Abstract

Penelitian ini memberikan gambaran tentang bagaimana suatu komponen atau parameter lingkungan akan berubah akibat adanya aktivitas pelaksanaan peningkatan ruas jalan sehingga dapat dilakukan pencegahan untuk meminimalisasi dampak yang ditimbulkan. Tujuan dari penelitian ini yaitu untuk mengidentifikasi dampak yang terjadi akibat pembangunan ruas Jalan Pingaran Kabupaten Banjar dan peran institusi dalam pengelolaan dan pemantauan lingkungan serta mengetahui nilai tingkat kebisingan pada lokasi rencana proyek. Penelitian ini menggunakan metode pendekatan kualitatif deskriptif yang disajikan berdasarkan analisis data yang bersifat induktif berdasarkan fakta-fakta yang ditemukan dari hasil pengumpulan data dan pengambilan sampel. Metode prakiraan dampak yang dipakai adalah pendekatan yang bersifat formal maupun non formal dengan menggunakan kriteria atau standar baku mutu lingkungan yang ada. Dampak yang ditimbulkan maupun yang akan terjadi baik bersifat positif maupun negatif akibat dari proyek peningkatan ruas jalan diidentifikasikan berdasarkan pengumpulan informasi dengan penilian mulai dari pra konstruksi, konstruksi, dan pasca konstruksi. Hasil dari penelitian ini yaitu pada kondisi eksisting rencana peningkatan ruas jalan didapatkan kebisingan dengan nilai sebesar 51 dB yang mana masih memenuhi batas maksimum berdasarkan Pergub Kalsel Nomor 53 Tahun 2007 bagian Lampiran II Baku Mutu Kebisingan dan penilaian kondisi lingkungan berdasarkan PP No. 22 Tahun 2021 yang masih terkendali. Komponen lingkungan hidup yang terkena dampak dari pelaksanaan proyek konstruksi peningkatan jalan ini mencakup komponen lingkungan geofisik kimia, biologi, sosial ekonomi dan budaya, serta kesehatan Masyarakat.

Abstract

The intersection of Jalan Patih Rumbih-Jalan Jawa-Jalan Keruing is located in Kuala Kapuas and is part of the Trans Kalimantan Highway. The intersection experiences heavy traffic, especially in the morning and evening. To assess the performance of the intersection, the method used was direct observation. Furthermore, data analysis was carried out using the Indonesian Road Capacity Standard (PKJI 2023) guidelines. Based on the analysis and calculations, the densest traffic occurs between 4:00 PM and 5:00 PM. The results obtained for the current intersection condition are a Degree of Saturation of 0.788, an Intersection Delay of 39.15 seconds/smp, and a level of service D. Furthermore, alternative improvements were carried out so that the solution implemented to the problem was a geometric widening of the road to 10 meters for the main road and 9 meters for the secondary road with a change in signal to three phases. The average delay at the intersection is 22.27 seconds/smp, the degree of saturation reaches 0.392, and the cycle time is set at 74 seconds, with a service level index of C, which meets the criteria for a signalized intersection. Keywords: APILL, Urban Traffic Congestion, Degree of Saturation, Level of Service, Signal Cycle Optimization

Abstract

People crossing bridges serve as a means to reduce conflicts between pedestrians and vehicles, which can interfere with the smooth flow of traffic, as well as improve safety and comfort when crossing. One of the roads in Banjarbaru that uses access to cross people, namely on Ahmad Yani KM 34 street, precisely adjacent to the Banjarbaru City BNI office. This pedestrian crossing bridge is newly built by the government, this is done based on consideration of the need for transportation crossing facilities/infrastructure in the city of Banjarbaru. This study was conducted to evaluate the performance of the use of pedestrian bridges in Banjarbaru City by considering the frequency of crossings (P), traffic intensity (V), and evaluations from participants. The level of effectiveness of the use of pedestrian bridges is classified as "highly effective." Based on the results of the analysis, the PV2 value  obtained exceeded 2x108. The number of crossers (P) is in the range of 50-100 people per hour, while the volume of vehicles (V) is in the range of >750 vehicles per hour. Referring to the standards of the Directorate General of Highways in 2023, the most suitable crossing facility for the location being studied is Pelican with waiting stalls and pelican only. Based on the assessment of pedestrians using the Likert scale, a total average score of 3.085 was obtained, which shows that its effectiveness is relatively low. Based on observations and measurements at the site, several parameters were found that did not meet the applicable guideline standards. For example, the height of the climb (0.1 m) is less than the stipulated (it should be a minimum of 0.15 m and a maximum of 0.18 m). In addition, the width of the step (0.25 m) is not in accordance with the Bina Marga regulations which require a minimum width of 0.3 m. Abstract

The design of roundabout intersections is one of the vital aspects in the development of road networks, especially in areas with high traffic density from various directions. One of the roundabouts located in Banjarbaru City serves to serve the flow of vehicles from four main directions, namely Banjarbaru, Martapura, Sungai Ulin, and Cempaka. Along with the growth in population and motorized vehicles, traffic problems in the form of conflicts between vehicles and congestion are becoming increasingly complex at this location. The analysis method used refers to the 2023 Indonesian Road Capacity Guidelines (PKJI 2023) and analysis using Excel software. The data analyzed include the geometric aspects of the roundabout, traffic volume for 24 hours, and population data for Banjarbaru City. The results of the study showed that the existing conditions resulted in a degree of saturation (Ds) of 0.861, a delay (T) of 13.690 seconds/pcu, and a queue opportunity (Pa) of 51%, which indicates that the performance of the roundabout has decreased. After conducting repair simulations, there are two alternative solutions proposed, namely changing the roundabout into an intersection with traffic lights (APILL) which is able to reduce Ds to 0.721 and delay (T) to 11.51 seconds/pcu, as well as the option of widening the road geometry which produces Ds of 0.675, delay of 10.117 seconds/pcu,  and the opportunity for queues to decrease to 26%. Abstract

The population and motor vehicle growth in Marabahan City, South Kalimantan, as a result of the designation of East Kalimantan as the new capital of Indonesia, has led to a significant increase in traffic volume, particularly at the Marabahan four-leg intersection—a non-signalized intersection that serves as a key route for community activities during peak hours. This study aims to evaluate the current performance of the intersection, determine when its performance begins to decline, and propose appropriate mitigation measures, using methods based on the 2023 Indonesian Highway Capacity Guidelines (PKJI 2023) and analysis conducted with Excel. Traffic volume data collected over 12 hours on November 24 and 25, 2024, along with population data from Barito Kuala Regency, were analyzed, revealing peak hours on Sunday at 17:00–18:00 and Monday at 07:15–08:15, with an existing performance showing a level of service C. Forecasting indicates a decline in performance to the level of service D by the 14th year,  necessitating intervention. Two alternative solutions are proposed: converting the intersection into a signalized (APILL) intersection with an average delay of 25 seconds/pcu (LOS B) and widening the geometric layout, resulting in a degree of saturation (DS) of 0.873, delay of 16.674 seconds/pcu, queue probability of 45.506%, and maintaining a level of service C.Keywords: Intersection Performance, Indonesian Highway Capacity Guidelines 2023 (PKJI 2023), Signalized Intersection (APILL), Level of Service Index, Capacity, Degree of Saturation.
