Abstract

Penerapan Peraturan Menteri Pendayagunaan Aparatur  Negara  dan Reformasi Birokrasi Nomor 26 Tahun 2016 tentang Pengangkatan Pegawai Negeri Sipil Dalam Jabatan Fungsional Melalui Penyesuaian/Inpassing di Universitas Padjadajaran periode tahun 2017 sampai dengan Akhir November 2021, menjadi salah satu penetapan jabatan fungsional Universitas dalam melaksanakan kebijakan inpssing yaitu Jabatan Fungsional Pranata Hubungan Masyarakat (Humas) yaitu jabatan yang mempunyai ruang lingkup tugas, tanggung jawab, wewenang untuk melaksanakan kegiatan pelayanan informasi dan kehumasan, jabatan tersebut sangat dibutuhkan oleh Universitas Padjadjaran. Tujuan Penelitian ini adalah mengkaji bagaimana Pengangkatan jabatan fungsional Pranata Humas melalui penyesuaian/inpassing merupakan salah satu reformasi birokrasi dalam penataan jabatan fungsional, berdasarkan Peraturan  Pemerintah nomor 11 Tahun 2017  tentang Manajemen Pegawai Negeri Sipil pada pasal 164,  pola karir Aparatur Sipil Negara bertujuan untuk keselarasan potensi dan kompetensi yang berdampak pada peningkatan kinerja instansi pemerintah, dijadikan dasar/pedoman  untuk menyusun  urutan jabatan, penempatan dan/atau perpindahan Aparatur Sipil Negara dalam jenjang jabatan dan atau antar posisi di setiap jabatan,  secara berkesinambungan antara pola karir yang dibentuk instansi dan pola karir secara nasional dalam penguatan jabatan fungsional Pranata Humas. Metode yang digunakan dalam penelitian ini adalah kualitatif  dengan teknik pengumpulan data melalui studi kepustakaan yang bertujuan untuk mengkaji pola karier jabatan fungsional melalui inpassing pranata Pranata Humas dapat dibentuk dengan mengunakan model vertikal, horizontal dan diagonal di Universitas Padjadjaran, kenyataannya  dibentuknya  pola karier jabatan fungsional Pranata Humas yang memiliki kompetensi, profesional, mandiri,  kreatif dan inovatif, bisa menjawab kebutuhan Universitas Padjadjaran dalam merespon tuntutan perubahan lingkungan nasional, regional dan global.

Abstract

A number of reports obtained by the Ombudsman of the Republic of Indonesia related to problems in the implementation of health services indicate that the implementation of health services in Indonesia has not been running well. South Tangerang City is one of the big cities in Banten Province that does not have A/B type health facilities. In addition, the researchers findings indicate that out-patient care services at Tangsel Hospital have not been running optimally. This study aims to determine and describe the quality of out-patient care services at Tangsel Hospital. Researchers used 6 (six) dimensions in health service standards according to WHO. This research is a descriptive quantitative research with survey methods and questionnaires as research instruments. Researchers used the Accidental Sampling technique for sampling. The results of hypothesis testing using the one sample test showed that the quality of health services at Tangsel Hospital was greater than 70%, which means H0 was rejected and Ha was accepted. This shows that the quality of of out-patient care services at Tangsel Hospital is categorized as very good. Researchers suggest an improvement in service time management that requires face-to-face meetings with doctors and parking management considering that Tangsel Hospital is a fairly large hospital. Regular evaluations and training on ethics and attitudes in treating patients need to be held. In addition, the researchers suggested that Tangsel Hospital conduct socialization regarding queues and online doctor schedules to old and/or new patients, so that problems such as waiting times and call centers can be resolved properly.Sejumlah laporan yang didapatkan Ombudsman RI terkait dengan permasalahan penyelenggaraan pelayanan kesehatan menunjukkan bahwa penyelenggaraan pelayanan kesehatan di Indonesia belum berjalan dengan baik.. Kota Tangerang Selatan adalah salah satu kota besar di Provinsi Banten yang tidak memiliki fasilitas kesehatan di tipe A/B. Selain itu, temuan-temuan awal peneliti yang menunjukkan bahwa pelayanan rawat jalan di RSUD Tangsel belum berjalan secara maksimal. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan kualitas pelayanan rawat jalan RSUD Tangsel. Peneliti menggunakan 6(enam) dimensi kualitas pelayanan menurut Tjiptono dan 6(enam) dimensi dalam standar pelayanan kesehatan menurut WHO. Penelitian ini merupakan penelitian kuantitatif deskriptif dengan metode survei dan kuisioner sebagai instrumen penelitian. Peneliti menggunakan teknik Accidental Sampling untuk pengambilan sampel. Hasil pengujian hipotesis dengan menggunakan one sample test menunjukkan bahwa kualitas pelayanan rawat jalan RSUD Tangsel lebih besar dari 70% yang artinya H0 ditolak dan Ha diterima. Hal tersebut menunjukkan bahwa kualitas pelayanan rawat jalan RSUD Tangsel dikategorikan sangat baik.Peneliti menyarankan adanya perbaikan manajemen waktu layanan yang membutuhkan tatap muka dengan dokter dan pengelolaan parkir mengingat RSUD Tangsel adalah rumah sakit yang cukup besar. Perlu diadakan evaluasi rutin dan pelatihan mengenai etika dan sikap dalam menangani pasien. Selain itu peneliti menyarankan RSUD Tangsel mengadakan sosialisasi mengenai antrian dan jadwal dokter online kepada pasien lama dan/atau baru, sehingga permasalahan seperti waktu tunggu dan call center dapat teratasi dengan baik.

Abstract

ABSTRAKIndonesia merupakan negara yang rawan akan bencana baik bencana alam maupun non alam. Bencana merupakan sebuah peristiwa yang mengancam dan mengganggu kehidupan dan penghidupan masyarakat. Banjir merupakan luapan air yang tidak dapat ditampung sungai, banjir juga merupakan sebuah bencana karena mengganggu aktivitas yang masyarakat. DKI Jakarta memiliki resiko rentan bencana banjir yang tegolong tinggi. Oleh karenanya perlu dilakukan upaya untuk menanggulangi bencana banjir tersebut. Hal ini berkaitan dengan kesiapsiagaan bencana banjir di DKI Jakarta, oleh karenanya perlu ada kegiatan untuk pemenuhan 5 paramaeter kesiapsiagaan yang nantinya dapat dinilai bahwasannya DKI Jakarta sudah siap terhadap bencana banjir. ABSTRACTIndonesia is a country that is prone to disasters, both natural and non-natural. Disaster is an event that threatens and disrupts people's lives and livelihoods. Floods are overflows of water that cannot be accommodated by rivers, floods are also a disaster because they interfere with community activities. DKI Jakarta has a high risk of being vulnerable to flooding. Therefore, it is necessary to make efforts to overcome the flood disaster. This is related to flood disaster preparedness in DKI Jakarta, therefore there needs to be activities to fulfill the 5 preparedness parameters which can later be assessed that DKI Jakarta is ready for flood disasters.

Abstract

Ketergantungan pangan yang tinggi terhadap daerah lain membuat Kota Bandung sangat rentan terhadap ketahanan pangan, tidak memiliki kedaulatan pangan, rentan terhadap gejolak harga, atau tidak dapat mengontrol harga pangan yang beredar. Tata kelola digital melalui indigenous knowledge di Kota Bandung menjadi aspek penting untuk mewujudkan ketahanan pangan, salah satunya melalui pertanian perkotaan terpadu yang disebut Buruan Sae (Pekarangan Sehat Alami dan Ekonomis). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di Kota Bandung. Hasil penelitian menunjukkan bahwa Kota Bandung melalui DKPP belum menerapkan tata kelola pemerintahan digital pada program Buruan Sae, baru baru memulai yaitu dengan pembuatan aplikasi yang belum sempurna yang merupakan layanan menuju pemerintahan digital, belum sampai pada kategori SPBE. Padahal program buruan sae dapat membantu masyarakat memanfaatkan sumber tanaman pekarangan sebagai alternatif untuk ketahanan pangan, dengan adanya teknologi digital yang mendukung program buruan sae DKPP dapat melacak alur barang dari petani hingga ke konsumen, memonitoring kualitas produk, dan memastikan pemenuhan standar keamanan pangan yang memberikan kepercayaan konsumen terhadap produk lokal. Such high food dependence on other areas means that the city of Bandung is very vulnerable to food security, does not have food sovereignty, is vulnerable to price fluctuations, or cannot control the price of food in circulation. Digital governance through indigenous knowledge in the city of Bandung is an important aspect of realizing food security, one of which is through integrated urban farming called Buruan Sae (Natural and Economical Healthy Yard). This research uses a qualitative approach with a case study method in the city of Bandung. The results of the research show that the City of Bandung, through DKPP, has not yet implemented digital governance in the Buruan Sae program, only just starting out, namely with the creation of a rudimentary application that is a service towards digital government, not yet reaching the SPBE category. Even though the sae hunting program can help the community utilize garden plant sources as an alternative for food security, the existence of digital technology that supports the sae hunting DKPP can track the flow of goods from farmers to consumers, monitor product quality, and ensure compliance with food safety standards that provide consumer trust in local products.

Abstract

Revolusi Industri 5.0 merupakan realisasi dari ide dan inovasi baru yang terlibat dalam transformasi digital di berbagai sektor. Tidak terkecuali pada pengembangan teknologi bidang kearsipan menjadi semakin mencolok, dengan peran sentral teknologi digital dan arsip digital dalam proses transformasi. Penelitian ini difokuskan pada peran krusial teknologi digital pada proses penyimpanan arsip digital di Record Center Ibnu Sina Universitas Padjadjaran, sebagai langkah proaktif untuk memenuhi kebutuhan perkembangan teknologi informasi, dengan tujuan memastikan akses informasi yang sah, meningkatkan efisiensi operasional, dan keamanan data yang optimal. Metode penelitian ini melibatkan wawancara, dan analisis dokumentasi untuk menyoroti kompleksitas tantangan dan kebutuhan adaptasi menghadapi lingkungan informasi yang dinamis. Hasil penelitian menunjukkan bahwa implementasi penyimpanan arsip digital efektif meningkatkan efisiensi pencarian dan manajemen dokumen, serta memberikan dampak positif yang signifikan terhadap kecepatan pengambilan data. Dalam konteks keamanan dan integritas data, penelitian ini menawarkan analisis mendalam, memberikan jaminan terhadap kelangsungan dan keandalan sistem kearsipan digital. Diharapan, temuan penelitian ini memberikan kontribusi praktis bagi institusi pendidikan dan organisasi serupa untuk meningkatkan efektivitas pengelolaan arsip, lebih jauh, turut berkontribusi pada pemahaman global tentang transformasi digital dalam konteks kearsipan institusional. Implikasi penelitian ini tidak terbatas secara lokal, melainkan memiliki relevansi yang luas dalam dinamika transformasi digital global yang tengah berkembang. The Industry 5.0 Revolution embodies new ideas and innovations driving digital transformation across sectors, including the noteworthy advancement in archival technology. Digital technology and archives play a central role in this transformation. This study focuses on the pivotal role of digital technology in the storage process at Ibn Sina University Padjadjaran's Records Center. It serves as a proactive response to evolving information technology, aiming to ensure legitimate information access, enhance operational efficiency, and optimize data security. The research methodology involves interviews and document analysis to highlight challenges and adaptation needs in a dynamic information environment. The findings indicate that implementing digital archive storage effectively improves document retrieval and management efficiency, significantly speeding up data retrieval. The research provides a thorough analysis of data security and integrity, ensuring the sustainability and reliability of the digital archival system. The hope is that these findings practically contribute to improving archive management effectiveness in educational institutions and similar organizations. Furthermore, it adds to the global understanding of digital transformation in institutional archives. The implications of this research extend beyond local boundaries, offering relevance in the evolving dynamics of global digital transformation.

Abstract

This research was conducted to analyse the implementation of the supply chain in the citrus entrepreneurs in Lembang. This research uses a descriptive method. The data collection techniques used were a literature study and a field study. Field studies include observation, interviews.  Implementation of supply chain management in citrus entrepreneurs involves entrepreneurs as suppliers, and consumers. Consumers in question are business people such as supermarkets, merchants in traditional markets.  Penelitian ini dilakukan untuk menganalisis pelaksanaan supply chain pada pengusaha jeruk di Lembang. Penelitian ini menggunakan metode deskriptif. Teknik pengumpulan data yang digunakan adalah studi kepustakaan dan studi lapangan. Studi lapangan meliputi observasi, wawancara.  Pelaksanaan Supply chain management pada pengusaha jeruk melibatkan pengusaha sebagai supplier, dan konsumen. Konsumen yang dimaksud adalah pelaku usaha seperti supermarket, para pedagang yang ada di pasar tradisional.

Abstract

This study uses bibliometric analysis to investigate the complex connections between strategic innovation and emerging market. In this dynamic subject, it highlights prospective future research directions and indicates important obstacles and emerging trends. A carefully selected group of 5,467 research papers is extracted from the vast Scopus database using a custom search phrase that is intended to highlight strategic innovation and emerging markets. After a rigorous manual screening procedure that follows the PRISMA protocol, 496 studies are carefully chosen for in-depth bibliometric analysis. This study uses scientific mapping tools to visually display the complex interactions and interconnections among diverse research streams in addition to analyzing the performance of these This study uses bibliometric analysis to investigate the complex connections between strategic innovation and emerging market. This study effectively synthesizes previous material by offering a unique viewpoint on the complex links between strategic innovation and emerging markets. It provides insightful information that advances our knowledge of how companies can successfully negotiate the challenging terrain of emerging markets and adopt strategic innovation in order to prosper in this revolutionary climate.

Abstract

Penelitian ini membahas Tata Kelola  arsip dinamis dalam meningkatkan efisiensi pengelolaan arsip di Record Center Fakultas Ilmu Sosial dan Ilmu Politik Universitas Padjadjaran, dengan merujuk pada Undang-Undang Nomor 43 Tahun 2009 tentang Kearsipan Pasal 40 ayat (2) menyatakan bahwa pengelolaan arsip dimulai dari tahap penciptaan arsip, penggunaan dan pemeliharaan arsip serta penyusutan arsip. Dengan menggunakan pendekatan kualitatif, data diperoleh melalui observasi, wawancara, dan studi literatur. Hasil penelitian menunjukkan bahwa Tahapan Penciptaan arsip hasil di Record Center FISIP Universitas Padjadjaran sudah berjalan dengan baik dengan mengacu kepada peraturan yang berlaku, namun SOP dibuat mualai Tahun 2024, sedangkan RC FISIP Unpad berdiri tahun 2021, sehingga 2 tahun teerdapat kesosongan SOP Tata Kalelola. Tahapan Pengunnan dan dan Pemeliharaan arsip belum berjalan optimal hal ini dikarenakan terhambat dalam proses penerapan sistem kearsipan digital, dengan terbatasnya infrastruktur peralatan untuk digitasi arsip, dan Tahapan Penyusutan arsip belum optimal karena dalam prosesnya membutuhkan waktu lama hal. Penelitian ini merekomendasikan peningkatan infrastruktur, penguatan regulasi, serta pengembangan kompetensi sumber daya manusia untuk mendukung pengelolaan arsip yang lebih efektif dan efisien. This research discusses dynamic archive governance in improving the efficiency of archive management at the Record Center of the Faculty of Social and Political Sciences, Padjadjaran University by referring to Law Number 43 of 2009 concerning Archives Article 40 paragraph (2) which states that archive management starts from the stages of archive creation, use and maintenance of archives and archive depreciation. By using a qualitative approach, data is obtained through observation, interviews, and literature studies. The results showed that the stages of archive creation at the Record Center FISIP Padjadjaran University have been running well by referring to applicable regulations, but the SOP was made starting in 2024, while RC FISIP Unpad was established in 2021, so that 2 years there was a vacancy in the SOP for Management. The stages of archive collection and maintenance have not run optimally, this is because they are hampered in the process of implementing a digital archive system, with limited infrastructure equipment for digitizing archives, and the stages of archive depreciation are not optimal because the process takes a long time. thing. This research recommends improving infrastructure, strengthening regulations, and developing human resource competencies to support more effective and efficient archive management.

Abstract

The most important indicator of successful government performance is public services. Specifically, in population administration services, people often face the most complicated bureaucratic procedures, lengthy, and wasting time. This situation creates opportunities for certain individuals to offer alternative bureaucratic paths for an additional fee and as we know that’s corrupt. This phenomenon reduces trust in the government and lowers the quality of population administration and civil registration services. To improve services, there is a need for the simplification of procedures, clarity, and easy access. The central government has authorized local governments to innovate, including in Depok City through the Sanpel De Prima program. This program was launched to bring services closer to the community and enhance public satisfaction with easy, affordable, fast services. This research aims to examine the effectiveness of population services in increasing public satisfaction and encouraging the ownership of population documents. This study uses qualitative research methods to evaluate the effectiveness of the Sanpel De Prima service. Despite this, there are still various issues hindering its effectiveness, such as lack of transparency in the status of document submissions, minimal program socialization, insufficient human resources, and incompetence of existing personnel. To measure the level of effectiveness, this research uses the effectiveness theory by Budiani, which involves variables such as Target Accuracy, Program Socialization, Purposes, and Monitoring Program to determine the program's effectiveness. Overall, the result of the program's implementation has shown its effectiveness, although there are some inhibiting factors from the internal side of the apparatus, infrastructure, and the community itself. Additionally, steps towards improvement are being aligned to better meet public satisfaction with public services.

Abstract

This research aims to explore the implementation of the intelligence phase in the development of the Jakarta Kini (JAKI) application as an integral part of the Jakarta Smart City initiative. The intelligence phase, described by Herbert Simon as a crucial stage in the decision-making process, involves identifying the problem, collecting relevant data, and deeply understanding the context. Using a descriptive qualitative method approach, this research aims to dig deeper into how Jakarta Smart City implements the intelligence phase to improve electronic-based public services through the JAKI platform. The results show that the effective implementation of the intelligence phase has contributed significantly to improved quality of public services provided, better responsiveness to community needs, and improved data-driven decision-making in the development of JAKI. The implications of these findings are highly relevant and provide valuable insights for other cities seeking to develop similar smart city initiatives. By integrating the intelligence phase in the decision-making process, it is expected to improve efficiency, service quality, and responsiveness to community needs in an evolving and changing urban context. As such, this research makes a substantial contribution to the understanding of the implementation of the intelligence phase in the context of the development of the Jakarta Kini (JAKI) application as part of the Jakarta Smart City initiative.
