Abstract

Nurses play an essential role in hospitals, particularly in inpatient care, where they are the primary point of contact with patients. As the largest group in the healthcare workforce, nurses interact with patients more than any other healthcare professionals. Despite their crucial role, complaints regarding nurse performance remain frequent among patients and their families. This is evident from the feedback received about hospital services, especially concerning the quality of nursing care. To address this issue, improving nurse performance requires practical strategies, such as enhancing employee engagement, work-life balance, and the overall quality of nursing work life. These factors have been shown to positively influence nursing performance. The aim of this study was to eval_uate how employee engagement, work-life balance, and nursing work life quality affect the performance of inpatient nurses at Bhayangkara Hospital in Mamuju. Using a quantitative non-experimental research design with cross-sectional analysis, the study utilized linear regression to analyze data from 43 inpatient nurses. The data was processed using SPSS Version 24.0. The findings revealed that employee engagement has a significant positive impact on nurse performance, with a p-value of 0.003 (<0.05), thus confirming that greater engagement enhances performance. Work-life balance also significantly influences nurse performance, with a p-value of 0.006, highlighting its importance. Similarly, the quality of nursing work life was found to positively affect performance, with a p-value of 0.009. The F test results indicated that the combined factors of employee engagement, work-life balance, and nursing work life quality significantly influence nurse performance, with a p-value of 0.004. Together, these factors explained 78.6% of the variance in nurse performance, suggesting that other external factors account for the remaining 21.4%.

Abstract

Abstrak: Indonesia merupakan negara yang rawan bencana. Fungsi Dokkes Polri menjalankan peran yang bukan tugas pokonya kerena sifatnya membantu dan mendukung tugas pokok kemenkes sebagai leading sector kesehatan di Indonesia bersifat “subsidiaritas” kerena situasional membutuhkan representasi negara dan pemerintah. Penerapan hukum kesehatan dan pedoman bagi jajaran Dokkes Polri serta koordinasi lintas sektor dengan instansi eksternal dalam penanggulangan. Penelitian ini bertujuan untuk mengetahui pengaturan pemenuhan hak kesehatan masyarakat pada keadaan darurat kesehatan guna mewujudkan sistem ketahanan kesehatan nasional di Indonesia. Penelitian ini menggunakan metode penulisan kualitatif. Desain penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif, Spesifikasi penelitian yang diterapkan dalam penelitian ini adalah deskriptif analisis dan preskriptif analisis.Hasil dari penelitian ini adalah 1) Diperlukan reformulasi peraturan perundang-undangan sebagai pedoman Dokkes Polri dalam pemenuhan hak kesehatan masyarakat pada keadaan darurat kesehatan, 2) Diperlukan upaya pengembangan regulasi di Lingkungan Polri yang terintegrasi dengan sistem kluster kesehatan Kemenkes guna meningkatkan kapasitas dan kapabilitas jajaran Dokkes Polri dalam penanganan krisis kesehatan di Indonesia, 3) Konsep peraturan baru untuk optimalkan sistem koordinasi, kolaborasi dan itegrasi antara Polri dan Kementerian Kesehatan serta stakeholder terkait dalam pemenuhan hak kesehatan masyarakat pada keadaan darurat kesehatan untuk mewujudkan ketahanan kesehatan nasional dalam bentuk Peraturan Pemerintah dan di tindaklanjuti dengan MoU (Memorandum of Understanding) serta penyusunan PKS (Perjanjian Kerja Sama) .Abstract: Indonesia is a disaster-prone country. The role of the Police Medical Unit (Dokkes Polri) involves performing duties that are not its primary tasks, as it functions to assist and support the Ministry of Health Indonesia's leading health sector agency based on the principle of subsidiarity, due to the situational need for state and government representation. This includes the application of health law, internal guidelines for Dokkes Polri, and cross-sector coordination with external agencies in emergency response efforts.This study aims to examine the regulation of public health rights fulfillment during health emergencies as a means to build a national health resilience system in Indonesia. The research uses a qualitative writing method. The research design is descriptive qualitative, and the specifications applied are descriptive-analytical and prescriptive-analytical.The results of the study indicate that: 1) There is a need for a reformulation of laws and regulations to serve as guidelines for Dokkes Polri in fulfilling public health rights during health emergencies; 2) There is a need to develop regulations within the National Police that are integrated with the Ministry of Health's health cluster system to enhance the capacity and capability of Dokkes Polri in responding to health crises in Indonesia; 3) A new regulatory concept is needed to optimize coordination, collaboration, and integration between the National Police, the Ministry of Health, and relevant stakeholders in fulfilling public health rights during health emergencies. This should be realized in the form of a Government Regulation, followed by a Memorandum of Understanding (MoU) and the drafting of Cooperation Agreements (PKS).
