Abstract

Introduction: Regional Heads, which are often not in accordance with the Constitutional Court Decision Number 67/PUU-XIX/2021, that in choosing the Acting Head, it must be measurable and clear that it does not ignore the principles of democracy, pay attention to regional aspirations and be carried out openly, transparency and accountability. This is because there is no regulation that contains how the mechanism for electing Acting Regional Heads is permanent, so that it leads to centralistic conflicts of interest in local governments.Purposes of the Research: To examine in this study what the Mechanism for Appointment of Acting Regional Heads Who Participate in the Simultaneous Regional Elections.Methods of the Research: The research method carried out is normative legal research with a statutory research approach (Statue Approach). The data sources used were secondary data with Premier legal material, secondary legal material and Tresier Law material, data analysis used by Qualitative method. This research discusses the arrangement, appointment mechanism, as well as the duties and authorities of acting regional heads in the context of the implementation of the Simultaneous Regional Elections in Indonesia.Results Main Findings of the Research: The findings of the study show that the regulation of acting regional heads is regulated in Article 201 of Law Number 10 of 2016 and Regulation of the Minister of Home Affairs Number 4 of 2023. However, this arrangement is not in accordance with the principle of a just and democratic state of law. The mechanism for appointing acting regional heads also does not involve community participation and tends to be centralistic. Meanwhile, the duties and authority of the acting regional head refer to the definitive duties and authorities of the regional head, although there are certain limitations. Therefore, rules are needed that are more in line with the principles of the state of law and democracy, and involve community participation in the process of appointing acting regional heads. In addition, the government needs to consider regional aspirations in appointing acting regional heads.

Abstract

Perkembangan dunia bisnis menuntut cara berpikir pelaku bisnis ataupun pihak manajemen organisasi untuk membuat perencanaan yang strategis. Berdasarkan data pada tahun 2014 bahwa terdapat 696 kasus kebakaran yang diantaranya terdapat 33 kasus kebakaran yang menimpa area pergudangan. Salah satu bagian penting yang harus diperhatikan dalam perencanaan strategis yaitu perencanaan dalam menghadapi keadaan darurat kebakaran, oleh karena itu pengambilan keputusan, kecepatan dan ketepatan kesiapsiagaan dalam menghadapi keadaan darurat bergantung pada persepsi masing-masing orang terhadap keadaan darurat tersebut. Tujuan penelitian ini yaitu untuk menganalisa faktor-faktor yang mempengaruhi persepsi karyawan dalam menghadapi keadaan darurat kebakaran di gudang PT X. Penelitian ini menggunakan analitik observasional dengan pendekatan cross sectional yang melibatkan 22 karyawan gudang sebagai subjek penelitian. Hasil penelitian secara statistik menunjukan bahwa terdapat hubungan yang signifikan antara pengetahuan dengan persepsi, kemudian terdapat hubungan yang signifikan antara lingkungan tempat kerja dengan persepsi dan terdapat hubungan yang signifikan antara pengalaman dengan persepsi. Saran yang diberikan peneliti untuk meningkatkan persepsi karyawan gudang dalam menghadapi keadaan darurat kebakaran yaitu dilakukannya pemeriksaan terhadap lingkungan tempat kerja untuk mencegah bahaya yang dapat menyebabkan kebakaran, pelaksanaan training dan sosialisasi keadaan darurat secara berkala dan pemasangan poster untuk meningkatkan kesadaran karyawan dalam menghadapi keadaaan darurat kebakaran

Abstract

The pipeline refers to the API 5L Grade B standard, with a diameter of 8 inches and a length of 212 km. The design life of the pipeline is 20 years. However, after being in operation, it experienced two leak incidents in the same segment within one year. This condition disrupted the oil delivery from PT PQR's field. Therefore, a study is needed to determine the causes of the pipeline's failure before reaching its design life. The investigation involved visual observation of the pipeline samples, pipe thickness testing, chemical composition testing, and microstructural analysis of the leakage area. Additionally, characterization tests were conducted on the elements present in the corrosion product deposits. Process fluid testing was also performed to determine the anion, cation, and scale formation tendency based on Valone & Skillern's guidelines. The results showed visual thinning on the inner surface of the pipeline at the 6 o'clock position. Chemical composition testing revealed no differences from the standard API 5L Grade B composition. SEM analysis in the leakage area identified corrosion morphology caused by dissolved CO2. XRD analysis of the corrosion deposits indicated the presence of siderite (Fe2CO3), hematite (Fe3O4), and iron (Fe) compounds. The pipeline failure occurred due to the presence of corrosive substances, specifically produced water. This condition caused the pipe surface at the 6 o'clock position to be exposed to produced water, initiating the formation of hydrogen ions (H+) and bicarbonate ions (HCO3-).
