The Education Office of Banyumas Regency manages six facility locations whose reservation process is still recorded manually using physical whiteboards, leading to unequal access to schedule information, double-booking risks, and the absence of an audit trail. This study aims to develop SIMPUL (Sistem Informasi Manajemen Peminjaman Unit Lokasi), a facility reservation system that implements a priority-based scheduling conflict resolution mechanism to automatically handle conflicts between internal and external users, along with reminder and digital calendar features. The system was developed using the Prototyping method (Aldisa) with Laravel 12, PHP 8.2, and MySQL, supported by data collected through observation, interviews, and a literature review. Testing was conducted using Black Box Testing, the System Usability Scale (SUS), and User Acceptance Testing (UAT). All Black Box Testing scenarios produced outputs that matched expectations. SUS evaluation involving nine respondents yielded an average score of 80.0, which falls in the acceptable category, while UAT results showed acceptance rates of 90.0% among internal users and 72.2% among external users. Based on these results, SIMPUL is capable of supporting facility reservation management by providing equal access to schedule information for internal and external users and automatically detecting and resolving scheduling conflicts, and has been declared feasible for implementation at the Education Office of Banyumas Regency.
