The analysis tool uses Smart PLS (Partial Least Square). Research objectives: 1) To find out the description of compensation, HR competence, work motivation and employee performance at the Public Works and Spatial Planning Office of Sumenep Regency. 2) To test and analyze whether compensation has a significant effect on employee performance at the Public Works and Spatial Planning Office of Sumenep Regency. 3) To test and analyze whether HR competence has a significant effect on employee performance at the Public Works and Spatial Planning Office of Sumenep Regency. 4) To test and analyze whether compensation has a significant effect on employee motivation at the Public Works and Spatial Planning Office of Sumenep Regency. 5) To test and analyze whether HR competence has a significant effect on employee motivation at the Public Works and Spatial Planning Office of Sumenep Regency. 6) To test and analyze whether work motivation has a significant influence on employee performance at the Public Works and Spatial Planning Office of Sumenep Regency. 7) To test and analyze whether compensation has a positive and significant indirect effect on the performance of employees of the Public Works and Spatial Planning Office of Sumenep Regency with work motivation as the intervening variable. 8) To test and analyze whether HR competence has a positive and significant indirect effect on the performance of employees of the Public Works and Spatial Planning Office of Sumenep Regency with work motivation as an intervening variable. The results showed that: 1) Compensation on employee performance has a positive and significant effect as evidenced by the value of the Original Sample which is equal to 0.283. 2) HR competence has a positive and significant effect on employee performance as evidenced by the value of the Original Sample which is equal to 0.448. 3) Compensation for work motivation has a positive and significant effect as evidenced by the value of the Original Sample that is equal to 0.385. 4) HR competence has a positive and significant effect on work motivation as evidenced by the value of the Original Sample which is equal to 0.458. 5) Work motivation has a positive and significant effect on employee performance as evidenced by the value of the Original Sample that is equal to 0.303. 6) Compensation for employee performance mediated by work motivation has a positive and significant effect as evidenced by the value of the Original Sample that is equal to 0.116. 7) HR competence on employee performance mediated by work motivation has a significant positive effect as evidenced by the value of the Original Sample that is equal to 0.139.
