Abstract

Latar belakang dari penelitian ini adalah terkait dengan kondisi Desa Wisata Kertosari setelah pandemi yang eksistensinya masih terjaga meskipun ada indikasi lemahnya kapasitas kelembagaan dan masih dikedepankannya pelaksanaan yang bersifat top down. Selain itu peraturan Bupati Pasuruan No. 66 Tahun 2021 tentang pariwisata yang secara detail menyebutkan adanya tata ruang untuk desa wisata yang belum optimal, padahal fungsi dari tata ruang adalah untuk dasar dalam penyusunan RPJM desa agar desa tidak dihadapkan dengan permasalahan lingkungan dan sumber daya alam nantinya. Oleh karena itu tujuan dari penelitian ini adalah (1)Memberikan hasil Analisa dan deskripsi efektivitas dari collaborative governance dalam tata kelola pariwisata berkelanjutan di Desa Kertosari. (2)Mendeskripsikan peran seluruh stakeholder dalam tata kelola pariwisata berkelanjutan di Desa Kertosari. (3) Menganalisa strategi sekaligus faktor pendukung keberhasilan tata Kelola pariwisata berkelanjutan melalui collaborative governance di Desa Kertosari. Penelitian ini menggunakan pendekatan penelitian kualitatif yaitu penelitian yang membutuhkan kedalaman penghayatan terhadap interaksi antara analisis atau konsep secara mendalam mengenai hubungan-hubungan konsep yang dikaji secara empirik. Adapun pengumpulan data menggunakan beberapa metode seperti ; (a) observasi (b) wawancara (c) dokumentasi. Teknik analisis data penelitian menggunakan tiga Langkah kegiatan yaitu ; reduksi data, display data dan verifikasi data. Hasil dari penelitian ini adalah ; (1) collaborative governance di Desa Wisata Kertosari dapat dikatakan baik dan efektif karena telah melalui seluruh tahapan collaborative governance yang disebutkan oleh Ansell dan Gash seperti kondisi awal, kepemimpinan fasilitatif, desain kelembagaan, dan proses kolaborasi. (2) peran stakeholder yang terlibat dalam Desa Wisata Kertosari sudah sesuai peran dan fungsinya meliputi (a) Pokdarwis Randuwana dengan peranan sebagai koordinator, fasilitator, implementer, akselerator. (b) Masyarakat Desa Kertosari sebagai implementer (c) pemerintah Desa Kertosari sebagai koordinator dan fasilitator (d) Dinas Pariwisata dan Kebudayaan Kabupaten Pasuruan sebagai policy creator, coordinator, fasilitator, dan implementer. (3) Strategi sekaligus faktor pendukung keberhasilan tata Kelola pariwisata Desa Wisata Kertosari melalui SWOT yaitu (a)Streght-Opportunities (SO) : membangun dan melengkapi kebutuhan pariwisata, meningkatkan even pariwisata, mengembangkan atraksi wisata. (b) Weakness- Opportunities (WO): Menggandeng pihak swasta, meningkatkan promosi wisata. (c) Strenght-Threats (ST) : mengoptimalkan potensi alam dan keunikan Desa Wisata Kertosari, menggelar festival pagelaran budaya. (d) Weakness-Threats (WT) : Peningkatan kualitas sumber daya manusia, melakukan pengawasan dan pemeliharaan fasilitas.

Abstract

This research explores the optimization of the performance efforts of the village government in providing public services in Kuwolu Village, Bululawang Sub-district. The main focus of the research is on the adoption of technology, responsiveness to changes in societal values, the implementation of Law Number 25 of 2009 concerning Public Services, and community participation. The research findings indicate that the adoption of technology has a positive impact on improving administrative efficiency, although challenges related to digital literacy still need to be addressed. Being responsive to changes in societal values is a critical point in formulating service policies that align with local expectations. Law Number 25 of 2009 provides clear direction, but its implementation requires in-depth understanding and adjustment to local conditions. Improving service quality and administrative efficiency remains the primary focus, with active community participation as a vital instrument. Cross-sectoral collaboration and institutional cooperation are identified as assets to create synergy in service provision. Inclusive measures through training programs and digital literacy serve as solutions to address disparities and unequal access. This research paints a picture of the performance efforts of the village government in facing the dynamics of public service in the era of digital transformation and changing societal values. It is hoped that these findings can guide other village governments in creating an effective and responsive public service system amid the challenges of the times.
