Abstract

ABSTRACTThe nation's moral decadence is a crucial issue currently occurring in Indonesia, this is marked by increasing cases of intolerance, corruption, sexual violence and weak legal awareness and social responsibility which not only affects adults but also teenagers and students. This condition demands the presence of education that is not only centered on knowledge but also forms strong character. Civic education has a strategic role in overcoming the moral crisis by strengthening three main components: civic knowledge, civic skills, and civic disposition. Of the three, civic disposition is an important aspect in forming the commitment and character of citizens. This research aims to examine the urgency of internalizing civic disposition and explore the relevance of the SPICE Learning method as a learning innovation that supports this process. This research uses a literature study approach with relevant secondary data sources. The results of the study show that the SPICE Learning method which consists of Student-Centered, Participation, Innovative, Collaborative and Engaging elements has strong potential in creating reflective, participatory and contextual learning. Thus, SPICE Learning is considered effective in forming civic disposition and as a solution in overcoming the nation's moral decadence.Keywords: Civic Disposition, Moral Decadence, Citizenship Education, SPICE LearningABSTRAKDekadensi moral bangsa merupakan isu krusial yang saat ini terjadi di Indonesia, hal ini ditandai dengan meningkatnya kasus intoleransi, korupsi, kekerasan seksual dan lemahnya kesadaran hukum serta tanggung jawab sosial yang tidak hanya melanda orang dewasa tetapi juga remaja dan kalangan pelajar. Kondisi ini menuntut hadirnya pendidikan yang tidak hanya berpusat pada pengetahuan tetapi juga membentuk karakter yang kuat. Pendidikan kewarganegaraan memiliki peran strategis dalam mengatasi krisis moral melalui penguatan tiga komponen utama: civic knowledge, civic skill, dan civic disposition. Di antara ketiganya, civic disposition menjadi aspek yang penting dalam membentuk komitmen dan karakter warga negara. Penelitian ini bertujuan untuk mengkaji urgensi internalisasi civic disposition serta mengeskplorasi relevansi metode SPICE Learning sebagai inovasi pembelajaran yang mendukung proses tersebut. Penelitian ini menggunakan pendekatan studi literatur dengan sumber data sekunder yang relevan. Hasil kajian menunjukkan bahwa metode SPICE Learning yang terdiri dari elemen Student-Centered, Participation, Innovative, Collaborative, dan Engaging memiliki potensi kuat dalam menciptakan pembelajaran yang reflektif, partisipatif dan kontekstual. Dengan demikian, SPICE Learning dinilai efektif untuk membentuk civic disposition dan sebagai solusi dalam mengatasi dekadensi moral bangsa.Kata Kunc: Civic Disposition, Dekadensi Moral, Pendidikan Kewarganegaraan, SPICE Learning

Abstract

Education is a fundamental human right guaranteed by the constitution and international instruments, serving as the foundation for building an advanced nation. However, equitable fulfillment of the right to education remains a significant challenge in Indonesia, particularly in Indragiri Hilir Regency. This region faces various obstacles such as difficult geographical conditions, damaged school infrastructure, limited road access, and suboptimal teacher welfare. This study employs a literature review method with a qualitative approach to examine the condition of equitable access to education and strategies for implementing inclusive education in Indragiri Hilir. The findings indicate a high disparity in access and quality of education between urban and rural areas, exacerbated by inadequate facilities and resources. Inclusive education is viewed as a strategic solution to ensure equal access to education, emphasizing the principles of non-discrimination, acceptance of diversity, and fairness. Recommended strategies include improving educational infrastructure, enhancing road and transportation access, and increasing teacher welfare and protection. Collaboration among government, society, and the private sector is essential to ensure every child in Indragiri Hilir can access quality education without barriers, thus achieving the fulfillment of the right to education in a fair and sustainable manne.
