Abstract

This study aims to evaluate the effectiveness of the Village Fund program (Dana Desa) in enhancing community welfare in Lebeteng Village, Tarub district, Tegal Regency. Employing a qualitative approach, the research explores the implementation process, supporting factors, constraints, and its impact on local development comprehensively. Data were collected through in-depth interviews, field observations, and document analysis involving various stakeholders such as the village head, village apparatus, community members, and local leaders. The findings reveal that the Village Fund positively influences infrastructure development, access to basic services, local economic growth, and community empowerment. Active participation of residents in planning, implementation, and monitoring significantly boosts accountability and program sustainability. Cross-sector collaboration also plays a crucial role in expanding resource mobilization, accelerating target achievement, and strengthening synergy among actors involved. Nonetheless, challenges remain, including limited human resource capacity, transparency and accountability issues, and restricted access to technology and information. Therefore, efforts to enhance village officials' capacity, strengthen oversight mechanisms, and promote broader community participation are necessary to maximize and sustain the benefits of the Village Fund. The study concludes that the Village Fund has substantial potential as an effective development instrument when managed transparently, accountably, and inclusively. Successful implementation not only improves community socio-economic well-being but also fosters village independence and competitiveness, progressing toward a more developed, autonomous, and prosperous village. Overall, this program underscores the importance of participatory, transparent, and accountable governance in local development and highlights its role in realizing sustainable community progress, contributing to national policy refinement and village-level empowerment.

Abstract

This study examined efforts to optimize the functions and roles of the Regional People's Representative Council (DPRD) of Pemalang Regency in overseeing policies related to the use of the Regional Revenue and Expenditure Budget (APBD). The optimization focused on strengthening the oversight mechanisms, enhancing the technical capacity of the DPRD, and improving inter-institutional coordination to support accountable budget governance. The study was motivated by the persistent weaknesses in legislative oversight, as evidenced by various findings of budget irregularities, including overpayments, misuse of grant funds, and unilateral budget decisions by the executive. A descriptive qualitative approach was used, with data collected through in-depth interviews with members of Commission C, the Budget Committee, and expert staff from the DPRD Secretariat, as well as through document analysis. The findings indicated that the implementation of DPRD’s oversight functions had followed formal mechanisms such as the evaluation of the accountability report (LKPJ) and the discussion of the General Budget Policy and Provisional Budget Ceiling (KUA-PPAS). However, the oversight had not been optimal due to limited access to information, insufficient technical capacity, and weak inter-agency synergy. The DPRD had formulated several optimization strategies, including internal capacity building, the use of digital information systems (SIPD), and strengthening coordination with the Audit Board (BPK) and the regional inspectorate. Therefore, optimizing the DPRD’s oversight function required systemic improvements encompassing institutional capacity, information transparency, and active public involvement in monitoring regional budgets.

Abstract

This study aims to analyze the quality of service in issuing the Certificate of Temporary Stay for Foreigners (SKTT-OA) at the Department of Population and Civil Registration (Dispendukcapil) in Surabaya City. Using a descriptive qualitative approach, this research refers to the service quality dimensions proposed by Parasuraman, Zeithaml, and Berry, which include tangible, reliability, responsiveness, assurance, and empathy. Data were collected through observation, interviews with staff and SKTT-OA applicants, as well as documentation related to the service process. The research findings indicate that, in general, the quality of service at Dispendukcapil Surabaya is adequate. The tangible dimension reflects complete facilities, although maintenance of some infrastructure such as computers and printers needs improvement. The reliability dimension shows high dependability with professionalism and good communication skills from the staff, including with Foreign Nationals (WNA). In the responsiveness dimension, the staff’s promptness in providing fast and responsive service to applicants’ needs is evident. However, in the assurance dimension, although data security guarantees and clear procedures are in place, inter-agency processes often cause delays. The empathy dimension is highly appreciated due to the friendly and attentive attitude of the Dispendukcapil staff toward WNA. This study concludes that the SKTT-OA service meets most of the quality standards but requires improvement in facility maintenance and inter-agency coordination. The recommendations include improving infrastructure maintenance, strengthening the online service system, providing continuous staff training, and conducting regular evaluations of applicant satisfaction to ensure service quality is maintained.

Abstract

The SEBLAK program (Birth Certificate, Birth Registration, and Family Card) initiated by RS dr. Mohammad Zyn represents an innovation in digital-based civil registration services, aimed at improving efficiency, effectiveness, and transparency in public services related to population administration. This innovation integrates the processes of data collection, verification, and the issuance of administrative documents automatically through a digital system directly connected to the Department of Population and Civil Registration (Disdukcapil). Consequently, procedures for obtaining documents such as birth certificates and family cards can be carried out more quickly, easily, and without bureaucratic obstacles, while also providing more accurate and reliable data. The overall success of this program is supported by several key factors, including adequate technological infrastructure, continuous training for officers and the community, and effective socialization through various media and community forums. A qualitative approach was used to evaluate the implementation process and its impact on the community and hospital staff. Data were collected through in-depth interviews, observations, and documentation, then analyzed using the Miles and Huberman (1994) model. The results indicate that the implementation of this digital system can significantly reduce the time and costs associated with document processing, improve data accuracy, and strengthen public trust in government services. Beyond operational aspects, the SEBLAK program also positively impacts increasing access to administrative services for communities in remote and hard-to-reach areas. This aligns with the goal of expanding digital services inclusively and reinforcing the role of hospitals as the initial point and center for civil registration services while enhancing community participation in fulfilling their administrative rights. However, challenges remain, including technical infrastructure limitations, a lack of sufficient training for human resources, and the need to improve data security capacity. Therefore, continuous capacity building for human resources and infrastructure development are crucial to ensure the sustainability and success of this program, which can serve as a model for innovative public services that other institutions in Indonesia can adopt.
