Abstract

Fenomena kebijakan APBD disebagian besar daerah kurang mempertimbangkanaspek kepentingan masyarakat. Hal ini berbeda dengan Pemerintah KabupatenSumedang yang melibatkan masyarakat dalam proses perumusannya. Prosesperumusan kebijakan Anggaran Pendapatan dan Belanja Daerah KabupatenSumedang, menjadi judul dari penelitian ini.Metode yang digunakan dalam penelitian ini adalah metode deskriptif denganpendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah studipustaka dan studi lapangan, yang berupa observasi, wawancara, dan dokumentasi.Teknik penentuan informan menggunakan teknik purposive. Penelitian inidilakukan di DPRD Kabupaten Sumedang, Pemerintah Kabupaten Sumedang, danForum Delegasi Musrenbang (FDM).Berdasarkan hasil penelitian di lapangan, dapat diketahui bahwa tahapandalam proses perumusan kebijakan adalah perumusan masalah kebijakan,penyusunan agenda kebijakan, pemilihan alternatif kebijakan, dan pengesahankebijakan. Selain itu hal yang menarik didalam proses perumusan kebijakan APBDKabupaten Sumedang ini adalah katerlibatan lembaga lain selain pemerintah danDPRD yaitu FDM (Forum Delegasi Musrenbang). FDM akan mengawal keputusanhasil musrenbang hingga masuk kedalam pembahasan APBD. Sehingga dilihatdari prosesnya didalam kebijakan APBD Kabupaten Sumedang ini telah sesuaidengan harapan dan kepentingan masyarakat.Mengingat pentingnya perumusan kebijakan dalam menyelesaikan suatupermasalahan dalam masyarakat, maka Pemerintah Kabupaten Sumedang harusmembuat suatu kebijakan APBD yang dapat menyelesaikan masalah publik.Keterbukaan dan pola akomodatif yang luas terhadap partisipasi masyarakat dalamperumusan kebijakan APBD harus tetap dipertahankan karena hal itu dapat  meminimalisir penyimpangan-penyimpangan yang biasa terjadi dalam perumusan anggaran Daerah Kabupaten Sumedang. Hal ini merupakan awal yang positif dalam upaya membangun good governance pada pemerintahan Kabupaten Sumedang. FDM dan DPRD harus dapat membangun komunikasi yang intensif agar tidak menimbulkan konflik diantara kedua lembaga lokal tersebut. Karena baik DPRD dan FDM merupakan representasi masyarakat yang sama-sama meperjuangkan kepentingan masyarakat dalam perumusan anggaran di Kabupaten Sumedang

Abstract

Pada umumnya sistem kehidupan bernegara merupakan hasil persesuaian-diri dengan ajaran filsafat yang dianut dan yang terbentuk dari akibat perubahanperubahan yang terjadi dalam bidang sosial-politik dan sosial-ekonomi. Hal ini berbeda dengan sistem Islam, sebab ia berasal dari suatu sumber yang bersifat tetap, yaitu yang berpatok pada wahyu Tuhan.Hasil kajian menunjukan bahwa Islam adalah sistem sosial, tatanan kehidupan yang lengkap dan utuh, yang berhubungan dengan urusan-urusan pemerintahan, politik, ekonomi, sosial, dan seterusnya. Artinya, Islam sebagai agama tidak hanya mengandung hal-hal yang berdimensi teologis-ritualistik tetapi juga memberikan pedoman tentang kehidupan sosial pragmatis; Islam mempunyai dimensi pemerintahan, politik, dan kenegaraan yang mengisyaratkan kedekatan negara dengan agama

Abstract

Kapal niaga merupakan salah satu sarana moda transportasi laut yang sangat besar peranannya dalam menjaga stabilitas perekonomian dunia. Salah satu faktor untuk menjaga kelancaran, keselamatan dan keamanan operasi moda transportasi yaitu keselamatan dalam bernavigasi. Seiring dengan kemajuan teknologi komputer dan sistem informasi di bidang pelayaran telah menghadirkan Electronic Chart Display and Information System (ECDIS) sebagai cara baru dalam bernavigasi di laut yang dapat membantu meningkatkan keselamatan dalam bernavigasi, sehingga para Navigator melakukan pengawasan bernavigasi yang lebih cermat, efektif dan tepat,yang awalmya mengunakan peta laut yang menggunakan kertas peta sekarang beralih kepada system tehnologi,menggunakan electronic chart display and information system(ECDIS). ECDIS harus selalu dalam keadaan up to date, sehingga dapat menyediakan informasi yang mampu membantu pengawasan navigasi ataupun dapat memberikan peringatan kepada Mualim jaga jika kapal akan memasuki daerah yang tidak boleh dilayari. Oleh karena itu, dibutuhkan pengetahuan para navigator yang memadai tentang alat navigasi yang akan dipakai nantinya, agar pencapaian faktor keselamatan saat bernavigasi dapat lebih optimal. Kenyataan yang terjadi di lapangan, masih ada permasalahan dimana kapal yang telah dilengkapi dengan ECDIA tapi masih tinggi tingkat kecelakaan kapal disebabkan alat yang dipakai masih belum familier sehingga perlu penguasaan alat baru dengan baik dalam mengoperasikan ECDIS,untuk itu perlu pembelakan bagi navigator baik itu dari maker maupun perusahaan pelayaran terhadap para navigator yang menggunakan alat ini atau ECDIS. Tujuan penelitan ini adalah untuk melihat sejauh mana hubungan penggunaan alat navigasi terutama ECDIS digunakan diatas kapal, peneliti ingin mendapatkan bagaimana femilisasi bisa dilaksanakan diatas kapal dengan waktu terbatas, tapi pengenalan alat kepada navigator yang baru naik diatas kapal, bisa dilaksanakan.

Abstract

The goal of this study is to examine the impact of all fraud factors. Hexagon Model in order to detect fraudulent financial reporting which will form a fraudulent financial reporting based on the fraud hexagon elements. The test for determining the elements of the fraud hexagon that affect fraudulent finan-cial reporting will use the Wald Test and G Test, the likelihood ratio test using the stepwise regression and forward regression methods. Furthermore, the fea-sibility test model will be carried out. If the model formed does not pass the series of tests, there will be some improvements to the model to test the regres-sion specification error test (RESET). This is the strength of this study if we compare to previous studies. This Study shows that The Opportunity is viewed from the ineffectiveness of the supervisor, and the change of the chairman of the internal auditor influences fraudulent financial reporting. Other causes include financial target pressure, external pressure, and personal financial demands; Opportunity in terms of external auditor quality; Rationalization based on external auditor change and audit opinion; Capability that is seen from a change of directors; The amount of images of CEOs and CEO politicians demonstrates arrogance; and collusion which is reviewed from the amount of audit fee has no effect on Fraudulent Financial Reporting.

Abstract

Security and order were social life's needs and would create a comfortable and harmonious environment. That condition would carry out their daily lives, which will implicate their community welfare. The government as an organizer and community were responsible for security and order. The public was demanded to be aware and participate in creating security and order. The Head of the village was responsible for coordination with 'Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat' – known as Bhabinkamtibmas – to make the environment's security and order within the village government. This study used the descriptive qualitative method which provides an overview of coordination between the village government and Bhabinkamtibmas. Primary and secondary data were used which were obtained through observation, interviews, literature study, and documentation. The purposive technique was used to determine the informants of data information. Village government and Bhabinkamtibmas coordination about security and order were explained in the study's results, viewed by seven indicators: Information, Communication and Technology, Importance of Coordination Awareness, Participant Competence, Agreement and Commitment, Establishment of Agreements, Coordination Incentives, and Feedback.

Abstract

Community Reading Center (TBM) as a means for children to learn is one of the programs formulated by the government to build a learning community by increasing children's interest in reading. However, it isn’t all TBM are able to support this purpose due to existence of conditiions facing it, as experienced by TBM Al Bayun in Bandasari Village. Therefore, in the Unpad’s PKM (Integrated KKN-PPM) activity, it is generally intended to assist the village government in carrying out one of its tasks, while specifically intended to help the management of Al Bayun TBM to become a child learning facilities. The Model chosen for the implementation of its activities is the quadruple helix collaboration. While the method of activity is in the form of assistance, counseling to the community related to literacy, and technical guidance in managing TBM. PKM can be held as planned and generally, the set of activities in TBM management can be carried out properly. This is inseparable from the collaboration between the government, universities, publishing business actors, and civil society. The four collaborating parties can play their respective roles so that the aims and objectives of PKM activities can be achieved. This success also shows that with collaboration, the problems faced are more likely to be handled and all limitations can be completed

Abstract

Pengabdian Pada Masyarakat (PPM) Universitas Padjadjaran di Desa Ciliang Kecamatan Paragi Kabupaten Pangandaran dengan kegiatan Peningkatan Kapasitas Aparatur Desa. PPM ini dilakukan untuk untuk mengetahui peran pemerintah desa maupun faktor penghambat dalam meningkatkan ketahanan pangan di Desa Ciliang. Hal ini didasarkan pada pesatnya permasalahan yang berkaitan dengan ketahanan pangan, sehingga peran pemangku kebijakan politik menjadi begitu penting dan krusial terhadap isu tersebut. Metode pada kegiatan ini berupa assessment atau penghimpunan kritik dan saran dari masyarakat Desa Ciliang guna mendapatkan data maupun informasi yang ditujukan kepada pemerintah Desa Ciliang. Hasil yang didapatkan melalui kegiatan penyuluhan ini dapat meningkatkan kompetensi aparatur Desa tentang pengelolaan pemerintah serta memeberikan informasi bagiamana bentuk pelayanan di Desa Ciliang untuk masyarakat setempat. The Padjadjaran University Community Service Program (PKM) in Ciliang Village, Paragi District, Pangandaran Regency with Village Apparatus Capacity Building activities. This PKM was conducted to find out the role of the village government and the inhibiting factors in increasing food security in Ciliang Village. This is based on the rapid pace of problems related to food security so the role of policymakers is so crucial to this issue. The method for this activity is in the form of an assessment or collection of criticisms and suggestions from the Ciliang Village community to obtain data and information aimed at the Ciliang Village government. So that through counseling activities not only help the management of the government of Ciliang Village but also improve the welfare of the Ciliang Village community

Abstract

This research is entitled Government Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service in 2022. This research is motivated by the ineffectiveness of the efforts of the Cirebon Regency government, especially the Population and Civil Registration Service, in the outreach carried out to the community as it should be. completed in an appropriate manner regarding the implementation of the Digital Population Identity Application which, if implemented properly, will make it easier for the public to apply for services related to population administration. This research aims to analyze and describe the Government's Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service in implementing the Digital Population Identity Application (IKD). The research method used is a descriptive method with a qualitative approach. The data obtained comes from research results through literature studies and field studies through observation, interviews and documentation. The objective component is related to the strategic objectives of the Cirebon Regency government in terms of implementing the Digital Population Identity Application. Environmental components, internal and external environmental conditions that contain potential threats in the Cirebon Regency government strategy in implementing the Digital Population Identity Application. Direction component, in its implementation there are directions given by the Cirebon Regency Population and Civil Registration Service to related parties. The action component is carried out by implementing the Digitak Population Identity Application through several programs which will have an impact on improving public services in Cirebon Regency. The learning component has advantages and disadvantages in implementation, so an evaluation is carried out. Based on the research results, it can be concluded that based on the explanation and analysis of the Government's Strategy in Implementing the Digital Population Identity (IKD) Application by the Cirebon Regency Population and Civil Registration Service, it has not been implemented effectively and is still far from optimal.

Abstract

The development of digital technology in the Industrial Revolution 4.0 era has encouraged innovation in education, one of which is through Android-based mobile learning. However, students' mobile learning media use still needs improvement. This research aims to identify special needs in developing physics learning media based on Android applications that can effectively support the teaching and learning process. The method used was a descriptive survey with a mixed-methods approach involving class XI students and high school physics teachers who had implemented technology in learning. Data was collected through questionnaires and semi-structured interviews, which were analyzed thematically and descriptively. The results showed that 90% of students are interested in physics, but 75% find it difficult. As many as 87.5% of students feel more interested when using learning media, and 80% need Android-based applications to increase interest in learning physics. However, only 25% of students have ever used application-based pocketbooks, indicating the low adoption of digital media in physics. This research concludes that developing interactive mobile learning applications that suit student needs and the curriculum is necessary to increase the effectiveness of physics learning. The implications of this research emphasize the need for collaboration between application developers, educators and educational stakeholders to create innovative and relevant learning media. The main recommendation is that schools and educational institutions consider integrating mobile learning applications in the physics curriculum and provide training to teachers to maximize the use of technology in learning.

Abstract

Kondisi sosiologis, kultural, dan historis Kabupaten Cianjur turut memicu adanya tuntutan dan aspirasi tentang implementasi syariat Islam di daerah ini. Dinamika panjang dilalui hingga akhirnya lahir Gerakan Pembangunan Masyarakat Berakhlakul Karimah (Gerbang Marhamah) sebagai wujud implementasi syariat Islam di Kabupaten Cianjur. Periset menggunakan metode kualitatif deskriptif dengan studi literatur sebagai metode pengumpulan datanya dari berbagai literatur relevan. Dalam mengkajinya. periset menggunakan teori implementasi kebijakan yang dikemukakan Merilee S. Grindle. Hasilnya dapat dilihat bahwa dalam dimensi isi kebijakan, inisiasi Gerbang Marhamah tidak luput dari adanya kepentingan yang melandasinya; Gerbang Marhamah bermanfaat sebagai pedoman kehidupan untuk mengurangi kemaksiatan untuk membentuk masyarakat yang baldatun thayyibatun wa rabbun ghafur (Cianjur Sugih tur Mukti islami); Namun, pengambilan keputusan dalam perumusannya tidak melibatkan semua pihak; Pelaksana program yaitu pemerintah Kabupaten Cianjur dengan dibentuk LPPI (Lembaga Pengkajian dan Pengembangan Islam); Sumber dayanya didukung dengan potensi yang dimiliki Kabupaten Cianjur. Sedangkan dalam konteks implementasi, Gerbang Marhamah tidak luput dari adanya pengaruh political will pemimpinnya, seiring dengan dinamika dalam implementasinya; Karakteristik institusi dan rezim cenderung mementingkan kepentingan masyarakat seiring adanya komitmen pemerintah yang dibentuk; Respon masyarakat dinilai baik seiring dengan gerbang marhamah yang berdampak pada kemajuan karakter. Namun, implementasi kurang menjawab maksud sebagaimana hakikatnya. Hal itu juga tak luput dari dampak Gerbang Marhamah yang tidak menerapkan sanksi, seiring hanya seruan sebagai bentuk gerakan moral. Kendati demikian, seharusnya pelaksana program memikirkan langkah solutif untuk efektivitas implementasinya kedepannya, sehingga dapat mencapai tujuan sesuai hakikat diinisiasinya Gerbang Marhamah.
