Abstract

This study analyzes the process of electronic services at the Surakarta City Land Office and the role of digital leadership in improving service quality. The research used a descriptive qualitative method with data obtained through in-depth interviews with 18 informants, observations, and document studies. Data triangulation is carried out to ensure the validity of the information. The results of the study show that electronic services, such as electronic mortgage (HT-El), elimination of Mortgage Rights/electronic roya (Roya-El), and electronic land registration certificate (SKPT-El) increase efficiency, transparency, and accuracy in the management of land services. Digitization is carried out gradually through the conversion of physical documents into electronic documents with encryption technology for data security. The electronic dashboard integrated with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) allows for direct supervision, increasing accountability and accelerating services. The success of digitalization depends heavily on visionary digital leadership. The Head of Office not only acts as a decision-maker, but also as a driver of change, motivates employees, and builds external collaboration. This leadership creates a strong digital culture, strengthens relationships with stakeholders, and encourages a change in digital mindset. Innovations such as electronic certificates, Certificate Printing Platform, and the “Sentuh Tanahku” application improve the quality of electronic-based services, especially in the E-S-Qual and E-Recs-Qual dimensions, providing an efficient, transparent, and responsive experience for users.

Abstract

This study aims to analyze changes in land rights granting policy in the Indonesian Capital City (IKN) based on Presidential Regulation Number 75 of 2024, which is a strategic step in supporting the relocation of the capital from Jakarta to East Kalimantan. This study uses qualitative descriptive-analytical methods to explore the legal, sustainability, and social aspects of this policy change. The results indicate that this policy change simplifies the licensing process through digital technology-based integration, provides recognition of indigenous peoples' rights, and extends the granting period of Land Use Rights (Hak Guna Usaha) to 190 years. Although this policy can increase investment and accelerate development, there are concerns regarding social inequality and potential environmental damage. The conclusions drawn emphasize the need for policy evaluation to ensure social justice and environmental sustainability in the development of the IKN. Penelitian ini bertujuan untuk menganalisis perubahan kebijakan pemberian hak atas tanah di Ibu Kota Nusantara (IKN) berdasarkan Peraturan Presiden Nomor 75 Tahun 2024, yang menjadi langkah strategis dalam mendukung pemindahan ibu kota dari Jakarta ke Kalimantan Timur. Penelitian ini menggunakan metode kualitatif deskriptif-analitik untuk mengeksplorasi aspek hukum, keberlanjutan, dan sosial dalam perubahan kebijakan ini. Hasil penelitian menunjukkan bahwa perubahan kebijakan ini menyederhanakan proses perizinan melalui integrasi berbasis teknologi digital, memberikan pengakuan terhadap hak masyarakat adat, dan memperpanjang masa pemberian Hak Guna Usaha hingga 190 tahun. Meskipun kebijakan ini dapat meningkatkan investasi dan mempercepat pembangunan, terdapat kekhawatiran terkait ketimpangan sosial dan potensi kerusakan lingkungan. Kesimpulan yang diambil menunjukkan perlunya evaluasi kebijakan untuk memastikan keadilan sosial dan keberlanjutan lingkungan dalam pembangunan IKN.
