Abstract

This research is to analyze the role and function of the representative system in Indonesia from an institutional perspective can be interpreted as adhering to a soft bicameral system, that legislative power essentially has three functions, namely, legislative, supervisory and representation functions. The current state of Indonesia which claims to be bicameral in accordance with the 1945 Constitution of the Republic of Indonesia (article 2 paragraph 1), bicameral is equality between its institutions is not far apart, while in Indonesia that claims bicameralism in its implementation is not so, in accordance with laws and regulations and Constitutional Court Decisions such as Law No. 17 of 2014, Law No. 15 of 2019,  DPR Regulation No. 1 of 2020 and Constitutional Court Decision No. 92/PUU-X/2012, DPD is very limited which only has the right to submit drafts and participate in discussions, the rest is dominated by the DPR, starting from submission, discussion to approval. So actually, if you look at the legislative process, Indonesia adheres to a one-chamber system (unicameral plus), because the DPD does not have a full legislative function like the DPR.

Abstract

This study explores the efforts of the principal of MIS Raudlatul Athfal 3 to enhance students' competencies based on the 2023 Indonesian Madrasah Competency Assessment (AKMI) results. The AKMI outcomes revealed varied student achievements, with most categorized as "Competent" (CK 3), while some remained at the "Basic" (CK 2) level, particularly in reading and science literacy. Key challenges included limited resources such as reading materials and teaching aids. To address these gaps, the principal implemented various strategies, including the integration of the School Literacy Movement through reading corners, pre-lesson reading policies, and literacy-based learning optimization. A qualitative descriptive method was employed to analyze the 2023 AKMI results and the principal's strategic measures. This study highlights the critical role of school leadership in fostering literacy culture and student competencies to support the development of high-quality human resources.

Abstract

The research highlights the inclusive approach implemented by K.H. Hosamuddin, which respects local traditions while promoting positive change through community involvement in decision-making. By emphasizing the importance of good social relationships and effective communication, he successfully strengthened social networks within the community. Additionally, local wisdom became a primary focus in development programs, enhancing social and educational effectiveness. Although there is no quantitative data showing a significant increase in income, the positive impact of his leadership is reflected in the more productive and future-oriented behavior of the community. This journal provides insights and recommendations for leaders and community figures in efforts to create an inclusive and competitive society in the modern era, while also affirming K.H. Hosamuddin's success in fostering an environment that supports social and spiritual growth

Abstract

Indonesia merupakan negara dengan jumlah penyandang disabilitas yang cukup tinggi yaitu 5% (22, 5jt) dari total penduduk indonesia. Di kabupaten Sumenep berdasarkan Data Dukcapil setempat menyebutkan jumlah penyandang disabilitas pada tahun 2024 berjumlah 2,131 jiwa. Berbagai upaya pemerintah baik dari pusat hingga ke daerah untuk terus mendorong pemenuhak hak-hak penyandang disabilitas terus dilakukan. Terbitnya peraturan Bupati No. 13 tahun 2024 merupakan wujud keberpihakan pemerintah daerah dalam menjamin pemenuhan hak-hak mendasar bagi penyandang disabilitas. Penelitian ini bertujuan untuk melihat bagaimana rumusan kebijakan akselerasi pemenuhan hak bagi penyandang disabilitas dikabupaten Sumenep. Teknik analisis data yang digunakan model Irawan Prasetya. Hasil dari penelitian ini menunjukkan bahwa Kebijakan Pendidikan Inklusif di kabupaten Sumenep sudah diatur secara yuridis formal melalui terbitnya perbub nomor 13 tahun 2024. Komitmen daerah diwujudkan dalam pembentukan komite daerah serta penerapan sanksi administratif bagi kalangan perusahaan yang melanggar pasal 26 dan 31 dalam menjamin pemenuhan hak-hak para pekerja penyandang disabilitas. Melalui pembentukan komite daerah akan secara optimal dalam menyelenggarakan pendidikan inklusif dengan kerjasama dan koordinasi yang baik antar berbagai institusi dan lembaga pelaksana kebijakan.
