Office. The focus of this research uses Daniri's (2005) theory which explains the principles of good administrative governance as measured by indicators 1. Transparency: 2. Accountability 3. Responsibility 4. Independence: and 5. Equality and fairness (Fairness). The Kludan village government has established community participation in village decision making by creating an open framework. Accountability is assessed both through written and verbal accountability. The responsibility of village officials faces problems between private and public interests, often taking a long time. In independence, the village government tries to overcome conflicts of interest, but some still link personal interests in their duties. Finally, equality and fairness face obstacles because some village officials have not fully fulfilled their duties according to their main duties and functions, with the problem of the division of tasks not being clearly defined, giving rise to inequality and unfairness in the management of village administration.

Abstract

The aim of this research is to analyze and describe the role of the village government in improving public services in the Keboansikep village community, in order to find out the problems in improving services through the role of government. The approach taken in this research is a qualitative descriptive approach by conducting interviews, observation and documentation. The data analysis model according to Miles and Huberman (1992) uses data collection techniques, data reduction, data presentation and drawing conclusions. The results of this research show that, firstly, the objectives implemented by archiving management in Keboansikep Village are trying to provide better public services for the people in Keboansikep village so that they can easily access the information needed such as population documents, birth certificates and other important documents. Second, this IT training was carried out to help increase the capacity of human resources in Keboansikep village in managing information technology in order to increase the accessibility of information to the community easily. Through the creation of sustainable village website content, positive changes can occur in the dynamics of village communication and development, towards a more advanced, connected and inclusive direction. Third, the use of social media services which can provide many benefits for the community and village government agencies in achieving goals. program. With the existence of social media services such as Instagram, it can be used to introduce the advantages of villages to the wider community

Abstract

Objective: This study aims to analyze the optimization of population administration services through the Electronic Identity Card (KTP-el) system in Jogosatru Village, Sukodono District, Sidoarjo Regency, focusing on improving efficiency and accuracy to support quality public services. Method: A qualitative approach was employed, utilizing in-depth interviews with villagers and village officials. The analysis was guided by the SERVQUAL theory, covering five dimensions of service quality: tangibles, reliability, responsiveness, assurance, and empathy. Result: The findings reveal that while efforts have been made to enhance KTP-el services, several obstacles persist, including limited facilities, low public understanding, and technical issues in recording and issuance processes. These challenges hinder the full optimization of population administration at the village level. Novelty: This study provides a localized analysis of KTP-el implementation at the village level using the SERVQUAL framework, offering targeted recommendations to improve facilities, strengthen public socialization, and address service quality gaps across all five SERVQUAL dimensions.
