Abstract

Indonesia, with the world’s largest Muslim population, holds strong potential for developing halal tourism. However, inconsistent regulation across regions creates inequalities that limit fair and sustainable growth in this sector. This study aims to address a gap in the literature by analyzing how uneven regulation impacts destination competitiveness and the distribution of economic benefits. Using a qualitative, descriptive approach, this research examines regulatory implementation through case studies in diverse regions, highlighting local factors causing disparity, such as institutional capacity, government support, and public awareness. Findings reveal that the absence of a cohesive national policy on halal tourism results in regulatory imbalances, with local differences in capacity and support affecting outcomes. This study underscores the need for a more inclusive national policy to ensure fair economic distribution and promote sustainable halal tourism throughout Indonesia. By offering a fresh equity-based perspective on the implementation of halal tourism regulations, this research provides a valuable contribution to existing literature on the subject. Keywords: Halal; Tourism; Regulation.

Abstract

Violence in higher education remains a serious issue that may threaten students’ safety, well-being, and the quality of the academic environment. Strengthening students’ understanding of violence prevention and management is therefore essential to support the implementation of a safe and inclusive campus policy. This community service activity aimed to strengthen first-year students’ understanding of the Prevention and Management of Violence in Higher Education (PPKPT) through a socialization program at Universitas Muhammadiyah Gombong. The activity was conducted on 26 January 2026 involving 115 first-semester students using a lecture-based approach followed by interactive discussions. Participants’ understanding was evaluated through pre-test and post-test assessments. The evaluation results showed that the average score increased from 61.4 before the activity to 84.8 after the activity, while the proportion of participants achieving a minimum score of 75 increased from 27.8% to 87.8%. These findings indicate that the socialization program effectively improved students’ understanding of violence prevention, reporting mechanisms, and their role in creating a safe, respectful, and inclusive academic environment. Educational socialization is therefore an effective preventive strategy for supporting the implementation of violence prevention policies in higher education.

Abstract

The rapid expansion of e-commerce has significantly transformed consumer purchasing behaviors, but it has also given rise to the sale of black market goods through online platforms, raising critical concerns about consumer protection and regulatory oversight. This study investigates the responsibilities of e-commerce platforms regarding the sale of black market products and evaluates the effectiveness of legal and regulatory frameworks currently in place. Adopting a normative juridical research method, this study involves a thorough analysis of existing laws, regulations, and industry standards pertaining to e-commerce and black market transactions. By examining legal texts, regulatory guidelines, and case law, this research identifies gaps in the current legal framework and assesses its adequacy in addressing black market activities. The results indicate that while legal provisions exist, they are often insufficiently enforced and lack clarity in their application to emerging e-commerce practices. The study concludes that e-commerce platforms must advocate for stronger legal reforms and clearer regulations to enhance consumer protection. Additionally, improved transparency in platform policies and heightened regulatory scrutiny are necessary to better address the challenges posed by black market goods. Future research should explore the development of more comprehensive legal strategies and frameworks to effectively combat black market transactions in the digital realm.
