Abstract

The Queue Numbers Zoning Program is an innovation of the administrative registration service of civil registry developed by the Population and Civil Registration Office of Blitar Regency to manage and regulate the people’s queue on the adminstrative registration process of the civil registry. The aims of this study are to describe and analyze the innovation of the Queue Numbers Zoning Program, the supporting and inhibiting factors that affects this program. The result of this research showed that the innovation of the Queue Numbers Zoning Program was created in order to overcome and eliminated the problems existed on the queuing process in the adminstrative registration process of the civil registry and provides the publics with an easier access to filed their registration at the administration service of the civil registry by dividing the queue into three zones. The procedure of administering this program begin with the people who needs the administration service from the Population and Civil Registration Office of Blitar Regency, have to come to their village office or sub-district office and filed for a registration to the admistration officers.

Abstract

Inovasi Program Daftar Online Masyarakat Pelayanan Administrasi Kependudukan diciptakan untuk menjawab permasalahan pelayanan disaat covid-19 dan perbedaan tofografi yang terjadi di Kabupaten Samosir. Tujuan inovasi ini untuk memberikan pelayanan secara online disaat pandemi covid-19 serta tercapainya pelayanan jarak jauh akibat dari adanya perbedaan topografi di Kabupaten Samosir. Terwujudnya tujuan dari inovasi ini tidak terlepas dari faktor pendukung yaitu kepemimpinan, Hubungan Stakeholder serta Sumber daya manusia. Namun terdapat pula kendala yangdialami dalam inovasi ini yaitu kurangnya sarana yang memadai seperti jaringan yang tidak stabil serta pemahaman masyarakat yang kurang. Penelitian ini memberikan saran untuk faktor penghambat yaitu untuk memperbaiki jaringandisetiap kecamatan yang dapat di akses warga, serta adanya sosialisasi ulangsecara menyeluruh kesetiap desa, serta membuat buku pedoman dari penggunaan inovasi DOMPAK ini.

Abstract

Efficient and accessible civil service is an important aspect of a country's development. Indonesia, as a country with a large and diverse civil service and a vast territory, faces complex challenges in providing equitable access to civil service for all civil servants. However, with rapid advances in information and communication technology, electronic-based government systems have emerged as a potential solution to improve service accessibility in Indonesia. The purpose of this study is to evaluate electronic-based government systems in improving the accessibility of public services in Indonesia and the benefits generated for the civil service (ASN). The Civil Service Information System (SIASN) is a digital platform developed by the State Civil Service Agency to manage ASN data and information in Indonesia. This study aims to evaluate the SIASN-based name and NIP correction service policy based on State Civil Service Agency Regulation Number 7 of 2023. This study uses a descriptive analytical approach by collecting data through literature studies and analysis of related documents. The results show that electronic-based government systems play an important role in improving the accessibility of public services and civil service in Indonesia. By reducing physical barriers, increasing efficiency, and providing additional benefits such as transparency and more active public participation, these systems can accelerate public service processes and increase the satisfaction of the civil service. To optimize the role of the electronic-based government system, joint efforts are needed between the civil service (ASN) and personnel managers in improving infrastructure, digital literacy, and data protection in order to accelerate personnel services in terms of correcting the names and NIP of civil servants (ASN) through the SKK SIASN application of the Civil Service National.
