Abstract

Penelitian ini bertujuan untuk mendeskripsikan implementasi Sistem Informasi Manajemen Mutu Terpadu (SIMMT) di perguruan tinggi, menganalisis kontribusinya terhadap peningkatan kualitas layanan, serta mengidentifikasi tantangan yang dihadapi dalam proses digitalisasi penjaminan mutu. Menggunakan pendekatan kualitatif deskriptif, data diperoleh melalui kuesioner yang disebarkan kepada 120 responden, terdiri atas mahasiswa, dosen, dan tenaga kependidikan. Hasil penelitian menunjukkan bahwa sebagian besar responden menilai SIMMT telah diimplementasikan dengan baik, terutama dalam hal kemudahan akses, keterpaduan data, dan efektivitas sistem. Meskipun demikian, masih ditemukan kendala teknis dan keterbatasan dalam pelibatan stakeholder secara menyeluruh. Interpretasi skor menunjukkan bahwa implementasi SIMMT berada pada kategori “baik” dengan nilai rata-rata pada setiap indikator berada di atas 3,41. Penelitian ini menegaskan pentingnya penguatan dukungan teknis, peningkatan pelatihan pengguna, serta optimalisasi fitur sistem untuk mendorong keberlanjutan mutu layanan berbasis digital di lingkungan perguruan tinggi.

Abstract

The preparation of the School Work and Budget Plan at the primary school level is an important instrument in supporting the achievement of national education goals. This article aims to analyze the importance of preparing RKAS based on the actual needs of students and the challenges faced in its implementation. This research uses a literature study method with a descriptive analytical approach through a review of various literature sources, education regulations, and previous research results. The results showed that more than 60% of primary schools still prepare RKAS by copying the previous year's budget pattern without considering the development of students' needs and curriculum dynamics. This condition creates a gap between the needs-based planning principles mandated in the policy and the practices that occur in the field. This article recommends increasing the capacity of school principals through training in needs analysis-based RKAS preparation, strengthening monitoring and evaluation of budget implementation, and optimizing school community participation with the support of simple technology. With more data-based planning and real needs, RKAS can become a strategic instrument to improve the quality of learning and primary school management in a sustainable manner.

Abstract

Supervisi pendidikan berfungsi sebagai strategi utama dalam membina profesionalisme guru dan meningkatkan kualitas pembelajaran. Penelitian ini bertujuan untuk mengkaji fungsi supervisi pendidikan dalam mengembangkan kompetensi profesional guru. Menggunakan pendekatan kualitatif dengan desain studi literatur, data dikumpulkan dari buku-buku, jurnal ilmiah, dan dokumen lain yang relevan. Analisis yang dilakukan meliputi tahapan reduksi data, penyajian, dan penarikan kesimpulan. Hasil kajian menunjukkan bahwa supervisi pendidikan berperan penting dalam meningkatkan kompetensi guru, khususnya pada aspek perencanaan, pelaksanaan, dan evaluasi pembelajaran. Supervisi juga memberikan dukungan emosional, motivasi, serta memperkuat kolaborasi antara pengawas dan guru dalam meningkatkan kualitas pembelajaran. Temuan ini sejalan dengan penelitian terdahulu, namun studi ini mengidentifikasi kesenjangan penelitian (research gap) berupa keterbatasan kajian yang menyoroti integrasi supervisi kolaboratif, reflektif, dan berkelanjutan secara simultan dalam konteks pengembangan kompetensi profesional guru. Oleh karena itu, penelitian ini menawarkan perspektif baru dengan menekankan pentingnya model supervisi yang berpusat pada guru, humanis, dan berorientasi pada peningkatan berkelanjutan. Studi ini menyimpulkan bahwa supervisi yang terstruktur dengan baik dan dilaksanakan secara kolaboratif mampu memberikan pengaruh positif terhadap peningkatan kompetensi profesional guru. Dengan demikian, sekolah perlu memperkuat budaya supervisi sebagai bagian dari pengembangan keprofesian berkelanjutan.

Abstract

This study aims to examine the motivation of educational staff in improving the effectiveness of academic administration services in higher education institutions during the digital transformation. Educational staff play a strategic role in ensuring the accuracy, timeliness, and quality of academic administration processes, which in turn affect the efficiency of institutional management and the overall student experience. This study utilised a qualitative method by conducting a systematic review of 23 sources, including scientific articles, academic books, and policy documents published between 2020 and 2025. The literature selection process was carried out in several stages: (1) conducting an initial search using keywords related to work motivation and academic administration, (2) filtering sources based on predetermined inclusion criteria, publications written in Indonesian or English, relevant to the context of educators, and published within the specified time period, and (3) eliminating duplicate entries, non-scientific material, and references that lacked sufficient empirical or conceptual content. All sources that met the eligibility criteria were analysed using thematic analysis techniques, which included initial coding, theme grouping, and synthesis of findings to identify patterns, core concepts, and relationships between variables related to the work motivation of educators in higher education. Thematic analysis reveals that work motivation is shaped by intrinsic factors such as the importance of work, obligations related to public service, and opportunities for professional advancement and extrinsic factors, including reward systems, organisational work environment, and proportional workload. The results of the study show that the effectiveness of academic administration services is influenced by three main groups of factors: (1) intrinsic motivation, such as a sense of meaning in work and a moral commitment to serve; (2) extrinsic motivation, including reward systems, workload, and work environment support; and (3) Public Service Motivation (PSM), which plays a role in strengthening the dedication of educational personnel to service management. The literature synthesis also reveals that motivation only has an optimal impact when supported by strong human resource management, participatory leadership, and adequate digital competence. Thus, the findings of this study directly confirm the relationship between work motivation and the effectiveness of academic services, while also providing strategic direction for universities in designing interventions to improve service quality.
