Abstract

Electronic Medical Records (EMR) allow for the digital management of patient information, replacing traditional paper-based methods. “X” Primary Clinic faces challenges in medical and administrative efficiency, particularly regarding service time, which is a common patient complaint. This study aims to optimize EMR utilization as a solution to enhance work effectiveness. A qualitative descriptive research approach with focused interviews was employed. The study population consists of employees at “X” Primary Clinic involved in EMR implementation. The purposive sampling technique was used, with 10 informants, including the branch manager, human resources and administration supervisor, general practitioners, nurses, administrative staff, radiographers, laboratory analysts, IT personnel, and medical record officers. Data were collected through observations, interviews, and document analysis. The findings reveal adequate technological infrastructure, although general practitioners still rely on paper-based records. Moreover, EMR training for staff is limited and lacks regular implementation, affecting their ability to fully utilize the system. While management has provided supportive facilities for EMR adoption, routine evaluations and monitoring need improvement. Government support in EMR regulations and oversight is significant; however, network access and training for healthcare facilities require further enhancement. This study concludes that optimizing EMR implementation can improve work effectiveness and healthcare service quality, necessitating regular evaluations, enhanced training programs, and stronger policy support from management and the government to maximize EMR's benefits for medical staff and patients at “X” Primary Clinic

Abstract

Abstract:The implementation of Electronic Medical Records (EMR) has become an essential component of digital transformation in healthcare services aimed at improving service productivity through effective health information management. This study aims to analyze the effects of EMR system stability, information quality, Information Technology (IT) technical support, and system efficiency on outpatient service productivity at Universitas Islam Indonesia Hospital, Yogyakarta. The study employed a quantitative approach with an explanatory research design and a cross-sectional approach, involving 113 respondents selected through probability sampling with a proportionate stratified random sampling technique based on the Slovin formula. Data were collected using a five-point Likert-scale questionnaire and analyzed using multiple linear regression with IBM SPSS Statistics version 26. The results show that EMR system stability (B = 0.216; t = 4.554; Sig. = 0.000), information quality (B = 0.333; t = 7.211; Sig. = 0.000), IT technical support (B = 0.219; t = 4.640; Sig. = 0.000), and system efficiency (B = 0.250; t = 5.477; Sig. = 0.000) each have a positive and significant effect on outpatient service productivity. Simultaneously, the four variables have a significant effect (F = 367.962; Sig. = 0.000) with an R Square value of 0.931, indicating that 93.1% of the variance in outpatient service productivity is explained by the four variables, while 6.9% is influenced by other factors outside the model. Information quality is the most dominant contributing variable. This study concludes that system stability, information quality, IT technical support, and system efficiency are important factors that need to be managed in an integrated manner to improve EMR-based outpatient service productivity.
