Abstract

This study aims to evaluate the implementation of the "Lapor Pak Yes" program initiated by the Communication and Information Technology Office of Lamongan Regency as an innovation in public service. The program is designed to accelerate the resolution of public complaints through various communication channels, such as WhatsApp, Instagram, Telegram, and the national platform SP4N-LAPOR!. This research utilizes Dunn's (2003) policy evaluation theory, which includes six main criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. A qualitative approach was employed in this study, with data collection techniques including in-depth interviews, observations, and document analysis. The study involves various stakeholders, including local government officials and community members who actively use the "Lapor Pak Yes" program. The data collected highlights findings regarding the program's effectiveness in addressing public complaints, the challenges faced, and its impact on improving the quality of public services. The findings reveal that although the number of complaints received was relatively high, with approximately 319 reports related to civil services in 2022, the rate of complaint resolution remains low. Around 40% of reports concerning infrastructure issues, such as road repairs and flood management, were not promptly addressed

Abstract

This research analyzes the administrative systems in Indonesia, Malaysia, and Vietnam, focusing on decentralization, regional autonomy, good governance, public service, accountability, transparency, efficiency, and effectiveness. These three countries have different approaches to managing public administration, influenced by their respective political systems, history, and socio-economic conditions. In Indonesia, decentralization and regional autonomy are prominent because of the strengthening of the role of local governments, although challenges in terms of accountability and coordination between levels of government still exist. With its federal system, Malaysia shows a high efficiency level in administration but faces issues of transparency and public participation. Meanwhile, Vietnam, as a socialist country, centralized administration in the central government, but started to reform to improve efficiency and accountability. This study found that the success of public administration reforms in the three countries depends on applying good governance principles, including strengthening accountability, transparency, and efficiency of the administrative system. The study makes an important contribution to developing public administration systems in developing countries to achieve effective governance that is responsive to the needs of the people. Although the three countries have made progress in some sectors, the main challenges still revolve around improving transparency, strengthening accountability, and managing resources efficiently

Abstract

Optimizing the Elderly Posyandu (Integrated Healthcare Post) Program in Ngepung Village, Kedamean District, Gresik Regency, is a strategic step to improve the health and well-being of the elderly amidst the surging number of older adults in Indonesia. This research employs a descriptive qualitative approach, with data collected through purposive sampling involving Posyandu cadres, village officials, community health center staff, active elderly participants, and their accompanying family members. The findings reveal that program implementation faces challenges such as low elderly participation, limited facilities and healthcare personnel, and a lack of awareness among the community and families. Mobility constraints and geographical access further exacerbate the suboptimal participation of the elderly. To overcome these obstacles, proactive strategies have been implemented, including door-to-door outreach, the formation of RT/RW (neighborhood/community unit)-based groups, and capacity building for cadres through training. This approach has been effective in increasing participation and expanding health services. The program's success is also supported by cross-sectoral collaboration and the active involvement of the village government, community leaders, religious organizations, and universities. Sound village policies and appropriate budget allocation are crucial for the sustainability of these activities, as is cooperation with community organizations and Corporate Social Responsibility (CSR) initiatives from nearby companies. Furthermore, diversifying activities such as routine check-ups, health education, elderly exercise, and supplementary feeding has been able to boost the motivation of older adults. Strengthening the role of cadres and educating families on assisting the elderly are also key to success. Data and case studies demonstrate that optimization success depends not only on physical aspects and resources but also on social aspects, such as community awareness and family involvement. Overall, the collaboration of all community components and the village government, along with appropriate strategies and improved facilities, are the main factors in enhancing the health and quality of life of the elderly in Ngepung Village.

Abstract

Community-based waste management is a strategic step toward achieving sustainable development in Gresik Regency, Indonesia. This policy aims to reduce waste volume, raise community awareness, and support the vision of a Green Regency. This study evaluates the implementation and effectiveness of community-based waste management policies using a qualitative case study approach. Data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed thematically to identify supporting and hindering factors influencing program success. The findings indicate that while progress has been made, significant challenges remain, including low levels of socialization, limited infrastructure, and weak inter-agency coordination. Community participation depends heavily on local leaders and facilitators, and the sustainability of institutions such as waste banks and management groups has yet to be evenly distributed. Adequate infrastructure, such as integrated waste processing facilities (TPS3R), is crucial and needs enhancement. Barriers like a lack of technical experts, cultural habits of indiscriminate waste disposal, and insufficient funding hinder the achievement of policy objectives. This evaluation underscores the necessity for increased education, institutional strengthening, and improved infrastructure to accelerate behavioral change and boost community participation. The results are expected to inform local government strategies for more effective implementation toward realizing a sustainable and environmentally friendly Gresik. An integrated and holistic approach is essential for optimizing waste management, creating a cleaner, healthier, and sustainable environment.

Abstract

This study examined efforts to optimize the functions and roles of the Regional People's Representative Council (DPRD) of Pemalang Regency in overseeing policies related to the use of the Regional Revenue and Expenditure Budget (APBD). The optimization focused on strengthening the oversight mechanisms, enhancing the technical capacity of the DPRD, and improving inter-institutional coordination to support accountable budget governance. The study was motivated by the persistent weaknesses in legislative oversight, as evidenced by various findings of budget irregularities, including overpayments, misuse of grant funds, and unilateral budget decisions by the executive. A descriptive qualitative approach was used, with data collected through in-depth interviews with members of Commission C, the Budget Committee, and expert staff from the DPRD Secretariat, as well as through document analysis. The findings indicated that the implementation of DPRD’s oversight functions had followed formal mechanisms such as the evaluation of the accountability report (LKPJ) and the discussion of the General Budget Policy and Provisional Budget Ceiling (KUA-PPAS). However, the oversight had not been optimal due to limited access to information, insufficient technical capacity, and weak inter-agency synergy. The DPRD had formulated several optimization strategies, including internal capacity building, the use of digital information systems (SIPD), and strengthening coordination with the Audit Board (BPK) and the regional inspectorate. Therefore, optimizing the DPRD’s oversight function required systemic improvements encompassing institutional capacity, information transparency, and active public involvement in monitoring regional budgets.

Abstract

This study explores the digital transformation of public services through SAMSAT Digital in Lumajang, Indonesia, focusing on the perceptions of the younger generation. The implementation of SAMSAT Digital aims to improve accessibility, efficiency, transparency, and user experience in vehicle administrative services. The research highlights that the success of this digital innovation depends on key factors such as ease of use, data security, and service speed. The integration of advanced features like intuitive interfaces, proactive notifications, AI-powered chatbots, and flexible digital payments significantly enhance user satisfaction and adoption, especially among tech-savvy youths. Challenges such as limited digital literacy and infrastructural issues require continuous education and infrastructure improvements. Overall, the findings demonstrate that effective digital service innovation, supported by a strong commitment to security, usability, and infrastructural development, can foster more effective, transparent, and inclusive public services, contributing to better quality of life and modern governance.

Abstract

Tingkat pengangguran lulusan perguruan tinggi yang tinggi di Indonesia menunjukkan adanya kesenjangan antara pendidikan akademik dan kebutuhan dunia kerja. Untuk menjembatani kesenjangan tersebut program magang menjadi strategi penting yang dapat memberikan pengalaman kontekstual dan praktis kepada mahasiswa. Penelitian ini bertujuan untuk mengkaji implementasi program magang di Kementerian Agama serta menganalisis proses perolehan kompetensi mahasiswa selama menjalani magang. Metode yang digunakan adalah memberikan pendampingan secara intensif dan berkelanjutan kepada mahasiswa peserta magang kerja dalam rentang waktu pelaksanaan kegiatannya. Hasil penelitian menunjukkan bahwa implementasi magang berjalan melalui aktivitas yang terencana, aksi pendampingan langsung oleh pembimbing, dan mekanisme sistem evaluasi harian. Mahasiswa secara bertahap mengalami peningkatan kompetensi melalui proses belajar langsung di lingkungan birokrasi. Program magang terbukti memberikan kontribusi nyata dalam pembentukan keterampilan teknis, penguatan soft skills, serta kesiapan mahasiswa dalam memasuki dunia kerja, khususnya di sektor publik.

Abstract

This study aims to describe and analyze: Tourism development policies in improving community welfare are reviewed from the approach of sustainable tourism development in Mahakam Regency. Factors that support and hinder tourism policies in improving people's welfare. Tourism development policy model as a recommendation to support sustainable tourism development. This research is a qualitative research, with data collection techniques using interviews, observations, and documentation. Data analysis techniques Interactive data analysis. The results of the study show that sustainable tourism development in Mahakam Regency is a policy in development with economic, socio-cultural, and environmental dimensions based on justice not only for the current generation but also for future generations. The policy must have two objectives, namely to maximize the contribution of tourism resources that have been proven to be able to provide added value economically. The policy requires tourism business actors to prioritize and preserve cultural uniqueness as well as optimize the role of local communities. Policies on the environmental aspect can be preventive and repressive by involving all stakeholders from tourism Supporting factors for sustainable tourism development in Mahakam Regency include natural conditions that are still maintained as tourist attractions and support for the community around tourist destinations. Factors inhibiting sustainable tourism development in Mahakam Regency are limited infrastructure, lack of promotion, and unsupportive environmental conditions.

Abstract

Disparities in energy access across Indonesia's underdeveloped, frontier, and outermost (3T) regions have long hindered equitable national development. In response, Pertamina launched the BBM Satu Harga program, aiming to equalize fuel prices and availability throughout these regions. This study explores the effectiveness of the program in achieving its intended goals. Employing a qualitative descriptive approach, the research utilizes in-depth interviews, field observations, and document analysis as primary data collection methods. Informants include Pertamina officials, BBM Satu Harga gas station operators, and community members residing in 3T areas. Data were analyzed using an interactive model, encompassing data condensation, data display, and conclusion drawing. The findings indicate that the BBM Satu Harga program significantly improved energy accessibility, reduced travel distances for fuel acquisition, and received generally positive evaluations from stakeholders. Operational challenges remain, particularly concerning logistical distribution and infrastructure maintenance in remote locations. Nonetheless, the program’s annual implementation targets were largely achieved, affirming its critical role in reducing energy disparities. It is concluded that the BBM Satu Harga program has been effective in fostering more equitable energy access within Indonesia’s most isolated regions. Future research should focus on long-term socioeconomic impacts of energy accessibility and explore strategies to optimize logistical support and infrastructure resilience in 3T regions.

Abstract

Penelitian ini bertujuan untuk memperoleh informasi dan menganalisa hukum mengenai pelaksanaan pemberian asimilasi bagi narapidana sebagai penerapan undang-undang pemasyarakatan. Dengan menggunakan Metode pendekatan dalam penelitian ini adalah pendekatan yuridis normatif. Undang-undang Nomor 22 Tahun 2022 Pasal 2 Tentang Pemasyarakatan menyatakan bahwa sistem pemasyarakatan diselenggarakan dalam rangka narapidana menyadari kesalahan, memperbaiki diri, dan tidak mengulangi lagi tindak pidana yang pernah dilakukan,. Hal tersebut adalah untuk menyiapkan narapidana agar dapat berintegritas secara sehat dengan masyarakat. Oleh sebab itu, maka melaksanakan sistem pemasyarakatan dibutuhkan keikutsertaan masyarakat baik dengan mengadakan kerjasama dalam pembinaan maupun dengan sipa bersedia menerima kembali narapidana yang telah selesai menjalani pidananya. Asimilasi narapidana adalah proses pembinaan narapidana dan anak didik pemasyarakatan yang dilaksanakan dengan cara membaurkan narapidana dan anak didik pemasyarakatan dalam kehidupan bermasyarakat sehingga narapidana dan anak didik pemasyarakatan dapat bisa lebih berinteraksi dengan baik ke masyarakat begitupun juga dengan masyarakat itu sendiri dapat menghilangkan stigma buruk kepada narapidana dan anak didik pemasyarakatan.1Selain itu hal penting lainnya dalam pelaksanaan asimilasi ini adalah narapidana dan peserta anak didik sehabis menjalankan masa hukumannya mereka akan di kembali di tempatkan hidup di tengah masyarakat, yang membuat narapidana dalam pembinaannya wajib untuk berada di lingkungan masyarakat karena ketika narapidana dan anak didik pemasyarakatan dipisahkan dari kehidupan bermasyarakat maka hal ini akan menjadi pedang bermata dua bagi narapidana dan anak didik pemasyarakatan serta masyarakat. Pemberian asimilasi sendiri dilaksanakan melalui sistem informasi pemasyarakatan yang dimana Sistem ini digunakan oleh unit teknis pemasyarakatan, kantor wilayah dan direktorat jenderal. Pemberian asimilasi sendiri dapat dilakukan secara manual oleh kepala Lapas/LPKA jika sistem informasi pemasyarakatan tidak dapat dilakukan.
