Abstract

Penelitian ini mengevaluasi efektivitas Pejabat Pengelola Informasi dan Dokumentasi (PPID) di Badan Pengawas Pemilu Kota Surabaya dalam mempromosikan keterbukaan informasi publik, menggunakan metode kualitatif dengan pendekatan deskriptif. Fokus penelitian ini pada tiga indikator efektivitas: pencapaian tujuan, integrasi, dan adaptasi. Hasil menunjukkan bahwa meskipun PPID secara efektif menyediakan informasi publik secara terbuka dan luas, mencapai tujuan utamanya, usaha integrasinya melalui sosialisasi dan koordinasi belum cukup terarah. Selain itu, meskipun sumber daya manusia sesuai dengan kebutuhan operasional PPID, terdapat keterlambatan dalam pengumpulan data karena beban kerja yang berat di berbagai divisi. Studi ini menyoroti perlunya strategi sosialisasi yang lebih fokus dan perbaikan proses internal untuk meningkatkan efektivitas layanan informasi publik yang ditawarkan oleh lembaga pemerintah.

Abstract

Objective: This study aims to analyze the implementation of the E-Samsat system for motor vehicle tax payments in Sidoarjo Regency, with a focus on its challenges and opportunities in enhancing efficiency and public compliance. Method: A mixed-methods approach was employed, combining qualitative and quantitative data through taxpayer surveys, interviews with government officials, and secondary sources such as governmental reports and prior studies on digital taxation. Qualitative data were analyzed thematically, while quantitative data were examined using descriptive statistics. Results: The findings indicate that the E-Samsat system has improved accessibility and convenience for taxpayers, yet significant challenges persist, including inadequate internet infrastructure in rural areas, low levels of digital literacy, and concerns regarding system security. Despite these barriers, the study highlights opportunities for strengthening public compliance and government revenue through infrastructure improvements, expanded socialization programs, and enhanced security measures. Novelty: This research contributes new insights into the digital transformation of taxation systems in Indonesia by addressing both the limitations and potential of E-Samsat. The study offers practical recommendations for optimizing system effectiveness and provides a framework for advancing efficient and sustainable public service innovations in local governance.

Abstract

Objective: This study aims to analyze the implementation of the Village Financial System Application (SISKEUDES) as a form of E-Government in improving financial management in Pagerwojo Village, Buduran District, Sidoarjo Regency. Method: The research employs a qualitative descriptive approach with data collected through interviews, observations, and documentation. Results: The findings show that the implementation of SISKEUDES has enhanced efficiency, accountability, and transparency in village financial management. Prior to its adoption, financial reporting was conducted manually, which often led to errors and delays, whereas with SISKEUDES, financial processes became more structured and aligned with regulatory standards. Nevertheless, challenges persist, including limited human resources, inadequate internet infrastructure, and suboptimal transparency toward the community. Moreover, based on Indrajit’s (2005) six components of E-Government, the aspect of Citizen Interaction remains weak, as the village lacks a dedicated digital platform such as a website or community service application. Novelty: This study contributes by providing an evaluative perspective on SISKEUDES not only as a financial management tool but also as a catalyst for strengthening governance, emphasizing the need for capacity building and digital infrastructure development to ensure sustainability and inclusivity in village-level E-Government practices.

Abstract

Objective: This study aims to evaluate the effectiveness of the e-Sambat application in enhancing the quality of public complaint services in Pasuruan City and to identify supporting and inhibiting factors in its implementation. Method: A descriptive qualitative method with an inductive approach was employed, using Gibson’s (2011) effectiveness framework and Zeithaml et al.’s service quality dimensions (in Hiplunudin, 2017). Data were collected through observations, in-depth interviews, and documentation to capture both process and outcome dimensions. Results: The findings indicate that the e-Sambat application plays a significant role in streamlining the public complaint process and has contributed positively to service quality, particularly in terms of responsiveness and reliability. Nevertheless, the limited number of users remains a major obstacle, largely due to insufficient socialization and system optimization. Despite these challenges, the services provided through e-Sambat are perceived as satisfactory and capable of addressing various community complaints effectively. Novelty: This research provides new insights into the role of digital complaint systems at the municipal level, highlighting e-Sambat not only as an administrative innovation but also as a strategic instrument for improving citizen engagement and fostering sustainable public service transformation.

Abstract

Objective: This study aims to evaluate the effectiveness of the LADI e-PAK Kiosk program in improving access to public services in Karangrejo Village, Pasuruan Regency. Method: The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation involving village officials, kiosk operators, and residents, supported by secondary data from regulations and Ombudsman reports. The analysis was guided by Budiani’s four indicators of effectiveness: targeting accuracy, socialization, objectives, and program monitoring. Results: The findings reveal that the indicators of targeting accuracy, objectives, and program monitoring were effectively achieved, as evidenced by an increase in the number of document requests and positive community responses. However, the socialization indicator remained suboptimal due to limited direct communication from the Population and Civil Registration Office, resulting in incomplete dissemination of service information to the public. Novelty: This study contributes empirical evidence on the practical implementation of digital-based population administration services at the village level, highlighting both efficiency gains and the critical role of communication strategies in ensuring service inclusivity and sustainability.

Abstract

Background: Waste management remains a pressing environmental issue in urbanizing rural communities. Specific Background: The Sumringah Waste Bank in Ngampelsari Village, Sidoarjo Regency, has operated for nearly a decade as a community-based recycling initiative. Knowledge Gap: Despite its longevity, participation levels remain low, limiting the program’s environmental and economic benefits. Aims: This study explores community participation across decision-making, implementation, utilization, and evaluation stages in the Sumringah Waste Bank management. Results: Using a descriptive qualitative approach through interviews, observation, and documentation, the findings show low involvement in decision-making, moderate participation in implementation by active members, limited benefit utilization, and minimal engagement in evaluation processes. Novelty: The study provides an in-depth local analysis of community-based waste management using Cohen and Uphoff’s four-stage participation framework. Implications: Strengthening education, institutional support, and transparent evaluation mechanisms are necessary to foster inclusive and sustainable waste management in rural Indonesia.
