Abstract

This paper aims to (1) analyze Indonesia's vulnerability against terrorism; and (2) analyze efforts to counter-terrorism in Indonesia. In compiling this paper, the author collected secondary data in the form of written documentaries, namely mass media articles, journal articles and relevant books. The study results indicate that terrorism is a transnational crime with a major threat to the nation and state. In Indonesia there have been several acts of suicide bombing terrorism in the name of religious teachings. Suicide bomb terrorists consider this to be a sacred duty that is obligatory and of great benefit to their group. Indonesia's vulnerability to terrorism is determined by demographic, geographic, economic and ideological factors. Advances in information and communication technology and the increase in the number of internet users in Indonesia can also provide opportunities for cyberterrorism to occur. In carrying out counter-terrorism, the Indonesian government implements pre-emptive, preventive and repressive efforts. One of the counter-terrorism programs that raises pros and cons in Indonesian society is the involvement of the TNI. According to the author, the TNI should only be involved in counter-terrorism assistance if the National Police and BNPT experience difficulties or obstacles. A military counter-terrorism approach has the potential to violate human rights, especially against parties who are merely suspected of having been exposed to radical ideology.

Abstract

This research aims to analyze the resilience of domestic wastewater management infrastructure in Jakarta, especially the Jakarta Sewerage Development Project (JSDP), and formulate a number of policy recommendations. The method used in this paper is qualitative with an analytical type. In conducting the analysis and formulating policy recommendations, the researcher is based on an incremental model that emphasizes improvements to existing policies. The results of this paper indicate that the development of JSDP is a policy that is very much needed by the community to overcome the minimal coverage of domestic wastewater management services in Jakarta which has an impact on health. In order for JSDP to be a resilient infrastructure as well as an infrastructure to support social and economic resilience, the application of six principles of infrastructure resilience is needed. In addition, active community involvement in the decision-making process is also needed to create more measurable conditions and mutual supervision. Although the development of JSDP has reflected the goals of sustainable development, this project still poses challenges to the environmental dimension because it triggers deforestation and reduces the existence of green open spaces. Therefore, the researcher formulates several policy recommendations including general recommendations, recommendations related to technical and construction issues, recommendations related to environmental issues, recommendations related to social and institutional issues, and recommendations related to financing issues.

Abstract

This paper aims to explain the coordination process between the Indonesian Food and Drug Authority Regional Office in Palangka Raya (BBPOM Palangka Raya) and J&T Express Palangka Raya in tackling the distribution of Certain Drugs Frequently Misused (Obat-Obat Tertentu/OOT) in Central Kalimantan, as well as to conduct a SWOT analysis of the coordination. The findings indicate that the coordination between BBPOM Palangka Raya and J&T Express Palangka Raya was initiated through the activity titled “Strengthening Cooperation between BBPOM Palangka Raya, ASPERINDO, and Courier Service Companies,” held on September 12, 2022. Throughout 2023, BBPOM Palangka Raya and J&T Express Palangka Raya collaborated in seizing and opening packages suspected of containing OOT to obtain information regarding the types of products and the identities of the senders and recipients. Laboratory tests were also conducted to verify the OOT products' contents in these parcels. The coordination represents a form of vertical coordination, influenced by mutual awareness, effective communication, clear division of tasks, and discipline. Although the coordination has strengthened oversight, BBPOM Palangka Raya remains dependent on the Directorate of Food and Drug Intelligence of BPOM for information regarding the shipment of packages containing OOT. This coordination also presents opportunities for public outreach and training for other courier service companies and the development of a technology-based monitoring system. However, the distribution of OOT may evolve into more complex and less detectable methods. Furthermore, budget efficiency policies may challenge BBPOM Palangka Raya in effectively coordinating with J&T Express Palangka Raya.
