Abstract

This study aims to map the development of research and scientific publications related to strategies to improve the quality of human resources in Indonesian government administration. This research uses the Sytematic Literature Review (SLR) approach by following the PRISMA protocol and analyzing 64 relevant scientific articles from the Dimension database, published in 2013-2024. The analysis was conducted using VOSviewer to identify topic clusters, related concepts. As well as research trends. The results revealed that there are five main clusters that are dominant and relevant in the development of human resources for government officials, namely: education, HR management, technology, digital literacy, bureaucratic reform, and public service innovation. The education cluster emerged as the most dominant theme, showing the importance of literacy and continuous training in supporting the digital transformation of the bureaucracy. This research makes a significant contribution to the development of ASN capacity building policies through a data-based approach and scientific trends. In addition, these findings also serve as a strategic reference in strengthening HR management systems and technology-based governance. The limitation of this study lies in the data source that only comes from the data dimension, so that the coverage of the literature does not represent the whole of various relevant sources. Therefore, future studies are advised to combine data from various reputable databases such as Scopus, Web of Science, and EBSCO for more comprehensive results.

Abstract

Penelitian ini bertujuan untuk mengetahui tingkat kepuasan masyarakat terhadap pelayanan kesehatan di Puskesmas Pangkajene melalui penerapan sistem antrian online, serta untuk menilai efektivitas sistem tersebut dalam memenuhi ekspektasi pengguna. Mengacu pada Expectancy Disconfirmation Theory (EDT) oleh Oliver, kepuasan dipahami sebagai hasil perbandingan antara harapan awal masyarakat dan pengalaman actual setelah menggunakan layanan. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik random sampling terhadap 92 responden pengguna layanan. Instrument utama berupa Kuesioner Tertutup, dilengkapi observasi dan dokumentasi, dengan analisis data melalui uji validitas dan reliabilitas menggunakan SPSS versi 21.0. hasil penelitian menunjukkan bahwa tingkat kepuasan masyarakat berada dalam kategori “Sangat Baik” (82,6%), terutama dalam aspek harapan,kinerja,dan kemudahan akses. Efektivitas sistem juga tergolong “Sangat Baik” (82,4%), mencakup peningkatan efesiensi waktu tungu,produktivitas pelayanan, kemampuan beradaptasi, serta potensi pengembangan layanan kesehatan digital. Kontribusi utama penelitian ini adalah mengintegrasikan pendekatan teori EDT secara eksplisit dalam evaluasi sistem pelayanan digital di sektor publik, sekaligus memberikan rekomendasi berbasis bukti untuk perbaikan layanan berbasis teknologi di fasilitas kesehatan tingkat pertama. Temuan ini menegaskan pentingnya digitalisasi layanan sebagai strategi peningkatan kualitas pelayanan public yang ingklusif dan berkelanjutan. This study aims to assess public satisfaction with healthcare services at the Pangkajene Health Center through the implementation of an online queuing system, and to evaluate the system’s effectiveness in meeting users’ expectations. Guided by Expectancy Disconfirmation Theory (EDT) by Oliver (1980), satisfaction is interpreted as the result of a comparison between initial expectations and actual user experiences. The research employed a quantitative approach using a random sampling technique, involving 92 respondents who had utilized the online queuing system. Data were collected through closed-ended questionnaires, observations, and documentation, and analyzed using validity and reliability tests with IBM SPSS Statistics version 21.0.The findings reveal that public satisfaction falls into the "Very Good" category (82.6%), particularly in terms of user expectations, system performance, and ease of access. The effectiveness of the online queuing system is also rated "Very Good" (82.4%), contributing to reduced waiting times, improved service productivity, adaptability, and the future development of digital-based health services. The novelty of this study lies in its application of EDT to empirically evaluate a public digital service, providing both theoretical insight and practical recommendations for optimizing technology-driven healthcare delivery. These results affirm the value of digital innovation in enhancing the quality, accessibility, and sustainability of public services at the primary healthcare level.
