Abstract

Penelitian ini bertujuan untuk menganalisis penerapan prinsip-prinsip good governance dalam penyelenggaraan MPP Grha Tiyasa Kota Bogor. Metode yang digunakan adalah metode penelitian kualitatif dengan penyajian secara deskriptif. Hasil penelitian menunjukkan bahwa pada prinsip effectiveness and efficiency belum terpenuhi karena masih terdapat kekurangan dalam hal pemahaman program, tepat sasaran, dan kendala keterbatasan SDM. Pada prinsip openness and transparency telah terpenuhi dengan cukup baik, pihak MPP Kota Bogor telah menyediakan informasi pelayanan secara terbuka dan transparan melalui berbagai kanal yang disediakan. Pada prinsip participation belum terpenuhi dengan baik karena keterlibatan masyarakat dalam kegiatan sosialisasi masih belum dimanfaatkan secara maksimal. Berdasarkan hasil penelitian dapat disimpulkan bahwa prinsip good governance belum terpenuhi dengan baik dalam MPP Grha Tiyasa Kota Bogor. Penelitian juga menekankan pentingnya bagi Pemerintah Kota Bogor untuk memprioritaskan perbaikan internal melalui rekrutmen pegawai, optimalisasi pemanfaatan teknologi dengan edukasi penggunaan aplikasi, serta meningkatkan keterlibatan masyarakat melalui sosialisasi secara rutin dan intensif. This research intends to analyze the application of good governance principles in the implementation of MPP Grha Tiyasa Bogor City.The method used is a qualitative research method with a descriptive presentation. The research results indicate that the principles of effectiveness and efficiency have not been met due to shortcomings in program understanding, targeting, and limitations in human resources. In terms of the principle of openness and transparency, it has been sufficiently met, as the MPP of Bogor City has provided service information openly and transparently through various available channels. In principle, participation has not been well fulfilled because community involvement in socialization activities has not been maximally utilized. Based on the research findings, it can be concluded that the principles of good governance have not been well fulfilled in MPP Grha Tiyasa, Bogor City. The research also emphasizes the importance for the Bogor City Government to prioritize internal improvements through employee recruitment, optimization of technology utilization with application usage education, and increasing community engagement through regular and intensive socialization.

Abstract

Cyberbullying or online bullying has become an alarming global phenomenon, especially in the current digital era. This study discusses and compares the policies and approaches implemented by Indonesia and South Korea in handling cyberbullying cases. The comparative descriptive approach used in this research collects data from various secondary sources, including scientific literature, research reports, and legal and policy documents. Policies for handling cyberbullying are regulated through the Information and Electronic Transactions Law as well as several additional regulations, although they still face challenges in effective and consistent implementation. Meanwhile, South Korea relies on several key legal products and an inclusive approach, although its regulatory implementation also faces challenges. Both countries have their own complexities in dealing with cyberbullying, which are influenced by social, cultural and technological factors. The results of this research emphasize the importance of inter-agency coordination, improvements in legal definitions, and increased public awareness as keys to increasing victim protection and reducing future cyberbullying incidents.
