Abstract

This research examines the legislative process of Tanah Datar District Regulation No. 1/2015 on Education Implementation, particularly Chapter IX which regulates Special Education and Special Service Education. The issue raised is the limited access to education for students with special needs and vulnerable groups in the region. This study aims to analyze the legislative stages of the local regulation, the actors involved, and the challenges of its implementation. The method used is a descriptive qualitative approach with data collection techniques through interviews, document studies, observation and literature review. The results show that the legislative process is carried out systematically, starting from issue identification, agenda setting, preparation of academic papers, to ratification. However, the implementation still faces obstacles, such as limited human resources, inadequate facilities and low public awareness of the importance of inclusive education. In conclusion, this local regulation is a progressive step in promoting an equitable and inclusive education system in Tanah Datar. However, its successful implementation depends on strengthening coordination between agencies, increasing the capacity of educators, providing an adequate budget and continuous evaluation.Keywords: Public Policy, Education Local Regulation, Special Education, Special Services,

Abstract

Tata kelola satuan pendidikan dasar memegang peran penting dalam menjamin mutu pendidikan yang berkelanjutan. Sebagai ujung tombak sistem pendidikan nasional, Sekolah Dasar (SD) memiliki tanggung jawab untuk membentuk nilai dan kompetensi dasar peserta didik. Dalam konteks ini, kepala sekolah memiliki peran strategis dalam menunjang tata kelola sekolah melalui pengambilan keputusan yang efektif. Artikel ini bertujuan untuk mengkaji peran kepala sekolah tidak hanya sebagai administrator, tetapi juga sebagai pemimpin yang menentukan arah kebijakan, mengelola sumber daya, serta menjalin kemitraan dengan pemangku kepentingan internal dan eksternal. Dengan menggunakan pendekatan deskriptif kualitatif berbasis kajian kepustakaan, artikel ini mengulas teori kepemimpinan, struktur tata kelola, dan proses pengambilan keputusan di pendidikan dasar. Hasil kajian menunjukkan bahwa kepala sekolah harus memiliki kemampuan analitis, perencanaan berbasis data, serta adaptif terhadap dinamika sosial, teknologi, dan budaya. Berbagai tantangan seperti keterbatasan fasilitas, kekurangan guru, dan rendahnya partisipasi masyarakat menuntut kepala sekolah untuk tanggap dan kolaboratif dalam mengambil keputusan. Selain itu, implementasi kebijakan nasional seperti Kurikulum Merdeka dan digitalisasi sekolah menuntut kepala sekolah bersikap visioner dan responsif terhadap tuntutan pendidikan abad ke-21. Kajian ini menyimpulkan bahwa pengambilan keputusan yang transparan, partisipatif, dan akuntabel merupakan kunci dalam memperkuat tata kelola sekolah. Kemampuan kepala sekolah dalam melibatkan guru, komite sekolah, dan orang tua dalam proses pengambilan keputusan mendorong terwujudnya pendidikan yang inklusif dan berkelanjutan. Oleh karena itu, penguatan kapasitas kepala sekolah menjadi krusial dalam mewujudkan sistem pendidikan dasar yang bermutu dan berdaya saing.

Abstract

This article discusses the Application of Risk Management in the Management of Educational Institutions in Indonesia, which aims to analyze the importance of risk management in maintaining the sustainability and quality of educational institutions. In facing various challenges, both internal, such as limited resources and managerial errors, and external, such as policy changes, educational institutions are required to have an effective and integrated risk management system. This study uses a library research method by examining various sources such as scientific journals, books, and relevant laws and regulations. The results show that the systematic application of risk management through the stages of identification, analysis, mitigation, implementation, and evaluation can help educational institutions anticipate potential disruptions and improve management efficiency. In addition, the successful implementation of risk management is greatly influenced by human resource competencies, risk awareness, and stakeholder support. However, in Indonesia, its implementation still faces obstacles in the form of a lack of understanding among managers, limited resources, and suboptimal integration into the school management system. Therefore, it is necessary to strengthen managerial capacity, provide continuous training, and obtain government policy support so that risk management risk management can be implemented effectively, sustainably, and capable of improving the quality of national education.
