Abstract

Peningkatan mutu tenaga kependidikan Sekolah Menengah Pertama (SMP) terus diupayakan baik oleh sekolah sendiri maupun oleh pemerintah. Program pemerintah tersebut umumnya difokuskan bagi SMP Negeri sedangkan bagi SMP Swasta, pemerintah belum memberikan perhatian yang cukup besar dalam melaksanakan peningkatan mutu tenaga kependidikan. Padahal kualifikasi dan kompetensi tenaga kependidikan sekolah swasta umumnya masih dibawah standar sekolah negeri. Oleh karena itu, penelitian ini difokuskan pada bagaimana strategi Local Education Centre (LEC) dalam mengembangkan program peningkatan mutu tenaga kependidikan Sekolah Menengah Pertama (SMP) swasta di kota Cimahi. Metode penelitian menggunakan metode kualitatif. Data diperoleh dari LEC Cimahi yang membawahi 6 sub cluster yakni sebanyak 61 SMP Swasta. Berdasarkan hasil analisis diperoleh hasil penelitian sebagai berikut: (1) Program peningkatan mutu tenaga kependidikan di LEC Cimahi meliputi pelatihan bagi Ketua Yayasan SMP swasta, pelatihan Kepala TU Binaan, pelatihan Guru Mata Pelajaran Pokok, pelatihan metodologi pembelajaran, pelatihan Tenaga Perpustakaan, dan pelatihan Laboran; (2) Faktor pendukung pelaksanaan program peningkatan mutu tenaga kependidikan di LEC Cimahi antara lain: fasilitas memadai, bantuan konsultan yang kompeten, biaya yang memadai, letak geografis yang strategis, dan Sumber Daya Manusia yang potensial; (3) Faktor penghambat pelaksanaan program peningkatan mutu tenaga kependidikan di LEC Cimahi antara lain: perencanaan program kurang mantap, administrasi pelaksanaan kurang tertib, Evaluasi program dan pelaporan belum lengkap, dan dampak pelatihan kurang signifikan terhadap peningkatan mutu lulusan; (4) Upaya yang dilakukan LEC Cimahi dalam meningkatkan mutu tenaga kependidikan SMP swasta meliputi pembenahan struktur kelembagaan, kerjasama bisnis dan kelembagaan, perbaikan sistem pelaksanaan pelatihan, pemantapan manajemen, dan pengembangan sasaran dan pendekatan teknis pengembangan mutu sekolah.

Abstract

Teacher management is very important in every institution in order to regulate the activities carried out, schools as educational organizations really need the management of teachers that are carried out properly. This study aims to review, analyze and describe the implementation of performance based teacher management oriented to improving the quality of teaching and learning activities (TLA). The method used is qualitative with research subjects are management officials, BPS (School Management), School Principal, Curriculum vice principal and classroom teachers and subject teachers. Research location at SD Labschool UPI. Data obtained through document review guidelines, interview guidelines, observation guidelines and self assessment. Data processing and analysis is done through the steps: data categorization and classification, data verification, data validation, member check, description of research results, and analysis and discussion of research results. The results showed that SD Labschool had the status of UPI academic supporting elements that developed educational innovations, educational management practices, and learning models, and carried out community service. SD Labschool is in the management of a one roof school management system and share authority and responsibilities between UPI and the Bandung Education Office (share authority and responsibility of school management system), teacher status is permanent teachers BPS (GT BPS), analysis of teacher needs based on on competence, teaching load, number of existing teachers, school programs, recruitment, distribution and placement of teachers is done at any time based on needs, the teacher shows good performance from preparation, implementation to evaluation of learning.
