Abstract

This study examines implementing public services in the Batak community, which is affected by the strong local culture. The anxiety over the background of the study began with the idea that public services should be implemented based on the principles of good governance and Weberian bureaucracy, but are implemented discriminatively due to the Dalihan Na Tolu culture. Dalihan Na Tolu culture is a culture adopted by the Batak community. Using qualitative research methods and a case study approach, researchers utilize literature studies as data collection techniques. The findings show that this culture predominantly impacts the implementation of public services. The public services presented have the potential to present values ​​of injustice, inequality of power, and inequality of treatment in society. On the other hand, this is a dilemma because local cultural values ​​must be maintained and preserved as a basic recognition principle in indigenous communities.
