Abstract

Pengesahan Peraturan Pemerintah Pengganti Undang Undang, No. 2Tahun 2017 tentang Keormasan (Perppu Ormas) sebagai UU dan pengesahan UU No.5 Tahun 2018 tentang Terorisme adalah sebuah capaian kebijakan strategis dalam sektor keamanan nasional yang dapat dimanfaatkan oleh pemerintah maupun masyarakat sipil untuk membendung kiprah kelompok-kelompok radikal di Indonesia, terutama (namun tak terbatas pada) mereka yang terkait dengan gerakan-gerakan Islam radikal, baik yang diketahui menggunakan pendekatan kekerasan maupun yang tidak. Pemetaan yang tepat terhadap perkembangan kelompok radikal, pada tataran lingkungan strategis global, regional, dan nasional, penting dilakukan karena akan menjadi landasan bagi pembentukan kebijakan publik yang lebih luas dan mendalam tekait penanggulangan radikalisme dan gerakan radikal di masa depan. Analisis kualitatif deskriptif yang dilakukan penulis berdasarkan data-data, dokumen dan fenomena yang terjadi menunjukkan bahwa pengesahan Perppu Ormas No 2 Tahun 2017 dan UU No 5 Tahun 2018 tentang Terorisme mempunyai dampak signifikan jika diikuti dengan tindakan-tindakan tegas oleh penegak hukum.Kata Kunci: radikalisme, deradikalisasi, terorisme, perpu ormas, uu terorisme

Abstract

The ratification of Government Regulation in Lieu of Law No. 2/2017 concerning Community Organization (Perppu Ormas) and Law No.5/2018 concerning Terrorism is a strategic policy achievement in the national security sector that can be utilized by the government and civil society to stem the progress of radical groups in Indonesia, especially (but not limited to) those associated with radical Islamic movements, both those who are known to use violent approaches and those who do not. Appropriate mapping of the development of radical groups, at the level of global, regional and national strategic environments, is important because it will become the basis for the formation of broader and deeper public policies related to the fight against radicalism and radical movements in the future. Descriptive qualitative analysis based on the data, documents and phenomena that occur shows that the ratification of those laws have a significant impact if followed by decisive actions by law enforcement.Keywords: radicalism, deradicalization, terrorism, Government Regulation in Lieu of Law No. 2/2017 concerning Community Organization (Perppu Ormas), Law No.5/2018 concerning Terrorism

Abstract

During the Covid-19 pandemic, the movement of the terrorist groups or the radical groups, which should have been "dead" or remained silent during the pandemic, still takes place. Such a situation has compelled the researcher to conduct a study since the aim of the study is to explore the potential threats and objectives of terrorism in Indonesia during the pandemic. In conducting the study, terrorist recruitment theory and strategy theory are implemented along with the hierarchy of human needs to describe the reasons behind the active terrorist recruitment during the pandemic. The relevant data for the study are gathered through the implementation of interviews for collecting the primary data and library study for gathering the secondary data. After the data have been gathered, the data are analyzed using qualitative data analysis so that the case of active terrorist recruitment during the pandemic can be better described. Then, the results of the study conclude that massive recruitment is a new threat to efforts to prevent and eradicate terrorism because radical groups can mobilize many resources, especially human resources, to achieve their agenda and goals without being directly involved in executions in the field and the most accessible means to use in this massive recruitment effort is mass media because social media has anonymity, a broad spectrum, and low cost as a means of mass communication. Therefore, to stem the influence of radical groups on social media, security forces need to become social media as the main battlefield with several strategies such as increasing cyber patrols, blocking access to websites of radical groups, developing a critical understanding of cyberspace content or information, and empowering counter-opinions

Abstract

Abstrak Dalam kurun waktu 2006 – 2013 terjadi 13 aksi teror lone-wolf di Indonesia. Tercatat 7 dari 13 kasus menunjukkan pelaku aksi teror lone wolf terpapar paham radikal melalui konten di media sosial. Tidak dapat dipungkiri media sosial sangat efektif sebagai sarana propaganda karena sifatnya yang fleksibel, dapat diakses di mana saja dan kapan saja, dan dengan biaya yang relatif murah. Pengguna media sosial yang tidak memiliki kapasitas untuk menyaring informasi dan tidak memiliki kemampuan berpikir kritis akan mudah terpengaruh oleh konten yang ada. Peluang tersebut yang dimanfaatkan oleh kelompok transnasional dengan paham radikal untuk beralih menggunakan media sosial sebagai sarana propaganda. Berbagai aksi teror lone wolf di Indonesia membuktikan bahwa konten radikal yang tersebar di sosial media bisa mendorong seseorang melakukan aksi teror. Aksi tersebut direncanakan dan dilakukan sendiri hanya dengan inspirasi dan panduan yang tersedia di internet. Pelaku tunggal tersebut, atau yang dikenal dengan lone-wolf, melakukan serangan teror tanpa koordinasi atau afiliasi dengan pihak lain. Fenomena penyebaran konten radikal di media sosial sehingga memicu aksi teror lone wolf ini sangat berbahaya sehingga perlu dilakukan kajian yang mendalam untuk mengetahui akar permasalahan dan upaya pencegahannya. Penelitian ini akan mengkaji fenomena aksi teror lone wolf yang dipicu oleh paparan paham radikal yang tersebar di sosial media. Analisis dilakukan dengan menggunakan teori radikalisasi, media sosial, teror lone-wolf, broadcasting intent, deteksi dini, dan kontra narasi radikal. Akhir dari penelitian ini adalah usulan strategi pencegahan penyebaran konten paham radikal di media sosial yang melibatkan kerjasama antara state actor dengan non-state actor. Abstract Indonesia recorded 13 lone-wolf-related terrorist attacks from 2006 to 2013, of which 7 showed that the perpetrators were exposed to radical ideas through content on social media. One of the most effective means of propaganda is through social media because it is easily accessible by anyone, irrespective of the place and time, and at a relatively low price. Generally, without the capacity to filter information and critical thinking, users are easily influenced by content posted on social media platforms, causing the transnational groups with a radical understanding utilize it as a means of propaganda. Several lone wolf terror acts in Indonesia have proven that radical content spread on social media can inspire and guide someone to plan and carry out terror acts without coordination or affiliation with any other party. Therefore, this study aims to examine the phenomenon of the lone wolf terror acts triggered by exposure to radical ideas spread on social media and determine the cause and prevention. The analysis was conducted using social media theory, lone wolf terror acts, broadcasting intent, early detection, and counter radical narratives. The result proposed a strategy to prevent the spread of radical content on social media with collaboration between state and non-state actors.

Abstract

This research is based on the fact of Indonesia's great efforts in combating money laundering and terrorism financing practices that brought Indonesia to be recognized as the 40th member of the FATF. The purpose of this study is to analyze the threats, vulnerabilities and risks of money laundering and terrorism financing crimes and describe the potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of these crimes. Using a descriptive qualitative approach, this study uses secondary data from related institution documents and a number of previous research journals as a basis for analyzing the problem under study. The results showed that money laundering and terrorism financing crimes are very high when viewed from the trend in the number of crackdowns in recent years. In addition, the vulnerability related to several problems that are still faced such as weak declarations on carrying cash, large objects of supervision, problems with data input in the system, not standardized supervisory infrastructure, limited authority of the DGT and not integrated reporting applications among related institutions. The potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of crimes is to increase the credibility of the country's economic management as the main investment attraction. Safeguarding Indonesia's international political interests in influencing international policy in accordance with Indonesia's national interests. And become a catalyst that encourages or "forces" Indonesia to focus on strengthening supervision and law enforcement through various efforts and strategies.

Abstract

Terrorism has been one of the most concerning issues in Indonesia since it has penetrated all layers of society, including families and even police officers. Interestingly, some of the terrorist attacks have been launched by the ex-convicts of terrorism and this finding indicates that the deradicalization program, as one of the ways for mitigating the massive wave of terrorism, turns out to be ineffective. If this situation is not given proper attention, then in both the near and the far future it can be predicted that terrorism will be a recurrent theme of issues in the state. Therefore, there should be a concerted effort toward battling the terrorism and such concerted effort can be pursued through a collaboration between the academicians as part of civil society and the government. In relation to the statement, through this article the possible ways to involve the academicians in order to improve the implementation of the deradicalization program in Indonesia will be discussed in order to find the enlightenment that can deliver the better results.

Abstract

A surprising phenomenon was observed in the lone-wolf terror terrorism that occurred in Indonesia. This is associated with the fact that the perpetrators of seven out of thirteen cases reported were exposed to radical information through social media and the internet without directly joining a terrorist group. The process involved the intensive exploration of the internet by people previously interested in radicalism content which eventually led to self-radicalization and the subsequent terror acts. Meanwhile, Fathali M Moghaddam proposed that the process of radicalization before a terror act is conducted involves six stages of action known as the staircase to terrorism. This concept was, however, observed to be irrelevant to the lone-wolf terror act considering the fact that the second to fifth stairs are usually reached through a shortcut based on the activities conducted on the internet. Therefore, this study proposed an adjustment to the Moghaddam's staircase to terrorism due to the rise of self-radicalization through the internet and also developed a prevention mechanism which involves community engagement to build community resilience towards preventing the shortcut through the provision of efforts to complement the actions of security forces in order to stem the prevalence of lone-wolf terror in the country.

Abstract

This article began with the existence of a major threat to national resilience related to transnational organized crime (TNOC) in wildlife trade and smuggling. The Directorate General of Customs and Excise (DJBC) as the guard of Indonesia's entrance has a strategic role in efforts to supervise TNOC activities. This study aims to analyze the threat of TNOC acts of animal smuggling and all efforts made by DJBC with other law enforcement officials. This paper uses a qualitative approach, with the research method of literature study or document study. Data collection techniques come from secondary data such as related institutional documents and literature that are in accordance with the concepts discussed. The results of the study show that the threat of wildlife smuggling is still very high which has the potential to pose a great risk to national resilience in the context of biodiversity conservation, community protection from various viruses to economic losses that Indonesia can get. From the perspective of strategic intelligence, the supervision of TNOC actions requires various strengthening, especially in strengthening data and intelligence information systems, strategic intelligence resources and creative thinking of law enforcement. Finally, various efforts to strengthen the legal foundation require dynamic efforts by adjusting environmental conditions and international laws and regulations, accompanied by synergy between institutions.

Abstract

The vulnerability of the Governor Election originating from the political dimension had a potential impact on regional social resilience in DKI Jakarta Province because it threatened the unity and integrity of the nation in general and the social harmony of the DKI Jakarta community as happened in the 2017 DKI Jakarta elections. The effect also occurred in the 2019 presidential election because of the division of society in the implementation of the 2019 DKI Jakarta elections. This background had become the researcher's curiosity to captured the implementation of the Governor Election 2024 in DKI Jakarta Province through data collection from November to December 2023. This research used mixed methods through quantitative data collection from IKP 2024 as secondary data to be tested with alternative vulnerability measurements from qualitative data through semi-structured interview techniques from 27 informants. The vulnerability analysis method used was from the perspective of Hank Prunckun. As fact finding as the root cause of the problem and the fundamental source of the vulnerability was the existence of a black campaign using SARA issues so that some strategies needed to be formulated to mitigated the risk. The formulation of the strategies that could be delivered include: [1] Using of the Law No. 7/2017 and the authority and function of Bawaslu institutionally to optimized the existence of Gakkumdu to took firm action against black campaigns with SARA issues so that the community harmony on DKI Jakarta Province was maintained; and [2] Using of the Law No. 7/2017 and the authority and function of Bawaslu institutionally to optimized the existence and social functions of the Religious Leaders (Toga), the Traditional Leaders (Todat), the Community Leaders (Tomas), and the Community Communication Forums in DKI Jakarta Province to educated the public that the blackcampaigns with SARA issues were not in accordance with the noble values of the Indonesian Nation so that the community harmony on the DKI Jakarta Province was maintained..
