Abstract

The rapid globalization of trade demands more efficient cross-border processes, yet ASEAN countries still face high logistics costs and procedural delays. As a response, the ASEAN Single Window (ASW) initiative was developed to streamline customs processes and integrate trade administration systems across member states. This study aims to evaluate the benefits of ASW implementation, identify key challenges across political, economic, social, technological, environmental, and legal dimensions (PESTEL), and offer strategic recommendations for improvement. The research uses a qualitative method based on secondary data, including journal articles, official reports, and policy documents published between 2015-2025. PESTEL analysis is applied to structure and assess the external factors influencing ASW implementation. Findings show that ASW significantly improves trade efficiency, transparency, and cost-effectiveness. However, challenges such as regulatory inconsistencies, technological gaps, and limited legal harmonization persist. The study outlines short-, medium-, and long-term roadmaps, offering phased solutions such as modular system design, AI-based risk prediction, and legal standardization. In conclusion, ASW holds strong potential to enhance ASEAN’s regional trade competitiveness if implementation is supported by political commitment, legal reform, capacity-building, and robust digital infrastructure.

Abstract

Indonesia as a maritime country has great potential in the marine sector to improve the welfare of coastal communities, although it has not been optimally utilized. This study aims to formulate a strategy for developing the marine sector through a systematic literature review and SWOT analysis. The results of the study identified key strengths such as abundant marine resources, a large number of fishermen, and a strategic geographical position. Weaknesses include limited capital for business actors, limited marketing access, and minimal infrastructure and facilities. Opportunities include global demand for marine products, blue economy policies, and the development of marine-based MSMEs. The main threats are overexploitation, illegal fishing, and weather and climate fluctuations. However, the potential of the marine sector can be optimized with best practice-based strategies to encourage economic empowerment of coastal communities. Abstract

Background: The transition to a circular economy requires an approach that is not only concept-based but also practical and community-empowering. This study aims to design a community-based sustainable entrepreneurship (ecopreneurship) empowerment model as a strategy for transitioning to a circular economy, with case studies of various environmentally conscious communities in Indonesia. Method: The research approach employs a qualitative case study method, comprising the following stages: identifying the problems faced by the community, formulating solutions based on circular economy principles, and validating these solutions through consultation with relevant government agencies, as well as comparing them with best practices and policies in other countries. Data collection techniques include in-depth interviews, participatory observation, and documentation studies. Findings: The research results indicate that the primary challenges faced by communities are limited market access and inadequate business capital for developing recycling-based entrepreneurial activities. The primary solution to this problem is to convert the business model into a cooperative or Badan Usaha Milik Desa (BUMDes), allowing it to access business capital from the government through collaboration and institutional support. These findings confirm that a community-based empowerment approach with policy validation has the potential to accelerate the adoption of an inclusive and sustainable circular economy. Conclusion: This study shows that a community-based ecopreneurship model can be an effective strategy in the transition to a circular economy. Institutional transformation into cooperatives or BUMDes opens up broader access to funding and institutional support. Novelty/Originality of the Article: This article combines a circular economy approach with applicable community-based institutional solutions. The policy validation conducted strengthens the position of this model as a reference for inclusive and contextual transition strategies.

Abstract

Background: Contract farming has emerged as a strategic mechanism to bridge market access, reduce production risks, and empower smallholder farmers in agricultural economies. However, its effectiveness varies across institutional contexts, particularly in developing countries facing market failures and power imbalances. This study aims to systematically examine the integration of state-owned enterprises (SOEs) within contract farming mechanisms to enhance agro-economic performance and sustainability. Previous studies have primarily focused on private-led contract farming models, with limited exploration of public or hybrid institutional roles, especially those owned by local governments. Methods: Using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method, this study analyzes 19 peer-reviewed articles published between 2020 and 2025. Thematic synthesis is applied to identify key patterns related to institutional involvement, economic impact, and sustainability dimensions. Findings: The findings reveal that the integration of (SOEs) into contract farming can improve farmers’ access to production inputs, ensure price stability, and support inclusive participation in the value chain, particularly when supported by clear regulatory frameworks and participatory governance. Moreover, models involving public institutions tend to align more closely with long-term sustainability goals such as environmental preservation and rural social equity. Conclusion: This study concludes that BUMD holds untapped potential in reshaping the governance of contract farming systems toward more equitable and sustainable outcomes. Novelty/Originality of this article: The novelty of this article lies in highlighting the strategic role of local public enterprises such as BUMD in agricultural contracting, an area that remains underexplored in existing literature.

Abstract

This systematic literature review explores the implementation of advanced technology in waqf management by mapping and classifying key research themes and trends. Utilizing the PRISMA protocol, an initial search across Scopus, OpenAlex, Crossref, and Google Scholar identified 1,289 articles. These were then screened for relevance based on inclusion and exclusion criteria, resulting in 17 articles selected for in-depth analysis. The thematic mapping reveals four dominant clusters: (1) blockchain technology, which is frequently discussed for its potential to enhance transparency and accountability in waqf transactions; (2) cash waqf and digital waqf, highlighting innovations in fundraising and asset management; (3) artificial intelligence and fintech, which are explored for improving risk assessment, fund allocation, and operational efficiency; and (4) digital platforms, which are recognized for expanding accessibility, facilitating public participation, and streamlining waqf processes. The review also identifies significant challenges, including regulatory gaps, limited technological infrastructure, and stakeholder resistance to change. At the same time, best practices from countries such as Malaysia, Singapore, and Oman illustrate successful technology adoption in waqf management. By systematically mapping these themes, this study provides a comprehensive overview of the research landscape, offers practical insights for policymakers and practitioners, and highlights the need for further empirical research to measure the real-world impact of technology implementation in diverse waqf contexts.

Abstract

Indonesia has built many Special Economic Zones (SEZs) to strengthen the country's economy. However, often, the development does not provide maximum results. This study aims to evaluate the policies and strategies for developing Special Economic Zones (SEZs) in Indonesia using the SWOT and Balanced Scorecard (BSC) analysis approaches. The research method uses qualitative data collection techniques through literature studies and document analysis. The SWOT analysis identifies internal factors in the form of strengths and weaknesses and external factors consisting of opportunities and threats. The SWOT analysis results are integrated into the BSC framework, consisting of four perspectives: finance, customers, internal processes, and learning and growth. Each perspective has four strategies and a measurable Key Performance Index (KPI). This study produces comprehensive strategic recommendations for SEZ development that include optimizing investment incentives, improving investor services, strengthening institutional coordination, and developing HR competencies. The implementation of this strategy is expected to increase the competitiveness of Indonesian SEZs at the regional and global levels. Keywords: Evaluation, Special Economic Zones, SWOT, Balanced Scorecard

Abstract

This research aims to analyze public asset management strategies through the framework of integrating green sukuk and public-private partnerships (PPPs). A qualitative approach is employed, with data collected through a literature review to gather information on the potential and challenges of implementing such policies. The data is then analyzed descriptively to outline the framework for the proposed strategy. The findings of this study indicate that the primary potential of integrating green sukuk and PPP lies in inclusive and sustainable funding sources, significant environmental and social benefits, and efficient risk management. On the other hand, challenges to be addressed include regulatory complexity, limitations in financial capacity and infrastructure, and fluctuating investor risk perceptions. The framework for integrating green sukuk and PPP in public asset management begins with project planning and fundraising, selection and agreement with business entities, asset implementation and maintenance, followed by evaluation, reporting, and contract renewal. These stages are realized through a policy practice plan based on a pilot project. Keywords: Public Asset, Management Strategy, Green Sukuk, Public-Private Partnership
