Abstract

ABSTRACT The Single Tuition Fee Policy at the University of Lampung aims to establish a fair and equitable education financing system through the principles of cross-subsidization and tiered tuition fees based on students' economic capabilities. This study employs a qualitative approach to explore the impact of the Single Tuition Fee Policy on student welfare. Data were collected through in-depth interviews, observations, and document studies involving students, practitioners, and relevant stakeholders. The findings indicate that the Single Tuition Fee Policy has had a positive impact on access to higher education for students from diverse economic backgrounds, particularly by alleviating the financial burden for students from underprivileged families. However, the lack of clarity in determining the Single Tuition Fee mechanism and limited information about the appeal procedures have led to dissatisfaction among students. Another challenge identified is the inaccuracy of economic data validation, resulting in misplacement of students in inappropriate tuition fee groups. This study recommends improving policy communication systems, implementing stricter data validation, and enhancing non-financial welfare support, such as counseling services and an inclusive social environment. These measures are expected to make the Single Tuition Fee Policy a more effective instrument in holistically supporting student welfare, both in terms of access to education and socio-economic aspects. Keyword: Policy, Tuition Fees, Welfare, Students ABSTRAK Kebijakan Uang Kuliah Tunggal di Universitas Lampung bertujuan menciptakan sistem pembiayaan pendidikan yang adil dan merata melalui prinsip subsidi silang dan pengelompokan tarif berdasarkan kemampuan ekonomi mahasiswa. Penelitian ini menggunakan pendekatan kualitatif untuk mengeksplorasi dampak kebijakan Uang Kuliah Tunggal terhadap kesejahteraan mahasiswa. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi, melibatkan mahasiswa, praktisi, dan pemangku kepentingan terkait. Hasil penelitian menunjukkan bahwa kebijakan Uang Kuliah Tunggal telah memberikan dampak positif terhadap aksesibilitas pendidikan tinggi bagi mahasiswa dari berbagai latar belakang ekonomi, terutama dalam meringankan beban finansial mahasiswa dari keluarga kurang mampu. Namun, ketidakjelasan mekanisme penentuan Uang Kuliah Tunggal dan kurangnya informasi mengenai prosedur banding menimbulkan ketidakpuasan di kalangan mahasiswa. Tantangan lain yang ditemukan adalah validasi data ekonomi yang kurang akurat, yang berdampak pada penempatan kelompok Uang Kuliah Tunggal yang tidak sesuai. Penelitian ini merekomendasikan perbaikan sistem komunikasi kebijakan, validasi data yang lebih ketat, dan peningkatan dukungan kesejahteraan non-finansial, seperti layanan konseling dan lingkungan sosial inklusif. Dengan langkah-langkah tersebut, kebijakan Uang Kuliah Tunggal diharapkan mampu menjadi instrumen yang lebih efektif dalam mendukung kesejahteraan mahasiswa secara menyeluruh, baik dari segi akses pendidikan maupun aspek sosial-ekonomi. Abstract

Background : Nutritional status is one indicator of a child's health. Nationally, the prevalence of underweight is 19.6%, consisting of 5.7% severe malnutrition and 13.9% moderate malnutrition. In Indonesia, 18 provinces have prevalence rates of underweight and malnutrition above 21.2%, ranging from 33.1% in some areas. Exclusive breastfeeding is one factor that influences nutritional status in toddlers. Providing complementary foods that do not meet standards can lead to nutritional problems in toddlers, such as being underweight or overweight. The Sukamulya Community Health Center (Puskesmas) is the focus of this research because preliminary data shows variations in nutritional status that need to be studied in relation to complementary feeding patterns. The aim of the study : was to determine the relationship between the pattern of providing complementary feeding with the nutritional status of toddlers in the working area of ​​the Sukamulya Health Center, Darul Makmur District, Nagan Raya Regency.Research Methods : This study is an observational analytical study with a cross-sectional approach. This study was conducted in January 2026 in the working area of ​​the Sukamulya Community Health Center, Nagan Raya Regency. The population in this study were all mothers who had toddlers in the working area of ​​the Sukamulya Community Health Center, Nagan Raya Regency, while the number of samples was taken using the Solvin formula, totaling 91 respondents, the sampling technique used the accidental sampling technique.The results of the study : were analyzed using univariate and bivariate analysis and tested using the Chi-Square test. The results of the study after conducting the Chi-Square Test showed that there was a significant relationship between the pattern of providing complementary feeding (the suitability of the type of food and the frequency of giving) with the nutritional status of toddlers (p-value <0.05). The initial time of providing complementary feeding did not show a significant relationship with nutritional status (p-value <0.05). Conclusion:There is a significant relationship between complementary feeding patterns (type and frequency of feeding) and the nutritional status of toddlers in the Sukamulya Community Health Center (Puskesmas) work area. Efforts to improve parental education regarding appropriate complementary feeding are needed to improve toddler nutritional status.
