Abstract

This community service program aims to strengthen the capacity of 23 sub-districts in Bondosowo Regency to meet the SINCAN (Sistem Informasi Kecamatan) standards set by the East Java Provincial Government. The main challenges include uneven technological infrastructure, low human resource capacity, and limited innovation documentation. Through a mixed-method approach involving training, integrated data hub development, and 360-degree assessments, the program successfully improved the average SINCAN score from 68 (2023) to 78 (2024). The innovation "SEKOCI-KECE ABIS 2.0" in Curahdami Sub-District reduced service time from 10 days to 2 days, with 95% complaint resolution. The results demonstrate that structured mentoring and digital integration can enhance public service quality in rural areas

Abstract

Penelitian ini berfokus pada desain kelembagaan dalam program desa devisa di Desa Sidomulyo, Kabupaten Jember. Tujuan penelitian ini adalah untuk menganalisis desain kelembagaan dan menjelaskan peran aktor yang terlibat dalam program desa devisa. Penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan data primer dan data sekunder. Data primer diperoleh dari observasi, wawancara, dan dokumentasi. Sedangkan data sekunder diambil dari jurnal, buku, dan referensi lain yang relevan. Penelitian ini menggunakan teori Collaborative Governance oleh Ansell and Gash, dengan fokus pada dimensi desain kelembagaan. Desain kelembagaan memuat empat aspek yaitu inklusifitas partisipatif, eksklusifitas forum, aturan dasar yang jelas, dan proses transparansi. Hasil penelitian ini membahas empat aspek tersebut dalam konteks pelaksanaan program desa devisa di Desa Sidomulyo Kabupaten Jember.

Abstract

The research discusses the Digital Village program implemented by the Sidomulyo Village Government in Jember Regency. The digital village initiative is realized through the development of a digital village governance system that provides administrative services, disaster mitigation, an online marketplace, and a community complaint platform. In developing this digital governance system, the Sidomulyo Village Government collaborates with partners from the education sector, private sector, and local communities. Named "MallDesa," this digital governance system is continuously developed based on the needs of both the village government and its residents, earning recognition and awards from the district and provincial governments. The research aims to explore the Digital Village program using the dynamic governance approach proposed by Neo Boon Siong (n.d., 2007). This theoretical framework employs the dimension of capabilities as an analytical tool to examine the Digital Village program. The research methodology applied is quasi-qualitative. Data were collected through interviews and documentation, with informants selected using purposive sampling techniques. Data validity was ensured through data triangulation. Data analysis was conducted using domain analysis and taxonomic analysis models (Spradley). The findings indicate that adaptive capabilities—encompassing adaptive policy capability, village governance, collaboration, human resources, and an innovative organizational culture—serve as the core driving force behind governance dynamics
